LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Multi-Family Project for Edward Rose Properties
and has approved the plans subject to the following:
1. Is the proposed project to be sprinklered buildings? If so a meeting will need to be scheduled to
discuss the locations of the fire department connection for each building. We will be requesting
exterior access to all riser rooms.
2. Each sprinklered building fire alarm system will need to be monitored and can go to a central
location in the complex. But each building's alarm must be addressable so as to display which
building the alarm originated from.
3. We are requesting the installation of a Knox box that will have keys to open all riser rooms,
mechanical rooms and pool equipment rooms. We are also requesting the Knox fire department
connection plugs be install on each sprinklered building. An application for the Knox products is
available through out office.
4. What are the heights of the proposed building, and will the buildings have basements?

Please respond to the above noted condition(s) in writing and submit to our office prior to the
scheduled Technical Advisory Meeting for this project.

Dear Mr. Hoyt:
Following is our response to the conditions noted in your September 9. 2002 comment
letter. In responding, I will use the same numerical designations as your letter.
1. The proposed apartment buildings will have a sprinkler system; the clubhouse and other
accessory buildings will not, We will be available to discuss the location offJre
department connections at the appropriate time in the architectutal desisn process.
Exterior access will be provided to all riser rooms.
2. Comments noted. The fire alarm system will be monitored by an approved central station
and will go to a local annunciator at a central location. probably at the clubhouse. The
a1ann system will be addressable.
3. Comments noted.
4. The proposed aparbnent buildings will be up to 4 stories in height; there will be no
basements.
Plans will be developed further as we move fmwaro through the rezoning, ADtS and

Soils Information:
Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional uplands.
It is deep and very poorly drained with moderate permeability. It has high available water for
plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60
inches. The main soil features that affect the urban development uses are seasonal high water
table, high potential frost action, moderate shrink-swell potential, moderate permeability and
ponded surface water.
Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high available
water for plant growth and medium organic matter content. The soil has compact till starting at a
depth between 20 -40 inches. The main soil features that affect urban development uses are
seasonal high water table, moderate shrink-swell potential, high potential frost action and slow
permeability.
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.
I have reviewed the plans for this project and have the following comments:
. Locating the clubhouse in the wooded northeast corner would preserve more of the
existing trees.
. Drainage for the lots along Main Street needs to be maintained or improved.

Dear Mr. Monroe:
This letter serves to acknowledge receipt of a transmittal received 8/22/02 containing the
plans for the above-mentioned project. After reviewing the plans the Highway
Department has the following comments:
1. 131s1 Street is under the juriSdiction of the Highway Department; any utility work
performed within the right of way of 13151 Street will need to be permitted through this
office. Please contact Mr. Robb Chadwell, Permit Inspector, for the necessary forms
and information.
2. In accordance with the Hamilton County Thoroughfare Plan, additional right of way is
required at the intersection of 131s1 Street and Pennsylvania Street. On 1315t Street,
the right of way from the intersection to a point 500' to the east is a 65' half. From
that point to the eastern property line the right of way is a 50' half.
3. Permits will need to be obtained from the Highway Department for the installation of
the entrance on 131 sl Street. The permit will need to be filed when construction plans
are submitted.
4. A deceleration/acceleration lane will need to be constructed on at the entrance on
13151 Street. A passing blister will also be required on the north side of 131 st Street.
The right of way for the construction of the passing blister will need to be obtained.
5. As you are aware, whenever a Developer proposes a new project, the Highway
Department expects the Developer to participate in improving nearby roads and/or
small structures around the project that will be directly affected by the new project.
Typical improvements include widening roads to current County specifications, deep
patching when necessary, wedging and resurfacing the road, installing three foot
stone shoulders and repairing or replacing small structures. The Highway
Department will investigate the needs in this area and inform the Developer of the
requirements.

Services, on behalf of Edward Rose Properties, a Rezone Application and corresponding site
plan for a multi-family project to be located southeast ofthe southeast comer of 131st Street and
Pennsylvania Street in Carmel, Indiana. The site is primarily zoned for multi-family development
except the 4 acres in the southeast comer of the site that is the subject of this rezone petition.
Enclosed herewith is the site plan for your review. An overall set of construction plans for the
