Hello everyone:
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the November 20, 2002 TAC meeting. Please feel free to copy and distribute this
email or attach it to your meeting minutes. We have also created a new page on our
website linked to the "Construction" page where we have posted all CTRWD TAC comments from
2001 and 2002 meetings held to date. We will continue to add to this page every month so
please let everyone know they can view our comments online now too.
Prooosed Wireless Communication Towers-Crooked Stick Golf Course Soecial Exceotion
Application
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Hamilton Crossing Building #6 (Development Plan)
The plans that the District received are in accordance with the District specifications.
Building permits should NOT be issued unless the District has issued connection permits.
Pennsylvania and 122nd Street-Northeast Corner (Rezone)
The District has no comments on the rezone unless it affects the sanitary sewers in this
development.
Lakeside Park, Section Two (Secondary Plat and Construction Plans)
The plans received by the District do not contain the most recent version of the
District's Sanitary Sewer Specifications. Revised plans need to be submitted. A
preconstruct ion meeting will need to be held before the construction of the proposed
sanitary sewers. Building permits should NOT be issued unless the District has issued
connection permits.
Please remind all TAC applicants to provide plans directly to the District at our main
office address in care of Andy Kern at:

for current information on the District's construction specification and permit standards.

Dear Mr. Scimia,
Below are comments related to the Special Exception petition currently filed for wireless
telecommunications facilities at the Crooked Stick Golf Course:
Special Exception:
. Exhibits illustrating the location of all AT&T Wireless Services' other existing facilities in
Carmel/Clay; and Exhibits showing the coverage with and without the proposed facility are
required.
. A new fifteen-foot-wide utility easement is being proposed between Lots 29 and 30 of
Crooked Stick Estates, Section 2. Subdivision Control Ordinance, ~6.6: Easements, sets a
minimum twenty-foot (20') width for utility easements. A Replat of Lots 29 & 30 will be
required to be filed for the purpose of establishing the easement before a Public Hearing will
be held for the Special Exception petition.
. A twenty-foot temporary construction easement is proposed to be established. Please
provide a copy of the documents to be used to create this easement. The Department
requests that the termination date of the easement be specified. This easement will not be
required to be platted.
. Once the temporary construction easement has been terminated, is the Department correct in
its understanding that vehicular access to the site will be limited to the existing cart
path/proposed access easement? Will improvements to the cart path be required to make it
suitable for vehicular traffic, or will maintenance traffic be sufficiently infrequent that the
path will not require improvement? At a minimum, the Department suggests that the

segments of the path adjacent to the equipment compounds be improved to accommodate
the weight of a parked maintenance vehicle.
· A number of modifications have been made to the boundary of the golf course since Special
Exception Docket No. BA 10-64 was approved August 10, 1964. Please provide an
accurate Legal Description of the golf course as it exists today. A Special Use Amendment
(Golf Courses are no longer Special Exceptions in theS-l/R.esidence District) petition will
need to be filed for those areas not originally approve4.ior' Use as a golf course before a
Public Hearing will be held for the Special Exception petition.

· The Special Exception petition will be placed on the Wednesday, November 20, 2002,
agenda of the Technical Advisory Committee (TAC). Please have plans distributed to the
members ofTAC no later than Tuesday, November 5, 2002.
· The Landscape Plan will need to meet the requirements of ~25.13.1(3): Landscaping. The
elevations on Magtech Sheet A-4 do not appear to correspond to the plan view of the
landscaping on either Magtech Sheet A-5 or Benchmark Sheet 2 of 5. Please provide three
copies of a detailed Landscape Plan specifying location, number, species, and planting
details. Two copies are to be sent to my attention, the third to the attention of Scott Brewer,
Urban Forester. Mr. Brewer will perform his own review of the Landscape Plan.
MisceUaneous:
· On October 14,2002, you provided the Department with a survey (Mid-States Engineering,
Job No. 121-5269, Sheet No.1 of 2) illustrating discrepancies between the golf course
boundary as approved in 1964 and as it exists today. The survey cross-references Tables for
Possession Evidence, Boundary Calls, and Property Comer Information; please provide
copies of these Tables, Sheet 2 of 2, and any other supplementary information that would
aid the Department in reviewing this document. In addition, please provide the boundary
description for the area labeled "Golf Boundary."
· Crooked Stick Estates, Section 1, Lots 11-14, are currently being used as an overflow
parking lot. This is not a permitted use in the S-I/Residence District. Either discontinue the
use of these lots immediately and in perpetuity, or file a Use Variance petition with the
Board of Zoning Appeals.
· Crooked Stick Estates, Section 1, Lot 18, appears to have been altered. The southeastern tip
of Lot 18 (Tax Parcel In No. 17-13-04-03-04-013.001) seems to have been traded for a
triangular parcel on the northeast (Tax Parcel In No. 17-13-04-03-04-019.000). The Lot
has been divided, therefore a Primary Plat Amendment and Replat of the Lot will be
required. The golf course use would need to be approved as part of the aforementioned
Special Use Amendment.
· Crooked Stick Estates, Section 3, Lot 52, is shown as three distinct parts on the survey.
According to the property information available to the Department, Lot 52 (Tax Parcel In
No. 17-13-04-00-00-015.000) is under the sole ownership of William J. Olsen. The aerial
photographs on the Hamilton County website show the golf course encroaching on this
lot. Please explain. If the Lot has, in fact, been divided, a Primary Plat Amendment and
,Replat of the Lot will be required. The golf course use would need to be approved as part
of the aforementioned Special Use Amendment.

. Spring Run Estates, Section 1, Lot 27, is currently divided among the following Tax
Parcels: 17-13-04-00-00-086.000 (Crooked Stick Golf Course); 17-13-04-04-02-007.000
(F. Boyd & Alice A. Hovde); 17-13-04-04-02-001.000 (p. Boyd & Alice A. Hovde); and
17-13-04-04-02-001 :001 (Bantry Holdings Limited). The Lot has been divided, therefore
a Primary Plat Amendment and Replat of the Lot will be required. The golf course use
would need to be approved as part of the aforementioned Special Use Amendment.
. Golf course property has been deeded to the property owners of Spring Run Estates,
Section 1, Lots 16, 17, 18, 25 and 26. Since the golf course will need to replat Lot 27, the
Department suggests partnering with these property owners to replat the lots so that they
would become entirely buildable.
The Department will be happy to assist you in any way possible with the preparation of the
aforementioned petitions. While the number may look overwhelming at first glance, I would
remind you that they represent nearly forty years of the evolution of the Crooked Stick Golf Course;
and that remedying these issues now will stand the golf course in good stead for years to come.
