We have completed our review. There are a few outstanding comments but they are technical
in nature and for the most part edits to the details. We are working on a letter to issue.
We are providing a favorable recommendation to the Plan Commission for this project.
We can finalize the edits of the construction drawings either before or after the plan
commission meeting and work towards approval of the construction drawings (which is
necessary prior to starting any work) .

The last paragraph of the disclaimer for the use of digital files was removed from all
sheets. The contractor shall be responsible for removal and replacement of any sidewalk
in the path of utility connections. A note to this effect was added to note #1 on C103.

15. Comments noted. 122nd Street (City Center Drive) does not appear on any sheets. City
standard depressed curb Is specified across the entrance to maintain drainage. The
standard depressed curb detail was added as detail 14 on sheet C803. Note #11 was
added to C101 to state that any walk and curb removal shall be to the nearest joint. A
note regarding the City's policy not to allow any earth disturbing activity until a
stormwater management permit is issued was added to the C101, C102, C103, and
C104 sheets. Due to the physical limitations of the existing topography as well as the
guardrail along the bridge on Guilford Road, it Is unlikely that a pedestrian access path
can be successfully constructed along the south edge of the detention pond.
16. The construction limit lines were revised as necessary.
17. Commented noted. We will address utility comments separately.
18. The following corrections and/or changes have been made to the detail sheets:
. Note 7 for detail 12 on Sheet C803 requires 1-1nch ribbing in lieu of truncated
domes
. Detail 4/C803 was replaced with the current detail frorn the website
. The transverse expansion joint spacing was changed to 50-feet maximum on
detail 5/C803.
. Final backfill for laterals and mains within the right-of-way now meet Department
of Engineering backfill standards.
. Item "E" under right-of-way asphalt in detail 1/803 was changed to require 4
inches of #2 stone.
. The plastic pipe portion of Detail 3/C804 was revied to require topsoil If greater
than 5 feet from the pavement.
. The topsoil note from the middle detail of Detail 3/C804 was deleted.
. Each RCP detail of Detail3lC804 now contains Note 4 that reads: "4. Referto
Detail 4/C805 for additional requirements:
. The following note was added to storm sewer specifications on Sheet C901: "4.
Storm sewer installation in right-of-way shall conform to City of Carmel
requirements.'
. Sheet 901 was revised to reference the curb policy for curbing and the right-of-
way paving policy for all paving In the right-of-way. .
19. Comments noted. Note 3 on the Stormwater Pollution Prevention Plan was revised to
include right-of-way and regulated drain easements. The silt fence along the
southernmost construction limits is not necessary and was removed. Testing has shown
that the Aqua-Swirl BMP removes 91 % of total suspended solids on a net annual basis.
This is greater than the target removal rate of 80%. The use of the detention pond as a
second BMP will complement the Aqua-Swirl and remove more suspended solids before
the stormwater is discharged from the site.

Dear Mr. Fritz:
We have reviewed the drawings submitted for this project for the February 21, 2007 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
I. Approval of this project shall not be provided until the project to subdivide the parcel and construct the
public infrastructure is approved.
2. The project site in the Carmel Science and Technology Park is currently located within current City of
Carmel Corporate Limits. The following jurisdictions will apply.
3. Jurisdictions:
. Street and Right of Way - City of Carmel (Carmel DrivelLakefront Court)
. Water-Project is within City of Carmel Water Utility service area.
. Sanitary Sewer-Project is within Clay Township Regional Waste District service area.
. Storm Sewer - City of Carmel. The Hamilton County Surveyor's Office has jurisdiction over
legal drains and discharge to legal drains (WR Fertig legal drain).
4. Board of Public Works and Safety Approval Requirements:
. All approvals required prior to plan approval.
. Water Availability approval:
Water Availability approval request to the Board is based upon EDU requirements as
determined by the proposed use of the building. Water Connection Fees will be based on
EDU calculations. See item #11 for additional explanations.
. Board approval of Water Availability for irrigation systems.
. Board Commercial ClUb Cut approval. Please provide an 8~ x 11 exhibit or exhibits that depict
the requested curb cut onto Lakefront Court and include all pertinent data including width, width
at street, radii, etc.
. Temporary Construction entrance approval from the Board will be required if the location is at a
site other than the site of the permanent entrance planned for the development.
. Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
right of way and/or dedicated easements.
. Open pavement cuts in dedicated streets require separate Board approval.
. Secondary Plat approval. All required Performance Guarantees must be posted prior to placement
of Secondary Plats on the BPWS agenda for approval.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior Onal approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals and completion of review by the Tecbnieal Advisory
Committee. AU written requests to be place on the Board's agenda must include the appropriate
Docket Numbers and tbe date (or dates) of approval by the Plan Commission and/or BZA.

5. TAC ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require a minimum of four-sets of approved drawings
after all issues have been resolved and the construction drawings have been approved. The drawings
will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set
which is to be maintained on the construction site at all times. Carmel Utilities will receive one-set,
our Construction Manager will receive one-set and one-set will be maintained in the Department of
Engineering. If more than the minimum four-sets are requested to be approved, the additional sets
(maximum total of two additional) must be submitted with the four required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of
way and/or dedicated easements will require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety
approval.
7. Please assure that Carmel UtUities have been provided drawings for review of water systems and
Issues. Please provide the drawings to:

BONDING REOUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project. All
bonds and performance guarantees shall be provided prior to plan approval.
Performance Guarantees
. R.O.W. Entrance Improvements
. Water Mains if applicable. Contact Carmel Utilities re: the 6" fire line and hydrant.
. Perimeter Monumentation if applicable.
. Erosion Control (see below)
Please provide detailed/itemized Certified Engineers Estimates in the amount of 1000Al of the cost of
labor and materials for the requested improvements. Provide individual Performance Guarantees in the
amount of the Engineer's Estimates. When the improvements have been constructed and accepted and
our Board of Public Works and Safety release the Performance Guarantees, 3-Year Maintenance
Guarantees will be required in the amount of 15% of the Performance amount for Streets & Curbs and
looAl of the Performance amount for all other improvements. Please contact Amanda Foley, City of
Carmel Storm Water Administrator, regarding bonding requirements for Erosion Control
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Carmel Drive or Lakerront Court will require a Right of
Way Permit. If the work is included in the scope of work ofa required Performance Guarantee, a
separate License and Permit Bond will not be required. If the work is not included in a Performance
Guarantee, a License & Permit Bond will be required. The bond amount will be determined by the
number of instances of work in the right of way @ $2,000.00 per instance. Bonding shall be required
for the existing improvement at the public street intersection with Carmel Drive for possible damage

11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted to this office for review. We will share Crossroad's comments as they are received. Please
assure that copies of all drawings and drainage calculations are forwarded to Crossroad.
AVAILABILITY AND CONNECTION FEES
12. Water AvallabUity (acreage) Fees are required to be paid after Engineering Department approval of
the project and prior to approval of the start of construction. Since there is no legal description
included with these plans, it is our assumption that Water Availability Fees will have been paid by the
Developer of Block 11 prior to the approval of the construction plans for Lot #5. If this is not the case,
please provide a legal description of the area of Lot #5 indicated on these construction plans. The
current Water Availability Fee is $1,010.00 per acre.
Water Connection Fees are required to be paid after Engineering Department approval of the
project's construction plans and prior to obtaining a building permit. Connection Fees are based upon
the EOU calculation of the proposed usage of the building at the current rate of$I,310.oo per EOU,

Department of Engineering approving the drawings.

. If it will be necessary to relocate existing utility poles, the expense of such relocation shall be

The following letter represents comments for this project specifically addressing the area of alternative
transportation. I have reviewed the drawings submitted for the February 21,2007 Technical Advisory
Committee meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) The City of Carmel Parking Ordinance requires new developments to include bicycle parking.
Based on the number of vehicular parking spaces shown on the submitted plans, 5 bicycle
parking spaces are required. Please revise your plans to show these bicycle parking spaces on
your site. Please see the City of Carmel's Parking Ordinance in order to determine
appropriate locations, specifications and construction details for the above.
2) An internal sidewalk connection must be made from the sidewalk along Lakefront Court to
the office building. Internal sidewalks should also connect to each other as much as possible.
Please revise the plans to reflect these changes.
3) Also, please provide a multi-use path connection to Guilford Road south of the existing
detention pond. This connection should link the existing path on Guildford Road to the
proposed office building.
