Re: September 17th Plan Commission meeting - Department Reports
Please find attached the Department Reports for the items contained on the agenda for the
September 17th Plan Commission meeting. A copy of the agenda has also been enclosed for your
convenience.
Also contained within this mailing isa packet for the Subdivision Committee. They will be
meeting on September 24th at 7pm in the DOCS conference room to discuss the proposed Use
Table and Definition amendments.

SUBJECT: P-1 REZONES ON SEPT. 17 AGENDA

On the September 17, 2002 Plan Commission agenda, you will find three public hearing items related
to rezoning golf course properties to the P-l/Parks and Recreation zoning classification. These are:
4h. Docket No. 98-02 Z; Twin Lakes Rezone
Petitioner seeks a favorable recommendation of a rezone from S-l/Residential to P-
l/Parks and Recreation on 120.5 .:!: acres. The site is located east of Shelbome
Road between 96th Street and 106th Street. The site is zoned R-l/Residential.
Filed by the Department of Community Services.
5h. Docket No. 115-02 Z; Prairie View Rezone".
Petitioner seeks a favorable recommendation of a rezone from S-l/Residential to P-
l/Parks and Recreation on 205.6.:!: acres. The site is located east of River Road
generally between 126th Street and 131st Street. The site is zoned S-l/Residential.
Filed by the Department of Community Services.
6h. Docket No. 116-02 Z; Woodland Country Club
Petitioner seeks a favorable recommendation of a rezone from S-l/Residential to P-
l/Parks and Recreation on 168.7 .:!: acres. The site is located south of 116th Street
between Westfield Boulevard and Keystone Avenue. The site is zoned R-
l/Residential and R-2/Residential.
Filed by the Department of Community Services.
These rezones are a continuation of the process, begun by the rezoning of Brookshire Golf Course
Plum Creek Country Club, to rezone golf courses, parklands and other important open spaces to the
P-l/Parks and Recreation designation. The Department will include the draft rezone ordinances
and area maps with the Department Report mailing.
Crooked Stick Golf Course rezone to P-l will be a public hearing item on the October Plan
Commission agenda.

CARMEL/CLAY ZONING ORDINANCE
CHAPTER 20H: P-l/P ARK & RECREATION DISTRICT
20H.0 P-IlPark and Recreation District.
20H.l Purpose and Intent. The purpose of this district is to provide for historic, museum, religious and charitable,
and park and recreational uses and to protect the environment within this district by providing only for
those uses and for compatible, less intensive urban land uses.
20H.2 Permitted Uses:
Antenna, if collocated on an existing or previously approved tower
Antenna, if visually integrated with or camouflaged on or within a structure other than a tower (such as a
chimney stack, church spire, light standard, monument, power line support device, or water tower)
Cemetery
Church, temple or other place of worship
Country club
Golf course
Historic site
Museum
Park or recreational development or facility
Private club or lodge
Religious or charitable institution
Tennis or racquetball facility
20H.3 Special Uses:
Artificial lake or pond (not part of a plat)
Power transmission line, in excess of 129 KV A
20HA Special Exceptions:
Private radio and television reception and transmitting towers and antennas, subject to applicable state and
federal regulations (may not be located or permitted within ten (10) feet of a power transmission
line)
Wireless telecommunications service tower, monopole-type construction only.
20H.5 Area Requirements:
A. Minimum area: three (3) acres (except cemeteries, thirty (30) acres)
B. Minimum front yard: forty (40) feet
C. Minimum side yard: twenty (20) feet
D. Minimum aggregate of side yard: fifty (50) feet
