A-IO " An Ordinance establishing charges, tapping fees, meter connection fees, meter deposits retained and providing specifications for meter pit construction by persons other than employees of the Town of Carmel. WHERSAS, the Town of Carmel has previously established a flat tap fee to each user at the time he connects with the waterwork's system of the Town of Carmel, and WHEREAS, it is more equitable both to the Town of Carmel and to the user to graduate and adjust such tap fee in accordance with both the size of the water line and t~e portion of the installation performed by the user and depending further upon the existence of a meter pit before connection is made, NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF CARMEL, INDIANA: Section 1: That there shall be and there are hereby established for connection with the waterwork's system of the TOWN OF CARMEL, based on the conditions indicated and hereafter noted, the following charges for tapping fees, meter connections and meter deposits: Meter Deposits: 5/8 inch meter: $15.00 1 inch meter: 25.00 11/2 " meter: 40.00 .. ' . ! . 2 inch meter: 60.00 21/2 " meter: 75.00 3 inch meter: 130.00 . 4 inch meter: 165.00 6 inch meter: 200.00 ~ Tapping fees: 5/8 inch meter: $95.00 1 inch meter: 115.00 - 2" inch meter: 160.00 3 inch meter: 250.00 . 4 inch meter: 320.00 . . 6 inch meter: 450.00 i-",' , '. If~ual 'meters are installed in a single meter pit, there shall be added the cost of materials and labor necessary to increase the size . of the pit to accomodate the additional meters. The schedule of fees set forth above apply where the length of pipe from the main to the meter pit is not over 25 feet; If this length ~. l~fJ is exceeded, add the following: ,j!"J ,~ -1- -. ., Labor (by the hour) at the rate currently paid during construction Machinery (at the current hourly rental rate) Parts & Materials involved over 25 feet Street Cuts: No street will be cut ~d thout first obtaining a permit-to do so from the Town of Carmel. Anytime a street must be cut for a connection with the waterworks sys-tem, the person \,ho obtained the permit to make the cut shall be charged an additional cost equal to that required and necessitated to restore -the street surface to it I S original condition prior to making the cut. This restoration must be performed by the person making the cut and sh;ll be done to specification suitable to the Town of Carmel and to the complete satisfaction of the Town of Carmel. The additional cost will be returned if the street -is restored properly by the pemit holder. Tap Ons by Developer: Where~ -a 5/8" house tap is made by a person otller than an employee of the Town of CaDmel, including but not limited to developers, builders or subdividers and the tap to the water main has been installed and the copper stub to the ground surface completed but the meter pit is not completed, the tap on fee shall be $50. If such person taps the watermain and sets his Ot,n pits and installs hard.Tare wi thin the pit, the fee shall be $10.00 for the simple meter connection. HO\~EVER, .. t the following specified parts and materials shall be used IN ALL CASES . ,. An appropriate amount of concrete meter tile, 20" 1.0. to a depth that will allow the minimum specified free air space within the meter pit. The installed meter register dial is to be 14" from the ground level, plus or minus 3". There is to be a minimum of 14" free air space below -the meter inside the pit. -2- /3f 4. I I c . . -f."., ::.-" ._........_~-.---" ., The installer is to be. responsible for assuring that the top of the meter pit lid is on a flush grade with the surrounding ground and also that all parts are rigidly installed and that the piping is free of leaks. Meter pits Larger Than 5/8" through 6": If the developer or builder desires to install a meter to accomodate lines larger than 5/8" up to and including 6" lines and meters, the specifications currently on file with the Town Utilities Manager shall be followed exclusively. Any deviation from such specifications on file may be only with written approval , , of the Town Utilities Manager. If all specifications are complied ~ with on installations larger than 5/8" through' 6", the meter pit, main tap and mechanical connection being also completed by the installer, the sole cost to the installer shall be $10.00 tap i~spection fee, plus meter connection fee set forth below (based on size~of meter). Meter connection fees: Where the meter is placed in an existing meter pit that is piped, the following fees for connection shall be charged: 5/8" through 2": 3" : 4" : 6": $10.00 30.00 40.00 50.00 I" . Section 2: All ordinances and parts of ordinances in conflict ,herewith are hereby repealed; provided, however, that the existing schedule of charges for tapping fees, meter connection fees and deposits shall remain in full force and effect until the schedule ~f charges fixed by this ordinance shall be approved by the PUBLIC SERVICE COMMISSION OF INDIANA and until such time as the order of '$a~d Commission approving said new charges shall direct.
