The applicant seeks Development Plan and ADLS approval to build a new 3,400 sq. ft. credit union on 1.15 acres. The site is located at 10920 N. Michigan Rd. and is zoned B-3/Business District. It is also within the US 421 Overlay District. Filed by Miranda Seals, Architect, on behalf of Everwise Credit Union. Project Overview: The Petitioner proposes a credit union with drive through ITM lanes. To the west is the Aria Apartment project owned by Cityscape Residential and located in Zionsville (Boone Co.). North across Weston Pointe Drive is a multi-tenant retail building, zoned B-3 and within the US 421 Overlay. Sharing the drive lane to the south is Kindercare, zoned B-3/Business and in the US 421 Overlay. Please see the Petitioner’s Information packet for more details. Unified Development Ordinance (UDO) Standards this project MEETS: US 421 Overlay Zone: • Permitted use: Financial Institution • Architectural Design Theme: complementary to Italianate style • Building Height: meets minimum of 20’ to top of parapet and meets maximum of 1.5 stories adjacent to residential • Building materials chosen – 2 colors of brick, split face block, EIFS (cornice), and glass • 30’ greenbelt required & provided • Minimum site acreage for DP: 3 acres required; 6.68 acres proposed through overall DP for site (Docket No. 19020009 DP) • Vehicular parking: 17 spaces required (1 space per 200 sq. ft.); 29 spaces provided • Min. front yard: 30’, 107’ proposed (east) • Max. front yard: 120’ allowed, 107’ prop. (east) • Min. rear yard: 15’ required, 41’ prop. (south) • Access road to rear of parcel provided for connectivity (Redd. Road) • Minimum gross floor area: 2,500 sq. ft. required; 3,500 sq. ft. provided • Lighting plan meets 0.3 footcandle maximum at property lines • Landscaping plan approved by Urban Forester • Trash Enclosure is architecturally compatible with principal building • Ground sign height: 6’ proposed & allowed (facing east) • Wall signage: 2 proposed (one north and one west), 3 allowed total (including ground sign) B-3/Business: • Minimum Lot Area: 10,000 sq. ft. required; 1.15 acres (50,094 sq. ft.) provided • Minimum Lot width: 100’ required, 180’ provided • Maximum Lot Coverage: 80% allowed, 67% proposed • Bicycle parking: 4 spaces required, 6 proposed UDO Standards NOT MET, therefore a variance must be requested: • UDO Section 3.95.F.: Drive Thru location: Must be located to the rear of the parcel, Site has three frontages therefore, this requirement cannot be met Site Plan, Parking and Engineering: • This is one of four outlots created through the Michigan Road Retail project (Docket No. 19020009 DP/ADLS). • The main entrance for the credit union is at the northeast corner of the building. • Drainage for this site is coordinated through planned detention for the Aria apartments project to the west of this site in Zionsville’s jurisdiction. Active Transportation: • There are existing sidewalks along the perimeter of the site – US 421, Weston Pointe Dr., and Redd Road. • The Petitioner proposes a new 5’ sidewalk on the south side of the building to connect Redd Rd. to US 421. • Three bicycle racks (six spaces) are provided southeast of the front door. 4 Architectural Design: • The building to be complementary to the Italianate architectural style. o Front entrance “canopy” to mimic covered porches o Base, middle and top elements with different materials and enhanced by architectural details o Corbels around the entire building o Tall windows spaced evenly with double soldier course headers to resemble hoods o Mechanical screen designed to look like a cupola or belvedere o Tall glass lobby area to feel like a conservatory • The building will be constructed of brick with a split face block base with a cast stone sill. • EIFS will be used for the cornices and is less than 10% of the overall façade area. • The dumpster will be located at the northwest corner of the site and will match the building design. Lighting: • Nine decorative wall sconces will be provided all around the building. • The parking lot will be lit by three pole lights placed around the site at 24’ tall. Landscaping: • Over 20 trees will be planted on the site. • Shrubs and building base plantings will be placed on three sides of the building. • The Urban Forester has reviewed and approved the landscaping plan. Signage: • Three signs are allowed for facing three public streets. • Two wall signs are proposed – one facing east and one facing north. o The Petitioner will provide updated wall sign sizes to fit the façade percentage requirements. o The height is currently shown 88%, when only 70% is allowed. The new size will be 66.5%. • The ground sign will be placed adjacent to US 421. It is 6’ tall and 14 sq. ft. • Directional signage is allowed and included at 2.6 sq. ft. and 3’ tall. DOCS Remaining Comments/Concerns: • Provide updated wall sign specifications, as well as new elevations showing the new wall sign size. Recommendation: Once all remaining comments and concerns are addressed, the Department of Community Services recommends the Plan Commission votes to suspend their rules of procedure in order to Approve this item tonight, subject to BZA approval of the necessary variance.
