1. Project Description
The project includes development of 1.15-acres of vacant property into a commercial
credit union facility. Tasks and improvements will consist of grading, installation of
sewers and utilities, and installation of credit union amenities. Total land disturbance is
1.15-acres.

3. General Information
This project includes installation of a stormwater conveyance system, including inlets
and pipes.
4. Stormwater Conveyance Improvements
Stormwater conveyance improvements to be installed as part of this project will consist
of two 2-grate inlets with side intakes, one curb inlet, one manhole, 8-inch diameter roof
drainage pipes, and 12-inch diameter stormwater conveyance pipes.
5. Inspections and Checklists
An owner’s representative will perform inspections on a routine basis, and access to the
site will be provided to city inspectors. Please refer to procedures described herein, and
inspection checklists in Appendix C.
6. Owner Responsibility
The owner will be responsible for performing inspections and long-term maintenance as
recommended in this Manual. City of Carmel inspectors will also have access to the
site for inspections at their discretion.

7. Inspection and Maintenance Procedures
Inspections
Routine inspections and maintenance are the responsibility of the owner. The owner.
shall be financially responsible for any maintenance or repairs required by the City or its
representatives during the City’s inspections. The approval maintenance plan and
inspection forms provided with this manual should be used as guidance for performing
maintenance activities. Completed inspection forms must be maintained by the owner
and produced upon request by the City. The City must be notified of any changes in
ownership or major repairs in writing within 30 days. The letter shall be addressed to:

The City and/or its representatives have the right to enter the property to inspect the
improvements. In the event that the City finds a component in need of maintenance or
repairs, the City will notify the owner of the necessary maintenance or repairs and give
the owner a timeframe for completing the maintenance or repairs. If the maintenance or
repairs are not completed within the designated timeframe, the City will perform the
maintenance or repairs and bill the owner for the actual costs for the work.
Inspections during construction should be after a storm event and at a minimum, one (1)
time a week. Inspections during the maintenance schedule shall be at a minimum of an
annual basis or upon observed failure.
Maintenance Procedures
Refer to the checklist provided with this manual for operation, maintenance , and
inspection of stormwater improvements. The checklist is for the use of the owner in
performing routine inspections. The City will perform annual inspections of
improvements, using a similar checklist. The owner shall agree to maintain and update
the Operation & Maintenance Manual, including documentation of visual inspection of
the inlets and removal of debris by the end of next business day following inspection
and removal.

Inlets
Inlet cleaning and repair is usually performed to respond to localized flooding problems
in streets, however inspections should be made on a routing basis. Inlets without
sumps do not trap sediments and don’t need cleaning unless they are discovered to be
plugged. Cleaning of inlets can be done with a shovel, clamshell, shovel, or vacuum
truck.
Stormwater Conveyance Pipes
A good rule of thumb is to inspect pipes by camera at least once every three years, prior
to the beginning of the rainy season and early enough that repairs can be made during
dry weather.
Evidence of pipe distress include excessive silt build-up, erosion, unusual algal growth,
cracked or collapsed pipes, misaligned joints, and other signs of problems such as a
sheen on the water surface, discolored water, or an unpleasant odor.
Check with product manufacturers or storm water handbooks for advice on what to look
for when inspecting more sophisticated treatment devices such as flow splitters and
diverters.
When a problem is noted, take steps to correct the problem, or route this information
immediately to the appropriate individual(s) in your organization who can respond. If
needed, develop a good response plan to ensure quick follow -up in the future.

Inspection and Maintenance:
• Routine Inspections and Maintenance are the responsibility of
the Owner. The City of Carmel must be notified of any changes

If the city of Carmel finds a system component in need of
maintenance or repair, the City will notify the owner of the
necessary maintenance or repairs and give the owner a time
frame for completing the required maintenance or repairs. If
the required maintenance or repairs are not completed within
the necessary time frame, the City of Carmel will perform the
maintenance and repairs and bill the owner for the actual cost
of the work.
