The applicant seeks Development Plan and ADLS approval to construct a 2,231 sq. ft. addition to an existing building (1,049 sq. ft. footprint) and a new parking lot with 13 spaces. The site is located at 3309 E. 146th Street. It is zoned R-1/Residential District/ROSO III with a past Use Variance from the BZA – Docket No. 07120006 UV. Filed by Stephanie Flittner, owner. Project Overview: The Petitioner proposes an expansion to an existing building, for a total of 3,280 sq. ft. (footprint) for an insurance office. The site is Lot 12 of the Taylor Trace Subdivision and is zoned R-1/Residential/ROSO III. To the east and south are the other 11 lots and drainage pond of the subdivision. To the west is the Seventh Day Adventist church, zoned R- 1/Residential. North across 146th Street is a GetGo gas station in Westfield. Unified Development Ordinance (UDO) Standards this project MEETS: R-1/Residential/ROSO III district: • Permitted Use: Office approved under Docket No. 07120006 UV • Minimum Front Yard Setback: 35’ north • Minimum Side Yard: 10’ east and west • Minimum Rear Yard: 15’ south • Maximum lot coverage: exempt under ROSO III • Maximum building height: 35’ allowed, 18’ proposed/existing Article 5: • Lighting: meets 0.3 footcandle requirement at west and north property lines, 0.1 footcandle at east and south • Number of Parking spaces: 9 required (1 per 250 sq. ft. of GFA), 13 proposed • Bicycle parking: 3 racks (6 spaces) provided, 2 racks (4 spaces) required • Landscaping Plan has been approved by the Urban Forester UDO Standards NOT MET: None. Site Plan, Parking and Engineering: • The building expansion will occur south of the existing building. • The parking lot and new drive lane will be constructed to the west of the building and addition. • Underground stormwater detention and water quality is provided, prior to discharging to the Taylor Trace pond to the south. • The Engineering Dept. is currently working with the Petitioner to address their review comments. Active Transportation: • A path is currently installed along 146th Street. • The Petitioner will install a new sidewalk to connect to the 146th Street path and go along the length of the building. • Bicycle parking spaces are provided adjacent to the front door. Architectural Design: • The existing building was originally a home in the subdivision. It is constructed of yellow siding with white trim. • The Petitioner will renovate the existing building to match plans for the new addition, which keeps a residential design and character. • New building materials will include a stone water table and white siding above. 8 • The main entrance will now be in the center of the building, facing west towards the parking lot. It will have a gabled overhang to call attention to the entrance. • The roof will have new architectural shingles in Estate Gray color. • The existing building is 18’ to the midpoint of the roof. • The new addition will be 14’ 7” to the midpoint of the roof. Lighting: • Site lighting will be minimal. • New fixtures will be installed at each of the entrances. • One parking lot pole light will be installed on a 12’ pole. Landscaping: • There are many mature trees on site that will be saved. • New trees will be planted along the driveway and on the western edge of the site. • Building base plantings will be installed all around the building. • Parking lot buffering plantings will be installed at the south edge of the parking lot, to block any lights. • This project is still in review; therefore, the Urban Forster has not yet approved the landscaping plan. Signage: • This site is somewhat unique in that there is essentially no property for a ground sign along 146th Street. It is all County right-of-way up to about the edge of the house. (A sign may not be placed in City or County right-of-way without variance approval.) • The previous tenant of the building used a blade sign, which hangs from the side of the building. It is visible from both east and west bound traffic on 146th Street. • The Petitioner will re-use this structure and install new faces for identifying their business. • It is a lighted sign, about 10 sq. ft. in size. • A sign permit will still be required to install the new faces. DOCS Remaining Comments/Concerns: • Engineering Dept. approval • Urban Forester approval Recommendation: Once all remaining comments and concerns are addressed, the Department of Community Services recommends the Plan Commission votes to suspend their rules of procedure in order to Approve this item tonight, subject to finalizing all outstanding TAC reviews through Project Dox.
