Please provide this input to the Plan Commissioners prior to tomorrow's Plan Commission meeting, and
post to the docket as appropriate.
I apologize for the late input, I was on vacation until this past Sunday, and had difficulty reviewing the plat
packet on my phone screen.
The Gray Oaks HOA representatives would like to have a discussion regarding the drainage plan for the
Andrews PUD, with the city engineer and other appropriate parties, prior to the finalizing of the drainage
plans for the property. Our primary concerns are:
1) the exacerbation of an issue our HOA has been fighting for several years, caused by the
Salisbury runoff of enriched water (fertilizer) into our ponds, and
2) the impact of volumes to both our western pond (which we believe could be reduced per the Andrews
PUD drainage plan, exacerbating an issue of persistent low water levels in this pond), and increased
water volumes to our eastern pond.
Our concerns stem from the sizable amount of expenses that the Gray Oaks HOA currently has in
maintaining and addressing issues with our ponds. A significant portion of the HOA budget goes toward
this line item every year.
Our concerns with drainage were raised at the May 2023 Plan Commission public hearing and we were
subsequently told that they would be addressed during plat processing, and at some point, we were also
led to believe that the Andrews ponds would NOT drain to the Gray Oaks HOA ponds (current proposal is
that they DO drain to the Gray Oaks eastern pond).
Although we are not questioning the drainage volume calculations, as overseen by the city's engineering
staff, we are wanting to make sure the current conditions of our ponds, as well as the Salisbury runoff
issue are understood prior to finalizing the drainage plan for the Andrews PUD, and that any possible
steps to mitigate are being taken. To this end, we would like to meet with the city engineer (and other
parties as appropriate) to voice our concerns and discuss possible solutions. Please contact me, at
