Moen, PE Mid-States Engineering 350 East New York Street Indianapolis, IN 46280 RE: Meridian Corners Professional Building #1-Project Review #1 Dear Mr. Moen: We apologize for the delay in responding. We have reviewed the drawings submitted for this project and offer the following comments: '-.J GENERAL INFORMATION 1. The project site is located within current City of Cannel Corporate Limits. 2. Jurisdictions: . Street and Right of Way (Meridian Comers Boulevard) - City of Cannel. . Water - Indianapolis Water Company Service Area. . Sanitary Sewers- Clay Township Regional Waste District . Storm Sewers/Storm Drainage - Hamilton County Surveyors Office/City of Cannel. 3. Board of Public Works and Safety Approval Requirements: There do not appear to be any BPWS approvals required for this project. However, the following may apply: . Consent to Encroach Agreements for any permanent improvement to be installed within dedicated right of way and/or dedicated easements. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Cannel Cloy PIon Commission and/or the Board of Zoning Appeals and completion of review by the TechnicalAdvisory Committee. AU written requests to be place on the Board's agenda must include the appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA. 4. TAC Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for final approval. TItis office will require three-sets of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Our Public Works Inspector will receive one-set and one-set will be maintained in the Department of Engineering. If more than three-sets are requested to be approved, the additional sets must be submitted with the three required sets. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way and/or dedicated easements will require a Consent to Encroach Agreement between the Owner/Developer and the City of Cannel. TItis Agreement requires Board of Public Works and Safety approval. 6. I am including copies of the following with this correspondence: · Conunercial Project Approval Procedures. . Permit Data, Contacts, etc. . Commercial Permitting Procedures. I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements upon request. BONDING REQUIREMENTS 7. Upon initial review, it appears the following bonding requirements will apply to this project: Performance Guarantees There are no Performance Guarantee requirements for this project. Moen, PE October 30, 2002 Page 2 Right of Way Permit and Bonding Requirements Any work in dedicated right of way will require a Right of Way Pennit and a License and Permit Bond The bond amount will be determined by the number of instances of work in the right of way (curb cut, storm sewer work, etc.) @ $2,000.00 per instance. It appears this project will require a bond in the total amount of $8,000.00 for: . Demolition in right of way of Meridian Comers Boulevard. . Storm sewer extension in right of way. . Water service line extension in right of way. . Sanitary Sewer service line extension in right of way. Please be advised that open pavement cuts in dedicated streets will require separate approval by the Board of Public Works and Safety. PROJECT COMMENTS 8. Label and dimension all right of way lines on all sheets. 9. It is our assumption that the storm sewer system will be private. However, we still have questions regarding drainage as follows: . We cannot understand the drainage calcs. Ifusing the DePauw property report, tie this basin to those noted in the report (and show it as part of one of their basins 1, 2 or 3). . We don't see any detention being provided. . The proposed plans show 2-15" pipes flowing into on 15" pipe, but then where? Your drawing showing where new system connects into old is very confusing (two pipes shown out of structure # 1 ?). Please clarify. . Open-end section along southwest border has invert elevation that is not a low point (how will this area drain? Need to show grades and swale). . Swale along Meridian Comers Boulevard: All new or proposed? Show detail. Show spot elevations, not just a slope. 10. Why aren't perimeter sidewalks indicated (along the access street)? 11. On Sheet Number 6, Utility Contacts, add Storm Drainage. The contacts would be Steve Cash of the Hamilton County Surveyors Office and Mike McBride, Department of Engineering. For Streets, substitute David Klingensmith, Carmel Street Department for Dick Hill, Department of Engineering. Please share these comments with all persons to be associated with this project including the Owner/Developer, Contractors, etc. t The above comments are based upon the Engineering Department's initial review. Please provide our office with a follow up letter and revised plans, indicating all revisions. Second and subsequent reviews will focus only on revised items. It is critical that our office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered ''new'' or fall outside of our initial review. Tim is fully aware of the lighting issue and we are all awaiting a final resolution (via Craig Kaiser). The Meridian Corners permit is going ahead through review by CFD and DOCS in hopes that the lighting issue can be resolved simultaneously. However, it was made clear that this permit will not be released until this issue is resolved. Craig Kaiser just returned today from vacation and left a voice mail stating that he has toned down the lighting and had a new light reading taken. However, I have not received those new readings from his sign contractor. I will be staying for Plan Commission tonight, so I thought I would run out this evening and take new readings to see if they are now in compliance. I will definitely keep in close touch with Tim and Craig Kaiser as needed. There is only one species of shade tree (28 Patmore Ash). Please divide that number of shade trees into three species for reasons of species diversity. Say roughly one third Ash, and then two other species. The site across the street uses a thornless honey locust variety that might be a good choice, and then another variety such as oak (not pin oak), hornbeam, london plane tree, ginko, or hackberry. 2. The same for the Dwarf Serbian Spruce. Please divide that number (33) into at least two species of evergreen tree species. 3. /lex glabra is an inkberry shrub species that normally grows from 3.5 to 8 feet height at maturity. The location of these two shurbs on the plans might create a vision problem for vehicles exiting the parking lot. Plants at this placement should keep the 3 to 7 foot height vision "window" unobstructed by foliage for safety. Either use large maturing shade trees or low growing shrubs in this location. Meridian Corners Professional Building #1 (Development Plan) The plans received by the District do not contain the most recent version of the District's Sanitary Sewer Specifications. General note #3 on sheet 5 needs to be revised to read; Specifications per the Clay Township Regional Waste District shall apply for all sanitary sewers. Revised plans need to be submitted showing a sanitary connection and the District's specifications. Building permits should NOT be issued unless the District has issued connection permits. West Carmel Center, Block B, Lots 1 & 2 (Secondary Plat) The plans received by the District do not show a sanitary sewer connection or contain the District's Sanitary Sewer Specifications. Revised plans need to be submitted showing a sanitary connection and the District's specifications. Building permits should NOT be issued unless the District has issued connection permits. Aberdeen Bend (Secondary Plat and Construction Plans) The plans received by the District do not contain the most recent version of the District specifications. A note needs to be provided stating there will be no sanitary sewer constructed within 100 feet of an existing well or there are no existing wells. Final revisions will be required. Building permits should NOT be issued unless the District has issued connection permits. Laurelwood/Henderson Maintenance Building (Site Construction Plans) The District has no comments on the construction plans unless they affect the sanitary sewers in construction. Evangelical Baptist Mission (Variance Development Plans) The plans received by the District do not contain the District specifications. A lateral connection is shown being made in the middle of an existing gravity sewer main and the District requires this connection to be made with an inside drop into the existing sanitary manhole #217. Final revisions will be required.
