4. Docket No. 141-02 ADLS Amend; Fountains Plaza - 500 East Carmel Drive
Petitioner seeks amended Architectural Design, Lighting, Landscaping & Signage
approval to install a new ground sign, landscaping islands and lighting standards. The
site is located at 500 East Cannel Drive. The site is zoned B-8 Business.
Filed by Brad Barns of Barns Investment Company.
The applicant is requesting that approval to revise signage, landscaping and lighting within the
parking area located at 500 East Cannel Drive.
The Department has the following comments:
1. The size sign proposed is 67.7 square feet in size. The ordinance permits a 45 square foot
sign. A Variance would be required to allow a sign of the size proposed. Identify right-
of-way line on the plans and illustrate distance sign is from that line.
2. Request that the applicant provide an accurate cut sheet for the lights or a photo of the
fixtures as installed. Flat lens fixtures are recommended.
3. Request that the applicant provide more detailed landscape plan illustrating planting
details, number ofplantings, species, etc. Scott Brewer, the City Urban Forester, needs to
review these plans.
4. The existing sign face is not as illustrated in rendering provided by applicant, please
revise and or provide photo.
In addition to the above mentioned items the Department can not confirm any consultation
between the applicant and the City substantiating the claim that they were advised ADLS was not
required to make the changes made to the site. In the past several ADLS Amendments have been
filed for this site including changes in signage.
With that said the Department has in its review of this application done a site visit and
determined that there are two sign violations with tenants that we are seeking to correct.
The Department recommends that the Special Studies Committee approve the ADLS
application after all comments and concerns have been addressed.
Note: The item only requires approval by the Special Studies Committee.

. Accurate cut sheet for light fixtures (provided not close) - recommend flat lens
. More detailed Landscape Plan: Planting details, number, species, etc.
. Planting box design details
· Where is right-of-way line?
· How far is center identification sign from right-of-way?
. Provide photos of existing sign faces proposed to be reused

. Note that right-of-way dedication had no effect on parking lot layout
· Kinko's has banner violations at present (need photos)
· Check to see that tenant signs have permits
