After the TAC meeting, I thought I would let you know that I am not raising an objection to your use variance, but I do
need an engineered site plan that shows all the existing vegetation, plus the proposed plant material, all easements, utility
lines, and the property's limits. This probably can not be produced a program on your computer unless you have CAD
software that can import property and utility information. The tree you want to remove for the parking lot should be
replaced 3 to 1 (planting three 2.5 caliper trees of a large growing shade tree species that will replace the shade of that
size tree over time).

I see there will be a hearing about 220 2nd St SW. I hope it will be a much needed breakfast place
along the Monon. Also that big tree is very dead at the top and rotten at the bottom and should be
removed as a condition of approval.

We have reviewed the special use infonnation submitted to the Hamilton County Surveyor's
Office on February 26, 2007 for this project and have the following comments:
1. This proposed project falls within the incOTporated area and MS4 jurisdiction of the
City of Cannel.
2. The proposed project DOES fall in a Cannel Well Head Protection Zone.
3. The proposed project falls within Morrow Follett Regulated Drain watershed.
4. Please work with Cannel Engineering Department on any stonn water nmoff or stonn
water quality issues related to this project.
5. The Hamilton County Surveyor's Office has no objections to the special use variance
for this proposed project.

Dear Mr.
The following letter represents comments for this project specifically addressing the area of
alternative transportation. I have reviewed the drawings submitted for the March 21, 2007
Technical Advisory Committee meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) The City of Carmel Parking Ordinance requires that all commercial and retail venues
include bicycle parking. Bicycle parking spaces are required at a rate of five (5) bicycle
parking spaces per one hundred (100) automobile parking spaces with a minimum of four
(4) spaces. In this instance the site will require at least four (4) bicycle parking spaces.
Please revise your plans to show the required bicycle parking spaces on your site. Please
see the City of Carmel's Parking Ordinance in order to determine appropriate locations,
specifications and construction details for the above.
2) Please provide a five (5) foot sidewalk in the right-of-way of 2nd St SWat the front ofthe
property.
3) Please also provide pedestrian access from the perimeter sidewalk to the building.
4) Please provide a path from the building to the dumpster on the site.
5) Please amend or show in more detail where/how the path connects to the side entrance of
the building
We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.

Dear T AC Committee Member,
We are applying for a Use Variance and Development Standards Variance with the City of
Carmel for the property located at 220 2nd Street SW in Carmel. As you are a member of the
Technical Advisory Committee, we would like to submit the site plans for this property for your
reVIew.
We are applying for this Use Variance (#07020017 UV) to be permitted to own and operate a
breakfast cafe from this location. Bub's Cafe will be open from 7:00am - 2:00pm seven
days/week and will seat 35 - 40 people.
It is not planned to make any significant structural changes to the existing house. We will add a
handicap ramp at the front entrance and a deck for outside seating. We will also add a paved
parking lot with 7 spots to the front driveway which will have a sidewalk attached. As well as
indoor/outdoor seating there will be a walk up window for service. We expect most traffic will
come from the Monon Trail. Please see the attached site plan for more explanation.
The Development Standards Variances, #070020018 V and #07020019 V, apply to the parking
lot. The first variance asks the city to allow us to reduce the number of spots needed on our
property due to the public parking nearby but more importantly to preserve aesthetics and green
space. The second variance asks to allow an uncurbed parking lot to assist with drainage and
protect landscaping.
This Use Variance and Standards Variance application will be on the March 21,2007 agenda of
the Technical Advisory Committee.
