GENERAL A. The site is Located on a +/- 9.6 acre parceL off of Old Meridian and adjacent to the existing Spine Institute and St Vincent CarmeL Hospital. The proposed CarmeL AmbuLatory Surgery and Endoscopy Center wiLL be Located south of the Spine Institute. The parceL is currentLy being rezoned from OLd Meridian- Office and Old Meridian- Single FamiLy to Old Meridian-Mixed Medical. An outpatient surgery center is a permitted use in the new Mixed MedicaL Zone. B. The CarmeL AmbuLatory Surgery and Endoscopy Center wiLL be 52,504 square feet in size and con- sist of 2 types of outpatient services. The first floor wiLL consist of 32,903 square feet of operating/proce- dure and support rooms. The second floor will contain 19,601 square feet of doctor office space. The pro- posed build height is 29 feet with a 10' enclosed screen waLL for mechanicaL equipment on the roof. The screen waLL wiLL contain noise baffles to reduce the equipment noise. The first floor couLd be expanded to include an additionaL 4,600 square feet. The enclosed ArchitecturaL Narrative reviews the building design and types of materials used. C. The new buiLding wiLL share parking and drive areas with the existing Spine Institute. The enclosed parking study reviews existing parking spaces and proposed parking ratios. An area for future parking is Located on the west side of the proposed storm detention basin. D. The site drops approximateLy 18 feet from the south to the north and drains into the existing retention pond Located at the north end of the property. The retention pond has a storm reLease structure that drains into littLe CooL Creek. The proposed storm drainage design for the new building will drain to a new storm detention basin area Located in the southeast corner of the property. E. The proposed Landscaping for the site matches existing species and adds additionaL pLant varities to make the site more diversified. The existing Landscape buffer along GuiLford Road was extended to screen the new parking Lot and storm detention basin from adjacent property owners. The new parking Lot and surrounding areas were designed to meet the required landscape plantings for the Old Meridian Overlay Zone. The Old Meridian OverLay Zone requires the petitioner to preserve not Less than 50% of aLL trees 6" or Larger and Located within the required yard and setback areas. The existing site contains 170 deciduous or evergreen trees 6" or Larger. The proposed site Layout wiLL remove 52 trees Leaving 69% or the originaL 6" or Larger trees. The proposed Landscape PLan indicates an additionaL 16 trees 6" in size that are to be relocat- ed on the existing site. F. Uti lities: 1. ALL utility services will be firm existing services availabLe on or near the existing property. a. Gas - Vectren b. Water - City of CarmeL c. Sanitary Sewer - City of CarmeL d. Electric - Cinergy G. The new building wiLL have 2 waLL signs Located near the main entrance above the second floor windows. One sign wiLL contain the buiLding address number and the other wiLL identify the building ten- ant. The second waLL sign wiLL exceed allowed 32 square feet for waLL signs in the OLd Meridian - Mix Medical Zone. The petitioner will file for a variance for the additional sign square footage. A rchitectural Narrative I. OVERVIEW A. This project is a new two-story building totaling approximately 52,504 gross square feet of construc- tion. The first floor is comprised of an 18,750 square foot Outpatient Surgery Center with six operating rooms, and a 4,760 square foot Endoscopy suite, with an overall gross square footage of 32,903. The second floor is approximately 19,601 gross square feet of tenant space. B. The first floor of the structure will be designed as an "I" Occupancy, Type Two Fire Resistive steel frame structure. The second floor will be designed as"B" Occupancy, Type Two Non-Rated steel frame structure. The enclosure will be a mixture of brick, EIFS (Exterior Insulated Finish System), and aluminum and glass curtain wall to match the St. Vincent Carmel Hospital addition. The covered walkway and entry canopy skylight will be framed with a translucent panel system. Foundations and columns will not be sized to accommodate future floors. C. Aesthetically, this new structure is intended to respect the Spine Institute, which already exists on the site, while also tying back to the St. Vincent Carmel Hospital campus, which is located across the street. II. EXTERIOR ENCLOSURE A. The exterior skin of this facility will be predominantly two colors of brick. EIFS will be used only on the main entry canopy. The field brick and accent brick will respond to the existing buildings on the site as well as the St. Vincent Carmel Hospital in terms of coloration. Exterior materials will be arranged to limit expanses of the same material to no more than 50'-0". B. Window systems will be aluminum framed curtain wall with a painted finish. Glazing will be insulated units. C. The new Outpatient Canopy will be freestanding of the building structure and will consist of brick col- umn surrounds; the fascia of the canopy will be an EIFS finish. D. The screen wall concealing rooftop mechanical units will consist of a horizontally ribbed metal panel painted to match the brick. E. Signage will be provided above the second floor windows and at the south stairwell to identify the building address and name. They are to be internally illuminated.
