Edward Rose Properties, Inc. has entered into agreements to purchase approximately 17
acres adjacent to the existing ManorCare at Summer Trace facility located south and east of
the intersection of Pennsylvania Street and 131 st Street. All but 4.321 acres is currently
zoned OM/MF.
The pwpose of the rezoning request is to consolidate and develop the property into an
upscale apartment community that will be an integral part of the Old Meridian District.
The apartment community will be a pedestrian-oriented neighborhood designed in classic
urban architecture and integrated with the network of streets and boulevards envisioned for
the district.
The applicant's site plan and streetscape incorporate the future construction ofthe proposed
Grand Boulevard to be located along the property's east boundary.
Company Profile
Edward Rose Building Enterprises is a family-owned business involved in the ownership,
development, building and management of multifamily residential real estate.
Since Edward Rose began building single family homes in 1921, the company has been
continuously active in the field of residential construction. Since 1965 the concentration
has been primarily on apartments with over 55,000 rental units completed. The company
currently owns and manages more than 46,000 rental units located throughout the Midwest
and Mid-Atlantic regions.
The company builds apartment homes for its own account and continues to own and
manage the properties. Although some apartment properties have been sold, these sales
typically take place only after the company has managed the community for many years.
The last such sale was in 1986.
The enterprise is headquartered in Farmington Hills, Michigan with four development
and/or management offices, including one in Indianapolis.

AN ORDINANCE AMENDING ZONING
ORDINANCE NO. Z-289, AS AMENDED
AN ORDINANCE AMENDING THE ZONING ORDINANCE NO. Z-289, AS AMENDED,
OF THE CITY OF CARMEL AND CLAY TOWNSHIP, HAMILTON COUNTY, INDIANA
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
THAT ORDINANCE NO. Z-289, AS AMENDED, IS HEREBY AMENDED AS FOLLOWS:
Section I: That the Zone Map accompanying and made a part of Zoning Ordinance Z-289,
as amended, is amended to reclassify the following described real estate from the Old
Meridian/Single Family Attached Zone (OM/SFA) District to the Old Meridian/Multi-Family
Housing Zone (OM/MF) District:
LEGAL DESCRIPTION:
Part of the Northwest Quarter of the Southeast Quarter of Section 26, Township 18 North, Range
3 East in Hamilton County, Indiana, being more particularly described as follows:
Commencing at the Southwest comer of said Quarter Quarter Section; thence North 88 degrees
44 minutes 05 seconds East along the South line of said Quarter Quarter Section 949.93 feet to
the POINT OF BEGINNING, which point is on a non-tangent curve to the right having a radius
of 520.00 feet, the radius point of which bears North 45 degrees 03 minutes 13 seconds East;
thence Northerly along said curve 406.87 feet to a point which bears South 89 degrees 53
minutes 03 seconds West from said radius point; thence North 00 degrees 10 minutes 07 seconds
West parallel with the East line of said Quarter Quarter Section 650.00 feet to the North line of
land described in Instrument No. 95-54504, recorded in the Office of the Recorder of Marion
County, Indiana; thence North 88 degrees 47 minutes 49 seconds East along said North line
202.59 feet to the Northeast comer thereof; thence South 00 degrees 04 minutes 27 seconds East

CARMEL COMMON COUNCIL
Ordinance No. Z-400-02
Notice is hereby given that the Carmel Common Council on December 2,2002 at 7:00
p.m. in the Carmel City Hall Council Chambers, 1 Civic Square, Carmel, Indiana 46032 will
hold a public hearing to consider a certificate from the Carmel/Clay Plan Commission of its
action and positive recommendation thereon of proposed Ordinance Z-400-02 ("Ordinance")
reclassifying a 4.3 acre tract of land ("Real Estate") within the Old Meridian (OM) District from
Single Family Attached Zone (SF A) District to a Multi-Family Housing Zone (MF) District. The
Real Estate consists of one (1) tract ofland located generally south and east of the intersection of
Main Street and Pennsylvania Street and located more specifically just east of the existing Manor
Care at Summer Trace facility at 12999 North Pennsylvania Street, Carmel, Indiana, 46032.
The real estate affected by said Ordinance is described in the attached legal description:
A final report of the Plan Commission contains a zoning ordinance of the municipality,
and written objections to the final report may be filed with Clerk- Treasurer's Office. A copy of
the proposed Ordinance is on file in the Office of the Clerk-Treasurer, One Civic Square,
Carmel, Indiana 46032.
All interested persons desiring to present their views on the above application, either in
writing or verbally, will be given an opportunity to be heard at the above mentioned time and
place. The hearing may be continued from time to time as may be found necessary. Questions or
