RE: Cobblestone Commons Primary Plat-Project Review #1 Dear Mr. Shields: We have reviewed the plans submitted for review at the November 15,2006 Technical Advisory Committee meeting. We offer the following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: . Streets and Right of Way- City of Carmel (l36lh Street/1st Avenue NW) . Water - City of Carmel Utilities . Sanitary Sewers - City of Carmel Utilities . Storm Sewers/Drainage - City of Carmel. . Legal Drains - Hamilton County Surveyor's Office. 3. Board of Public Works and Safety Requirements: . Water Availability and Sanitary Sewer Availability (BOD) approval from the Board is based upon the total number oftownhome units and number of bedrooms per unit. Reference item #11 below for a more detailed explanation. Ifa community swimming pool or bathhouse is planned, additional Water and Sanitary Sewer Availability approval from the Board will be required and additional Water and Sanitary Sewer Connection Fees will be assessed. If entryway or other community irrigation systems are planned, these will also require additional Water Availability approval from the Board and additional Water Connection Fees will be assessed based upon the size and usage of the system. . Commercial Curb Cut Approval- This approval will be required for the 1 It Avenue NW entrance and also for what appears to be an emergency access to 136lh Street (Smokey Row Road). Provide a letter to this office requesting BPWS Commercial Curb Cut approval. Provide an 8 Yz x 11 exhibit or exhibits detailing the requested curb cut(s) with all appropriate dimensional data including width, radii, aceVdeceVpassing blister dimensions, existing and opposing streets or drives, etc. . Temporary Construction Entrance approval if the location is at a site other than a permanent curb cut on I st Avenue NW. Submission requirements are the same as for commercial curb cut. . Any permanent improvement to be installed within dedicated right of way or dedicated easements. This approval would require a Consent to Encroach Agreement between the Owner and the City of Carmel. . Secondary Plat approval if applicable. . Dedication of Right of Way ifnot platted. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the BOIIrd requires prior approval by the Carmel Clay Plan Conunbslon and/or the Board of Zoning Appeals (If appllctlble) and completion of review by the Technkal Advisory Committee. T.A.C. ReviewlDrawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all Engineering Department and Utility Department issues have been resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of five-sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and will be signed by the City Engineer and Director of Carmel Utilities. The Owner will receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector will receive one-set and one-set will be maintained in the Engineering Department. If additional approved sets are desired, we will approve a maximum of two-additional sets. However, the additional sets must be submitted with the required five-sets. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will require a Consent to Encroach Agreement with the City of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval. The City Engineer may approve irrigation system agreements. 6. Please assure that Carmel Utilities is provided all new and revised drawings for review of water and sanitary sewer issues. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water main and sanitary sewer main locations. 8. Performance Release Procedure . Subdivision Building Permits . Permit Data. Contacts, etc. BONDING REOUIREMENTS 9. Upon initial review, it appears the following bonding requirements may apply to this project: Performanee GuaranteesIEngineer's Estimates . Water Mains . Sanitary Sewers . Storm SewerslDrainage (Ifany portion of the system will be public) . Perimeter Monumentation . Right of Way Improvements to 136tb Street and 1st Avenue NW. This could include accel/decellanes, passing blister, pavement widening, thermoplastic striping, stone shoulders, curbs, etc. . Public Sidewa1ks/ Asphalt Paths . Erosion Control. Please contact Amanda Foley, Engineering Department Stormwater Administrator, for details regarding engineer's estimates and Performance/Maintenance Guarantee requirements for Erosion Control. t The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for lOOOAi of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineer's Estimates for each improvement including quantities, unit costs, pipe sizes and materials, etc. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Perfonnance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the enclosures for more detailed explanation of our procedures. Right or Way Permit and Bonding Any work in the dedicated right of way of 136th Street and/or 1st Avenue NW will require an approved Right of Way Permit and a License & Pennit Bond. The bond amount is detennined by the number of instances of work in the right of way at $2,000.00 per instance. However, if the work is included in the scope of work ofa required and posted Performance Guarantee, the Performance Guarantee may be used to satisfy the bond requirements of the Right of Way Pennit. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting and bonding. 10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. We will share Crossroad's comments as they are received. When construction plans are submitted for review for this development, please provide a set of drawings and drainage calculations directly to Crossroad. AVAILABILITY AND CONNECTION FEES II. AvaUabiUty (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to approval and start of construction activities. Availability Fees are based upon total platted acreage or legal description acreage for the development at the current rate oUI,OIO.OO per acre for Water Availability and $1,365.00 per acre for Sanitary Sewer Availability. Based upon the indicated acreage on the primary plat, the following Availability Fees would apply: Water - 2.59 Acres @ $1,OIO.OO/Acre = $ 2,615.90 SanitarY Sewer- 2.59 Acres @$1.365.00/Acre= $ 3.535.35 Total Availability (acreage) Fees $ 6,151.25 or $6,151.00 Connection Fees-Based on the drawings submitted, there appear to be 8-buildings with a total of 24-single family townhome units. Please provide this office with a listing of the buildings, units per building and number of bedrooms per unit. The current Water Connection Fee is $1,310.00 per EOU. The current Sanitary Sewer Connection Fee is $795.00 per EOU totaling $2,105.00 per EOU/single family residence. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the development has been released for building pennits. Connection Fees are paid on a building-building-Iot basis. The EOU calculation is based on the following: I-Bedroom Unit @ 0.54 EOUs per Unit 2-Bedroom Unit @ 0.81 EOUs per Unit 3-Bedroom Unit @ 1.00 EOU per Unit The Availability and Connections Fees are current as of this date but are subject to future revisions. If till irrigation system, swimming pool or clubhouse Is planned for this development, flIIdltlonal Water tllldlor StIIIltary Sewer Connection Fees wUI be assessed based upon the recommendations of the Director of Carmel UtUltIes. PROJECT COMMENTS 12. Please add a note to the local street pavement section detail that all paving must be completed in one paving season. 13. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of the proposed right-of-way. Costs for such relocations are to be borne by the developer. .. 14. This project is subject to the Carmel Stormwater Management Ordinance, which was adopted February 6, 2006. 15. Fill in the flood plain will not be permitted. 16. Please contact Amanda Foley of this office to review storm water quality requirements for this project. 17. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy. The language of this policy must be added to a specification sheet on the plans. All on-site and right-of-way curbing must conform to these standards. 18. All sidewalks must be within right-of-way or a platted or dedicated sidewalk easement. 19. On-street parking must be within right-of-way or some type of easement when outside of the right- of-way. 20. Please remove sheets C004 and the Landscaping Plan sheet from plans submitted for approval from the Department of Engineering. The Department of Engineering does not approve lighting or landscaping plans. 21. Please place a "PRIVATE" label on 7* Street N. W. If this street is not intended to be private, it must meet all City requirements for a public street. The Department will provide additional comments regarding revisions needed to meet public street requirements. 22. The curb return radius at the intersection of I st Avenue N. W. and 136* Street must be a minimum of 40 feet. 23. The pavement width of 1st Avenue N.W. is approximately 24 feet. The width of the proposed parallel parking on I st Avenue N. W. is approximately 8 feet, which leaves only 16 feet for the two opposing travel lanes (or 8 feet per lane). It is the opinion of the Department of Engineering that there isn't sufficient width on I It Avenue N. W. for on-street parallel parking and the Department of Engineering does not recommend such parking. Please consider the attached cross-section. 24. Please indicate and label the existing and proposed widths of 136* Street. 25. Please indicate and label the existing and proposed widths of 1st Avenue N.W. 26. Please indicate and label the widths of proposed on-street parallel parking spaces. 27. Any off-site easements must be secured prior to the Department of Engineering approving the drawings. 28. Per our meeting, please investigate the possibility of outletting the storm drainage to the west and discharge to the creek. The pipe shall be installed within the right-of-way and the portion of the system within the right-of-way shall be a public sewer. 29. The Department of Engineering understands that the 8' concrete sidewalk is being installed in lieu of the 10' path per discussion with the Department of Community Services. 30. The cross-section of 136* Street from the centerline to the back edge of the parking spaces shall mirror that on the north side. 31. Please confirm if bicycle parking is required for this development. 32. Paving in the right-of-way must be to the Department of Engineering pavement section and must adhere to the right-of-way paving policy which must be included on a sheet in the plan set. 33. Compliance with the City's Thoroughfare Plan includes construction of half of the improvements prescribed by the Thoroughfare Plan across the frontage. Typically, developers provide the money equal to the value of constructing these improvements to the City for deposit in the City's non-reverting Thoroughfare Plan fund. 34. The right-of-way for 136* Street shall be 40' to comply with the Thoroughfare Plan. 35. The right-of-way for I st Avenue NW may need to be increased based on how the on-street parking is constructed. 36. No earth disturbing activity may commence until a storm water management permit is obtained. Please add a note to his effect to the plans. These comments represent the Department of Engineering's initial review of the primary plat for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that this office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval of construction plans. Board of Public Works and Safety approvals and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. All performance guarantees must be posted prior to submission of secondary plats for Board of Public Works and Safety approval. We will bring hard copies of these documents to the Land Use Annexation Committee scheduled for tomorrow, Thursday May 24th at 5 pm. Please note, in addition to numerous prior changes to the project, Uptown has in good faith considered the Committee's suggestion to reduce the density to 18 units. In fact, in order to make the site function and to address other issues that were discussed at the last Committee meeting, Uptown has actually agreed to reduce the density down to 17 units from the original24 units that was proposed. This most recent site revision has allowed Uptown to implement driveways on all units which resulted in a positive effect on the parking ratio. The attached, revised commitments and site plan also address other suggestions and issues that we heard at the last Committee meeting. Please review the attached documents and if you have any questions, concerns or comments prior to tomorrow night's meeting, do not hesitate to contact me. Uptown makes the following commitments (the "Commitments") to the City of Cannel COlnmon Council (the "Council") for Cobblestone Commons Planned Unit Development Ordinance. Section. 1. Cross Reference. These Commitments are made in connection with approvals obtained. under docket numbers 06110012PUD and 06110013 ADLS and Ordinance No. Z-503- 07. Section 2. reference: Exhibits. The following exhibits are attached hereto and incorporated herein by Exhibit "A", Attached hereto and incorporated herein by reference as Exhibit "A" is the legal description of the real estate (the "Real Estate"); Exhibit "B". Attached hereto and incorporated herein by reference as Exhibit "B" is a revised site plan (the "Site Plan"); Exhibit "c", Attached hereto and inc,orporated herein by reference as Exhibit "c' are revised building rendelings (the "Building Renderings"); and, Exhibit "D". Attached hereto and incorporated herein by reference as Exhibit "D" is a revised landsc'ape plan (the "Landscape Plan"). Section 3. Definitions. Different words and tenns are defined throughout these Conunitments and, further, the following definitions shall apply throughout these Commitments: 1. Developer. The ten11 "Developer" shall mean and refer to Uptown and its successors and aSSIgns. ; - ';.' Section 4. Commitments. The Developer agrees and commits to the following: 1. That the maximum number of Residential Units to be cons~ructed upon the Real Estate shall be seventeen (17); 2. That each Residential Unit shall have a driveway that can accommodate parking and there shall also be a total of seventeen (17) parklng spaces combined along Sma key Row Road and 15t Avenue NW, as is depicted on the attached Site Plan. The Developer shall include in the Covenants, Conditions and Restrictions that shall govern the development a provision that prohibits parking in the private lanes that are depicted on the attached Site Plan; 3. That the minimwll lot width for any Residential Unit shall be forty-two (42) feet; 4. That the minimum distance between Residential Units, measured from the exterior face of the foundation and excluding the patio areas, shall be ten (10) feet; 5. That the Manon Trail access point that was depicted on a previous site drawing shall be eliminated, as depicted on the attached Site Plan and that the Developer shall construct a trail plaza/staging area near the northwestern portion of the site and said area shall include a mini mum of two (2) benches and a minimmTI of four (4) bicycle parking spaces, as is depicted on the attached Site Plan; 6. That the minimum width of the private lanes internal to the site shall be twenty (20) feet, as is depicted on the attached Site Plan; 7. That three (3) car garages shall be prohibited on the Real Estate; 8. That the Developer shall provide on the Real Estate a change in material at the location where the central north/south sidewalk will cross the newly constructed 7th Street; 9. That the Developer shall work in conjunction with the Department of Community Services and the Urban Forrester to mutually agree upon a tree preservation plan for the Real Estate; 10. That the multi-purpose concrete path that is located adj acent to Smokey Row Road and which is depicted on the attached Site Plan shall be increased fro111 eight (8) feet in width to ten (10) feet in width; 2 ~ 11. That the Developer agrees and commits to include in the Covenants, Conditions and Restrictions that shall govern the development a provision that owners of Residential Units may not rent said Residential Units to renters for an initial period of three (3) years after the original construction of the Residential Unit; 12. That the Developer shall include on the Site Plan the dimensions of the "Monon Right-of- Way" and the Developer agrees and commits that no construction and/or development work shall occur in the "Manon Right-of-Way" area and that the area shall be properly marked and fenced throughout the development and construction phase of the development. Except, however, that the Developer shall be permitted to construct in the "Monon Right-of-Way" area the trail plaza/staging area described in commitment numbered five (5) above; 13. That the Site Plan, Building Elevations, and Landscape Plan, that are attached hereto and incorporated herein respectively as exhibits "B", "C", and "D", shall replace and supersede prior versions of these plans and drawings and shall be considered the approved Development Plan and primary plat for the Real Estate; as well as the approved architecture, design and landscaping for the Real Estate, as is reg uired and defined in the Cobblestone Commons POO Ordinance No. Z-503-07; and, 14. That the Developer agrees to donate the home that is located at 750 N. 1st Avenue N.W., Carmel, Indiana 46032 (the "Home") to the Carmel-Clay Historical Society and to make a financial contribution to the Carmel-Clay Historical Society in the sum of Five- Thousand Dollars ($5,000.00). The Carmel-Clay Historical Society shall have the obligation of moving the Home, at its sole cost and expense, from the Real Estate to a new location. The Developer makes no representations regarding the condition and/or structural integrity of the Home and whether or not it can survive any relocation. Further, the Cam1el-Clay Historical Society is obligated to relocate the Home prior to the Developer commencing development on the Real Estate, and if the Cam1el-Clay Historical Society does not relocate the Home prior to the Developer commencing development on the Real Estate, the Developer is pennitted to dispose of the Home in any manner that the Developer deems appropriate, in the Developer's sole and exclusive discretion, and under such a scenario, the Developer shall not be required to make the Five-Thousand Dollar ($5,000) donation to the Cannel-Clay Historical Society. Section S. Binding on Successors These Commitments are binding on the Developer of the Real Estate and each subsequent owner of the Real Estate, and each other person acquiring an interest in the Real Estate, unless modified or tem1inated by the Council. These Commitments may be modified or tem1inated only by a 3 J . decision of the Council after a public hearing wherein notice as provided by the rules of the Council has been made. The provisions ofthis paragraph 5 notwithstanding, these Commitments shall temlinate as to any part or p31is of the Real Estate hereafter reclassified (rezoned) from the Cobblestone Commons Planned Unit Development District pursuant to Ordinance No. Z-503-07, to another zoning classification. Section 6. Effective Date The Commitments contained herein shall be effective upon the occurrence of all of the following events: 1. The adoption of an ordinance by the Council assigning the requested Cobblestone Commons PUD classification to the Real Estate pursuant to Ordinance No.Z-503-07; 2. The commencement of the development of the Real Estate in accordance with the assignment of the requested Cobblestone Conunons PUD classification pursuant to Ordinance NO.Z-503-07. Section 7. Recordinl! The undersigned hereby authorizes the Clerk Treasurer of the City of Carmel to record these Commitments in the Office of the Recorder of Hamilton County, Indiana. Section 8. Enforcement These Commitments may be enforced by the Council and any property owner within or immediately adjacent to the Real Estate. These comments represent the Department of Engineering's first review of this project. 2. We request that all responses to our comments be provided in writing and be accompanied by a drawing reflecting the requested revisions. BONDING REQUIREMENTS 19. Upon initialreview, it appears performance guarantees shall be provided for the following: a. Water Main system and appurtenances. b. Sanitary Sewer system and appurtenances. c. Milling, resurfacing and all other right-of-way restoration. d. Perimeter Monumentation (if platted). 20. The amount ofthePerfonnance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineer's Estimates for each improvement including quantities, unit costs, pipe sizes and materials, etc. 21. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon ]5% of the Performance amount fot Streets and Curbs and 10% of the Performance amount for all other improvements. 22. Performance Guarantees may be Performance Bonds or Irrevocable Letters of Credit. 23. Please review erosion and sediment control requirements for this project with Amanda Foley at (317) 571-2441. 28. The project is subject to all conditions of Carmel City Code Section 6-227 (a) (8) and (b). 29. Please indicate milling and resurfacing of the entire width of Sylvan Lane within the limits of the Work and a minimum of to-feet east of the .existing manhole. 30. All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. Please add a note to the drawings that the Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right-of-way. 31. Please provide a maintenance of traffic plan. 32. The Work shall be conducted in such a manner as to minimize disruption of property access; most specifically to the properties served from Sylvan Lane. Please coordinate directly with the property owners on Sylvan Lane and provide as much notice as possible as to when access to the properties will be affected. 33. The City has adopted a new paving policy. Please revise any notes, specifications, and details to accommodate this policy. The language of this policy must be added to a specification sheet on the plans. 34. Does the project require removal and replacement of existing curbing? If so, the curbing must be replaced with curbing to match the existing; unless such curbing is in the vicinity of curbing that would otherwise need to be removed and replaced for the future driveways. In this case; we will want to review such removal and replacement in greater detail with you. If any curbing is required to be replaced, the language of the City's curbing policy must be added to a specification sheet on the plans. Please revise any notes, specifications, and details to accommodate this policy. 35. For the water main installation: a. Flowable fill is required for the connection in 3M Street NE. b. Granular backfill meeting the r~uirements indicated on Sheet C701 and C702 is acceptable for the open cut of 3 A venue NE. 36. For the Sanitary Sewer Installation:, a. Granular backfill meeting the requirements indicated on Sheet C401 and C60t (amended as necessary) is acceptable provided that the work is completed in one day. b. The following sections of Carmel City Code are likely applicable to each lot as it is developed. Other City code may be applicable as well. i. Section 6-222 (b) 16; (c) 6; (d) 4; (f) 3; and (g) 9,10, 11, and 12. ii. Section 6.227 (a) 4,5,6, and 7. iii. Section 6-227 (e) 1, and 3. c. Per Carmel City Code Section 6-227 (e) (5), the proposed connection to the existing yard inlet shall be performed by a contractor bonded with the City and is subject to inspection by the City. d. Please confirm with the Utility Department if payment of water and sewer connection fees are required and when such payment is due. 42. Driveways a. Driveways shall be concrete and shall be 6-inch minimum thickness in the right-of-way and shall meet the dimensional requirements ofthe City. b. Portions of the proposed driveways within the City rights-of-way shall be constructed in accordance with Carmel City Code Section 6-227 (a) (1), 6-227 (a) (8) and 6-227 (h). c. The proposed driveways are indicated close to the property lines. Driveways shall be installed such that there is an offset to the property line to allow for grading down to the ground elevations at the property line and to maintain any side yard swales. 43. Sidewalks a. Sidewalks are required to be installed across each lot as it is improved. b. Sidewalk shall conform to the requirements of Carmel City Code Section 6-227 (a) (1), 6-227 (a) (8land 6-227 (i). c. Please add a note to the concrete sidewalk detail to require a 6-inch sidewalk where such sidewalk crosses driveways. 44. Storm Water Quality a. Improvement of these lots is subject to the Carmel Stormwater Management Ordinance, which was adopted February 6, 2006. b. Please confinn with Amanda Foley of this office ifa Storm Water Management Permit is required for each lot as it is developed. Please understand that that no earth disturbing activity may commence without an approved Storm Water Management permit, if such a permit is required. c. Approval is required if the location is at a site other than the location of the permanent driveway. d. The installation of any permanent, privately owned and/or maintained improvement (signs, decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated easements requires the execution of a Consent to Encroach Agreement between the Owner and the City of Carmel. Such agreements are executed by the Board of Public Works and Safety. The City Engineer may approve irrigation system agreements. e. Secondary Plat approval if applicable. Specifically, current private development plans for a large area on and around First Avenue NW at Smokey Row Rd. involves the destmction of homes built in the early years of the previous century. This is a legitimate concern beyond the matter of the objectionable high density that this proposed development would bring to the locale. While it is always most advisable to allow historical structures to remain where they are, for renovation and for some acceptable use, that is not always possible. Several architecturally significant former homes on N. Range Line Rd. have been renovated without loss of historical character, however, as very attractive office facilities. But what is possible, and profitable in the long run in addition to honoring heritage, is to require developers to move structures which their plans endanger, or to allow such structures to be moved by those who do appreciate the real value of historical buildings rather than the short-term profit by destroying them. Such acts offJreservation are true achievements in progress along with new cOllstruction. After all the emphasis that has been placed, oflicially and privately, on the term "Old Town," it does seem that any chance to retain the original "character" structures in that part of the city is at least reasonable. This can and should be done even as historically inspired architecture is newly constructed now, as on Main St. As you know, historical buildings, many in much need of repair, have been restored to be remarkable attractions to local residents and ~o visitors to the city. And a restored historical building has authentic charm and character that can only be achieved by forethought, and by plalll1ing which acknowledges many more interests than that of one developer. The Society appreciates your consideration. Often we can inform you about specific historical structures in our city and about how these truly one-of-a-kind buildings figure into our heritage. They have been very responsive. Department of Engineering issued T AC comments that were mainly technical in nature and the Department expects such items to be addressed on the final construction drawings. Items that affect the PIJD/ ADLS are as follows: 1. On-street parking must be within right-of-way or some type of easement when outside of the right-of-way. 2. The curb return radius at the intersection 0:f1 st Avenue N.W. and 136tl1 Street must be a minimum of 40 feet. 3. The pavement width of 1st Avenue N.W. is approximately 24 feet. The width of the proposed parallel parking on 1 st Avenue N.W. is approximately 8 feet, which leaves only 16 feet for the two opposing travel lanes (or 8 feet per Jane). It is the opinion of the Department of Engineering that there isn't sufficient width on 1 st Avenue N ,W. for on-street parallel parking and the Deparlment of Engineering does not recommend such parking. The Department provided a cross section for the petitioner to consider (attached). The right-or-way for 1 st Avenue NW may need to be increased based on how the on-street parking is constructed 4. The Department requested that the petitioner investigate the possibility of outletting the stom1 drainage to the west and directly to the Little Cool Creek. The pipe shall be installed within the right-of-way and the portion ofthe system within the right-of-way sha]] be a public sewer. This will avoid any issues with installing infrastructure through Bethenridge to the south. 5. The Department of Engineering understands that the 8' concrete sidewalk is being installed in lieu of the 10' path per discussion with the Department of Comrmmity Services. 6. The Department requested that the cross-section of] 36th Street from the centerline to the back edge of the parking spaces mirror the existing improvements on the north side. 7. The petitioner needs to confirm if bicycle parking is required for this development. 8. The Department made the petitioner aware that compliance with the City's Thoroughfare Plan includes construction of half of the improvements prescribed by the TI1oroughfare Plan across the frontage.
