This project includes tasks to update/complete the design of the Small Structure Replacement on Westfield Blvd. near 109th Street as detailed in the scope below. The plans were completed to 90%, however a multi-use path is now proposed on both sides of Westfield Blvd. crossing the small structure. USI Consultants is responsible for completing the trail design and HWC Engineering will provide an updated design of the small structure. It is anticipated that the trail and small structure projects will be bid together, although the plan sets will be independent of one another. II. Design Services A. Review the existing small structure replacement design plans and coordinate with the City and coordination with USI consultants on any required revisions as result of the proposed trail. B. Evaluate the placement/orientation of the proposed structure in relation to the proposed multi-use path. C. HWC Engineering shall make the following design plan submissions in accordance with the accepted standards for such work and in accordance with the following documents in effect at the time the plans or reports are submitted:City of Carmel Construction and Design Standards,American Association of State Highway and Transportation Officials(AASHTO)A Policy on Geometric Design of Highways and Streets and lNDOT's standard specifications, road memoranda, and design manuals, except as modified by supplemental specifications and special provisions, if any. 1. Pre-Final Design Plans(90%)with Preliminary Cost Estimate 2. Final Design Plans and Cost Estimate 3. Specifications as applicable D. Plan elements shall generally include the following: 1. Title Sheet 2. Index Sheet 3. Typical Cross Sections 4. Traffic Maintenance Details 5. Plan & Profile Sheets 6. Construction Details 7. Erosion Control Details 8. Summary Tables 9. Cross Sections III. Utility Coordination Services A. USI Consultants is conducting utility coordination for the entire corridor including the small structure replacement. HWC Engineering shall provide USI Consultants with all applicable plans and previous correspondence with utility representatives. Terracon shall provide geotechnical services in accordance with the attached fee justification to evaluate subsurface conditions for use in the design of the small structure replacement on Westfield Blvd. near 109th St. V. Environmental Services A. Regulatory permitting for the small structure construction will be conducted by Christopher Burke Engineering, LLC(CBBEL). 1. CBBEL shall complete permit applications and obtain approval for the following as required based on the project scope: a. IDEM Individual Permit for variance for sump requirements b. 401/404 Regional General Permit VI. Right-of-Way Engineering Services A. Right-of-Way Engineering Services are being provided by USI Consultants. HWC Engineering shall coordinate with USI Consultants to ensure that the necessary right-of-way in the area of the small structure replacement is acquired. B. Development of right-of-way plans and land acquisition services are not included in this scope of services. VII. Bidding Services A. HWC Engineering shall provide bidding services including attendance of pre-bid meeting, responses to contractor's requests for information, contract revisions, evaluations of bids, and review of shop drawing submissions as necessary. VIII. Additional Services A. Additional services shall only be performed upon written notice to proceed from the City of Carmel. IX. Items Needed from Others A. Completed topographic survey from USI Consultants, Inc. B. Applicable Utility Coordination correspondence regarding the small structure design and any potential conflicts. X. Assumptions and Exclusions A. USI Consultants, Inc. shall provide a completed topographic survey for the length of the multi-use path project limits, including the limits of the small structure as provided by HWC Engineering. USI Consultants shall provide utility coordination for both the trail and small structure improvements. C. Hydraulic design of the proposed small structure has been completed. No additional hydraulics analysis is anticipated. XI. Schedule A. It is anticipated that Pre-Final Design Plans will be completed within eight(8)weeks of Notice to Proceed. Final Design Plans will be submitted within four(4)weeks from receipt of review comments from the City. The final schedule will be reviewed with the City upon Notice to Proceed to ensure the small structure deliverable is coordinated with the trail design plan schedule. XII. Compensation A. The total not-to-exceed fee for services detailed herein is $60,710.00 based on the fee structure outlined below: B. The following items will be completed on a lump sum basis for a total fee of 45,710.00. 1. Design Services $ 28,400.00 2. Geotechnical Services $ 12,310.00 3. Based on working plans provided by you, we understand that representatives of the City of Carmel are planning to replace the existing small structure that conveys an unnamed legal drain with a new 10 ft by 6 ft box culvert. Wing walls are anticipated. We expect the profile grade and typical section of the roadway to mostly remain the same. However, placement of up to 10 ft of fill will be required near the culvert. We expect the replacement structure will likely be installed using an open-cut excavation. MOT during construction is planned to be a road closure. No other information is known at this time. We propose the following: • Performing one exploratory test boring for culvert considerations and two pavement cores to understand the existing pavement conditions for replacement. Due to access constraints, we will attempt hand augers in the tributary flowline, however, due to safety considerations, this may not be feasible, especially at/near the outlet location. • Complete laboratory testing sufficient to characterize the subsurface conditions and provide recommendations for the culvert. • Preparing a report summarizing our exploratory and laboratory testing. The report will provide parameters for pavement and wingwall design in addition to subgrade preparations for support of the new culvert, and • Preparing a pavement design for the full-depth reconstruction and mill and overlay. We propose to provide our services on a lump sum basis for a fee of$12,310. The borings will be completed within the existing roadway under traffic control utilizing flaggers and appropriate signage.
