The Development Plan was previously approved under Docket No. 19060018 DP and Use Variance approval was granted under 18050007 UV. The proposed site is 1.13 acres and includes a new five story, 126 room hotel. The site is largely developed with existing parking lot and a master planned stormwater detention basin, with a gravel pad remaining for the construction of the proposed hotel. No new curb cuts are proposed, however the site has direct access to Frontage Road and Illinois Street and includes shared parking agreements with the adjacent properties. Update from Previous ADLS Submittal (PZ-2022-00238 ADLS) A previous ADLS petition for the site, PZ-2022-00238 ADLS, was denied by the Plan Commission on May 16, 2023. Since that time, the site plans and building elevations have been updated to address Plan Commission and DOCS comments and concerns. The following updates have been made: 1. Increased the total number of parking spaces by 13 parking spaces (a net increase of 3 spaces from the approved Development Plan (19060018 DP): - Relocated the main entrance and drop off from the west side of the hotel to the north side, - Retained all existing parking on the west side of the building, and - Utilized existing dumpster pad for proposed enclosure. 2. Re-designed the interior of first floor to accommodate the change in building entry location. 3. Eliminated the wedge-shaped brand feature and incorporated a custom designed metal blade sign on the east side of the building to function as the mounting surface for two brand identity signs. 4. Reduced the size of the branded signs on the new blade feature. 5. Eliminated the small sign at the secondary entry on the North side of the building. 6. Eliminated the branded dark EIFS band at second floor. 7. Completely re-designed the roof line to provide a modern top cornice horizontally extended feature with soft concealed LED lighting to give it a floating appearance at night. 8. Completely re-designed East and West ends of the building to provide strong contrasting brick features. 9. Re-designed the NW corner to draw attention to the building entry location with the same strong contrasting brick accent language. 10. Added windows on the East and West ends of the building to add interest to the façade. 11. Incorporated short term (exterior) bicycle parking and long term (interior) bicycle parking. 12. Changed brand colors on the vertical bands. 13. Changed canopy colors to match the rest of the building. 14. Reduced the building façade lighting to only the minimum needed for safety on the side of the building that faces the residential properties. 15. Added as much clear glass on the first floor of the building as we possibly could considering the nature of this building type (ie. Not retail or office). Zoning Assessment The property is currently zoned MC, Meridian Corridor. The proposed land use and development is consistent with the previously approved Development Plan (19060018 DP) and Use Variance (18050007 UV). No additional variances are proposed as part of this project. The site was platted with the master plan development, which includes the approved setbacks and buffer yards and recorded in Hamilton County under Instrument #202065497. TRU HOTEL CARMEL ADLS EXECUTIVE SUMMARY TRU HOTEL CARMEL ADLS EXECUTIVE SUMMARY The maximum building height is limited to 8 stories for the principal building when not adjacent to single family residential. Site Access Proposed access to the property will come from existing curb cuts on Frontage Road and Illinois Street. No new curb cuts are proposed for this site and parking will be shared with adjacent building per agreements recorded within Hamilton County, Indiana. Additional pedestrian connectivity has been added to ensure safe passage of pedestrians through the site and adjacent properties. Parking Vehicle parking is provided within the master planned development and previously recorded shared parking agreements with adjoining land owners. Landscaping The proposed site will be landscaped in accordance with City of Carmel Unified Development Ordinance for the Meridian Corridor. Drainage The proposed project will utilize existing inlets and swales to collect runoff from the site, transporting it to an existing dry detention basin and then offsite to the south. This detention system was installed as part of the previously approved Development Plan, and was master planned to include a planned stormwater detention basin for the future development of a hotel of similar size to the proposed hotel. Site Utilities Water: A water main was installed as part of the previously approved Development Plan, and an existing fire and water connections were extended to the proposed project area. Water and fire service for the proposed building will connect to these existing stubs. Storm: The stormwater detention system currently on site will be utilized without modification, as it has been master planned to account for the proposed hotel development. Sewer: An existing sanitary lateral stub exists within the project area, installed as part of the previously approved Development Plan. The sanitary lateral for the building will tie into this existing stub. Gas: A gas service line will be extended from the existing gas main on the east side of frontage road. Exact routing to be coordinated with Vectern Energy. Electric: Electric service will be extended from the existing facilities located along Frontage Road to a proposed transformer outside the southeast corner of the building. If approved, Dora Hospitality, LLC intends to start site development work in summer of 2024. Building construction is expected to begin in late fall of 2024. Thank you for your consideration.
