R-9 An Ordinance establishing rates and charges for the use of and services rendered by the water- works system of the Town of Carmel WHEREAS, the Board of Trustees of the Town of Carmel has authorized the making of extensions and additi'ons to the existing water- works system..of said Town for the purpose of providing. a sufficient supply.of water of property quality, at proper pressure, to the inhabit- ants of the Town and properly protecting the health, well-being and property of said Town and its inhabitants; and WHEREAS, in order to procure the necessary funds to pay the cost of construction and installation of said extensions and additions, it is necessary for the Town to issue and sell waterworks revenue bonds paya.ble solely out of the revenues of said waterworks system, which revenues under the existing schedule of rates and charges are insufficient to enable the Town. to finance the needed extensions and additions; and WHEREAS,. the Board of Trustees now finds that the existing rates and charges for the use of and service rendered by the water- wOTks of said Town are too low and are insufficient to enable the Town to properly operate its waterworks plant, provide for depreciation, and finance said extensions and additions; that the proposed exten- sions and additions will improve the service rendered by said water- works system and make the same of greater value to the Town and its. inhabitants., and that the existing rates and charges should be increased; now therefore, I )qlu ) ,:,-:::::::.~ , BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF CARMEL, INDIANA: Section 1. Private hydrant (each) $125.00 per annum 125. 00 per annum Tapping Fees Each user, at the time he;is connected with the water- , works system, shall pay a flat charge of $50. 00 to cover the cost of tapping the main, furnishing and lay- ing service. pipe, corporation and stop cocks, service and meter box, and installing the meter. - 2 - Collection or Deferred:Payment Charge All bills for water service not paid within fifteen {IS}' days from the due date thereof, as stated in such bills, shall be subject to a collection or de- ferred payment char,ge of 10% on the first $3. 00 and 3% on the excess over $3.00. Temporary Users Water furnished to temporary users, such as con- tractor s, circuses, etc., shall be charged for on the basis of the above quantity rates as" estimated by the waterworks superintendent; Railroads Water supplied for railroad use may be charged for on such terms as shall be fixed by specific contrad approved by the Fublic Service Commis- sion .of Indiana. Sec. Z. All ordinances and parts of ordinances in conflict here- with are hereby. repealed; provided, however, that the existing schedule . of water rates and charges shall remain in full force and effect until the schedule of rates and charges fixed by this ordinance shall be approved by the Public Service Commission of Indiana, and until such time as the order of said Commission approving said new rates and charges shall direct. Sec. 3. This ordinance shall be in full force and effect from . and after its passage; provided, however, that the schedule of rates and charges herein set out shall not become effective unless approved by the Public Service Commission of Indiana or until such time as said Commission shall direct. - 3 - Passed and adopted by the Board of Trustees of the Town of Carmel on the . ;;",.tTday of .
