2B. Provide a sequence that allows for only 20 acres of land to be disturbed at anyone time. Be specific. Include the
"starting construction" notification, site posting and concrete washout site posting requirements in the sequence.
Sequence #3 requires seeding before slope erosion can take place. Replace with the15 day requirement. Sequence #4
states "Additional seeding and strawbales may be necessary" replace with "erosion and sediment control practices may
be". Sequence #5- Straw bales should be used for mulch and nothing more. There are better inlet protection practices.
Strawbale dams in the swales should only be used if the EC blanket cannot be quickly installed.
7B. Name the diversion swale a diversion berm (east edge oflot 2. The diversion swale south of the sediment basin needs
to extend south of contour 908 and locate closer to the east property line.

This letter is in response to your secondary plat application for Aberdeen Bend. The following issues must be
resolved:
The followinl! must be indicated/corrected on the plat:
1. Please show project boundaries going to the right-of-way, and not street centerline.
2. Sheets 3 and 5 contain superfluous details. Please remove. (See sheets).
3. Please add "W.s.E." to legend.
4. Please remove legend items that are not used (such as RBSL, GBSL, LABSL).
5. Please use concrete monumentation for both southern project comers.
6. The center of Tram Lane at the south termination point is marked by an unspecified monument
(Sheet 7). Please correct.
7. All lot comers should have monumentation. Please add (Sheets 7 and 8).
8. Please indicate all required perimeter bufferyards.
9. Please indicate all setbacks either with lines, or with notations on each page.
10. Please use a consistent way to indicate the internal pedestrian path.
11. The Board of Public Works signature block should contain signature lines for James Brainard,
Mayor; Lori Wilson, Member; Mary Ann Burke, Member; and Diana Corday, Clerk Treasurer.
Concerns and Comments are as follow:

Dear Mr. Murray:
We have reviewed the plans submitted for the February 16, 2005 Technical Advisory Committee meeting. We offer
the following comments:
GENERAL INFORMATION
This general information is repeated from our original July 13,2004 review of this project.
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way (13151 StreetlInterior Streets) - City of Carmel.
. Water - City of Carmel Utilities.
. Sanitary Sewers - Clay Township Regional Waste District
. Storm SewerslDrainage - Hamilton County Surveyor's Office / City of Carmel.
. Regulated/ Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Water Availability
. Ifan irrigation system is planned for this development, additional Board of Public Works and Safety
approval will be required. This also applies to planned swimming pools and/or clubhouse.
. Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)
. Please be advised that allY opell Cllts of dedicated streets will reqllire separate Board of PlIblic Works
and Safety approvaL
. Any permanent improvement (including irrigation systems) to be installed within dedicated right of way
or dedicated easements. This approval would require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel.

I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for
your use. Please use the Engineering Department deadlines for submissions to the Board.

4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all Engineering Department and Utility Department issues and all Hamilton County
Surveyor issues have been resolved. The design engineer must certify all drawings submitted for final
approval. Because of the dual jurisdiction between the City of Carmel and the Hamilton County Surveyor,
this office will require a minimum of eight-sets of drawings for approval after all issues have been resolved.
The drawings will be stamped as approved and will be signed by the City Engineer and the Director of
Carmel Utilities. The eight sets will then be sent to the Hamilton County Surveyor for approval and

signatures. Three approved sets are to be returned to the City of Carmel. The Hamilton County Surveyor
will retain two sets. The Developer, Engineer and Contractor will each receive one set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or
dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of
Public Works and Safetv.
6. Carmel Utilities should be provided drawings for review of water issues. They will provide a separate review
regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main
locations.
8. Copies of the following were included with our original review. These will not be duplicated with this
correspondence:
. Subdivision Project Approval Procedures
. Performance Release Procedure
. Subdivision Building Permits
. Permit Data, Contacts, etc.
. Subdivision Signage Requirements
BONDING REOUIREMENTS
This section is also repeated from our original review.
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (Interior Streets and Perimeter Road improvements may be bonded separately)
. Curbs
. Water Mains
. Monuments & Markers.
. Street Signs
. Sidewalks (interior builders lot sidewalks and exterior common area/perimeter right of way
sidewalks/paths may be bonded separately).
Storm Sewer bonding will be under the jurisdiction of the Hamilton County Surveyor's Office. They may
also require bonding for .Monuments & Markers. If that is the case, we will not require duplicate bonding.
Sanitary Sewers are under the jurisdiction of Clay Township Regional Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost
oflabor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities; materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's/CertifiedlOfficial Checks. Please reference the enclosures for more detailed explanation of our
procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been
satisfied and prior to start of construction activities. Availability Fees are based upon total platted acreage for
the development at the rate of $1 ,01 0.00 per acre for Water Availability. Based upon the secondary plat
indicated acreage, the following Availability Fees would apply: -
Section I.
Water - 24.231 Acres @ $1,OlO.OO/Acre = $ 24,473.00
Section 2
Water- 12.766 Acres@$1.0lO.00/Acre= $ 12.894.00
Total 36.997 Acres $ 37,367.00
Connection Fees are $1,310.00 for water per single-family residence. Connection Fees are paid when the
infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for
permits. Connection Fees are paid on a ~ basis.
. If all irrigatioll system, swimming pool or clubhouse is plalllled for this, or allY future section of
the development, additional Water Connection Fees will be assessed based upon the
recommendation of the Director of Carmel Utilities.
.Reference our comments and questions relating to the submitted secondary plat and acreage.
II. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted
to this office. We will share Crossroad's comments as they are received.

COMMENTS-SECONDARY PLAT
12. Does the Secondary Plat submitted represent the entire development or just Section I of the development?
The Key Map on Sheet I does not indicate that the development is broken into sections. However, the legal
description on Sheet 10 is labeled as the Land Description for the Aberdeen Bend Subdivision, Section I and
the bearings seem to represent the overall dimensions of the Key Map on Sheet I. But then Sheet 5 indicates
the northem lot line of Lot 47, the cul-de-sac right of way line and northeastem and northwestern lot lines of
Lot 48 appear to be a section line or dividing line between Sections 1 and 2.
13. The layout of the secondary plat is very confusing and some of the sheets do not seem to match:
. Sheet 5. Does not have a continuation note at the bottom (see Sheet 8). Does the bearing SOOO 00'
39" E / 1977.44' terminate at the northeast comer of Lot #47 or continue south?
. Sheet 6. The transition from Sheet 6 to Sheet 7 does not match the overall layout on Sheet 1. For
example, the westem boundary bearing on Sheet 6 (N000 00' 14" W/1974.67') seems to terminate
as it flows into Sheet 7 where it connects to the bearing NOOo 00' 13"W/512.83'. However, the
western boundary bearing on Sheet 6 matches the legal description. The continuation on the right
side is incorrect. It should read see Sheet 8 for continuation. The sheet does not have a
continuation note at the bottom (see Sheet 7).
. Sheet 7. See Sheet 3 for continuation should read Sheet 8. See Sheet 4 for continuation should
read Sheet 9. The overall bearing / distance is missing from the bottom boundary. The western
boundary bearing does not match the bearing from Sheet 6.
. Sheet 8. Does not have a continuation note at the top (see Sheet 5). See Sheet 4 for continuation
should read see Sheet 9 for continuation. The overall bearing / distance is missing from the eastern
boundary.
. Sheet 9. See Sheet 3 for continuation should read Sheet 8. See Sheet 2 for continuation should
read Sheet 7. Overall bearings / distances missing from the south and east boundaries.
14. Please add a Board of Public Works and Safety signature box to the last page of both plats. The Board
Members are: James Brainard, Mayor

Diana Cordray, Clerk/Treasurer
15. What does "Var. D.U. & L.S.E." represent? There is no explanation for this abbreviation in the legend.
COMMENTS-CONSTRUCTION PLANS
16. Sheet I - Title Sheet
. We assume that these plans are for the entire development? Is this how this will be developed and not
divided into sections? If it is to be developed by sections, then each section must have it's own set of
plans and identified as such.
. Under Utility Companies, replace VioIia with Carmel Utilities.
17. Sheets 3 & 4 - Site Plan
. Please show subsurface drain on Sheet 4.
. All lots adjacent to side yard easements should be wide enough to accommodate the anticipated house
model and any planned driveways such that there is no encroachment into the easement.
. Are side load garages and/or basements planned?
. Please indicate the emergency flood route.
. Please indicate and define Minimum Flood Protection Grades (MFPG).
. Please provide minimum pad grades.
. Please label swale slopes. Swales should not exceed 400-feet length between inlets.
. Please provide a pond spillway.
. Please provide pond bottom elevation.
. Please add drainage arrows for yards and swales.
18. Sheets 12 thru 14 - Street Plan and Profile
. Please show water mains, sanitary sewers and storm sewers on street profiles.
19. Sheet 24 - Traffic Control Plan
. Please add a note that traffic control signs are to be installed by the City and require an ordinance.
. The intersection of Petronia Court, Tram Lane and Truman Court should not be a four-way stop unless
warranted by the provisions of the IMUTCD. Please provide the Department of Engineering with a
copy of any traffic studies that have been conducted.
20. Sheet 25 - Entrance Plan
. If a median is desired, it can be a maximum of I O-feet wide, back of curb to back of curb. Entrance and
exit lanes shall be 18-feet wide maximum, back of curb to back of curb. If a dedicated exit left turn lane
is desired, please locate it in front of the median island with necessary taper and make the lane 12 feet
wide. The Department requests that the left turn lane be placed in front of the island, that the island

have a SO-foot taper, and that the left turn lane be SO feet in length measured out to the back edge of the
13151 Street auxiliary lane. Align the left turn with exit left turn lane on the opposite side of 13151 Street.
. There are landscaping mounds encroaching into the 2S' Utility and Drainage Easement. Please revise so
mounds are not represented to encroach in this easement.
. Place the 1 O-foot wide pedestrian trail label on the pedestrian trail.
. Is the passing blister shown on the north side of 13151 Street existing or is it to be built with this
entrance?
. The minimum length requirements for the 131 Sl Street auxiliary lanes are the following:
toO-feet for the deceleration taper, 100-feet for the full-width portion of the deceleration lane and 100-
feet for the acceleration taper. "Thank you for meeting or exceeding these minimums.
. The minimum length requirements for the passing blister at the entrance are the following:
ISO-feet for the deceleration taper, l20-feet for the full-width portion and toO-feet for the acceleration
taper. Thank you for meeting or exceeding these minimums.
. Please provide a dimension from the centerline of 13151 Street to the existing south edge of 131 Sl Street
in the vicinity of the proposed entrance.
. Please provide widening that will result in a IS-foot wide lane on the south side of the existing 13151
Street centerline. This lane will extend the full length of the frontage or the limits of the auxiliary lanes,
whichever is greater. Please revise Section A-A (the mainline cross-section) to reflect these changes
(should be 27'-0" on project side).
. Please indicate on plans widening on north side for a 12-foot through lane and 12-foot passing blister
within limits of passing blister per section A-A.
. Please indicate resurfacing of the entire width of 13151 Street mainline across the frontage or to the limits
of the auxiliary lane, whichever is greater.
. Please hatch to indicate new pavement for the entrance up to the right-of-way limit.
. Please add a note for saw cutting the existing pavement where it will be adjacent to new pavement.
. Thank you for showing centerline pavement markings. Also, please show edge lines and a lane line for
the deceleration lane.
. Please add a note that all pavement markings are to be thermoplastic.
. If the passing blister is to be paved with this construction, please shade it as you have the other new
pavement within the right-of-way.
. Please provide a 3-foot #73 stone shoulder along passing blister (no subsurface drain).
. On the south side of 13151 Street, please provide a 3-foot #73 stone shoulder across the entire frontage.
Provide a subsurface drain under all of this shoulder.
. Subsurface drains need to be double wall.
. Please change the mainline (131 Sl Street) pavement section to the following:
l.S-inches HAC. #11 Surface on 2-inches HAC. #8 Binder on 3-inches H.A.C. #SD Base on 7-inches
#53 Stone on 4-inches of#2 Stone, or to match the existing, whichever is greater.
. Please indicate that the stone for the 3-foot wide stone shoulder is to be #73 stone.
. Please show the subsurface drain beneath the stone shoulder.
. Please change the asphalt path section to the following:

Sidewalk constructed with driveways or alley entrances shall have a minimum thickness of 6-

Transverse joints shall be tooled or sawed to a depth of Yo of the walk thickness.
The spacing of the transverse joints in the sidewalk is not to exceed 1.2S times the width of the

26. The City recommends a slope of no less than 0.3% for storm sewer pipes. Many of the pipes in this system
are at slopes less than 0.3%.
27. The City requires a minimum cover of I-foot between the top of the storm sewer pipe and the bottom of the
aggregate course for pipes beneath the pavement. The pipe runs that have insufficient cover are the
following: Structures I to 2,8 to 9, 22 to 23, 19 to 20 and 28 to 29.
28. Please plot the storm sewer profiles at the actual elevations rather than at a reference datum.
29. The Department requests that any general or plan notes, details, or specifications be revised or added to
appropriate sheets to accommodate the following requirement for installation within existing and proposed
City right-of-way: "Bedding, haunching and initial backfill materials, placement and compaction for water
mains, water service laterals, sanitary mains and sanitary service laterals shall be in accordance with the
standard practice of the utility that has jurisdiction over the installation. Final backfill for water mains, water
service laterals, sanitary mains and sanitary service laterals under and within 5-feet of pavement (including
sidewalks) shall be B-Borrow for Structure Backfill meeting the material requirements of the INDOT and
shall be compacted in 6-inch maximum lifts to not less than 95% Standard Proctor Density for the entire
depth of the material placed. The backfill for the top 6-inches of the excavation below the start of the
aggregate subbase of the pavement shall be No. 53 Stone meeting the material requirements of the INDOT

that the entire storm system be constructed to meet the following requirements to facilitate future acceptance
by the City: "Bedding, haunching, and initial backfill for all RCP installations shall be B-Borrow for
Structure Backfill meeting the material requirements of the INDOT. Bedding shall be placed in the trench
bottom such that after the pipe is installed to grade and line, there remains a 4-inch minimum depth of
material below the pipe barrel and a minimum of 3-inches below the bell. For pipe sizes 66-inches and larger,
the minimum depth of material below the pipe barrel shall be 6-inches. Bedding shall be placed to be uniform
as possible, but shall be loosely placed uncompacted material under the middle third ofthe pipe prior to
placement of the pipe. Haunching and initial backfill shall be compacted in 8-inch maximum lifts to not less
than 90% Standard Proctor Density for the entire depth of the material placed. The backfill shall be brought
up evenly on both sides of the pipe for the full length of the pipe. Haunching shall extend to the springline of
the pipe. The limit of initial backfill shall be 6-inches above the springline. Minimum trench width shall be
the outside diameter of the pipe plus 18-inches. Final backfill for all RCP installations under and within 5-
feet of pavement (including sidewalks) shall be B-Borrow for Structure Backfill meeting the material
requirements of the INDOT and shall be compacted in 6-inch maximum lifts to not less than 95% Standard
Proctor Density for the entire depth of the material placed. The backfill for the top 6-inches of the excavation
below the start of the aggregate subbase of the pavement shall be No. 53 Stone meeting the material

If the amended PUD ordinance or rezoning has any direct effect on existing sewer lines or
future service, plans need to be re-submitted. Sanitary sewer construction plans need to
be submitted for review by the District's engineers. A District project application may
also need to be re-submitted.. Please submit two sets of plans to the District for
review. An IDEM construction permit may need to be submitted or revised. If so, all IDEM
submittal information should be provided following the District's plan review.

6. Per Hamilton County Ordinance 4-26-99-C(7)a, each lot should be provided at
SSD lateral. Please show these stubs on the development plan.
7. Please label pipe size, length, and material on the utility plan. Also. please
include a stonn structure date table (HCSO Detail D-19) on the utility plan, both
sheets.
8, Hamilton County Surveyor's Office Detail D-8 shows the 100 year and the 2 foot
freeboard all within the top of bank. It also shows a fairly flat 1S' easement for
maintenance around the pond. The grading plan does not appear to keep the 100
year flood within what I would consider the banks on the pond, let alone the
freeboard requirement. It appears the 100 year flood event would leave the banks
of the pond and flow over the trail in some places. Please look at the grading
around the pond and make it conform to our pond standard.
9. Please show and cross-section an emergency spillway and emergency routing at
the 100 year elevation. The emergency routing must have a positive fall route
away from the pond to an adequate outlet.
10. The grading and utility plans do not show an outlet for the subdivision. Please
show the eonnection to the manhole in Hayden Run, complete with field verified
inverts and rc's.
11. Field verification will be required On the existing field tile coming from the west
to ensure the stonn sewer is deep enough to provide a positive outlet. The plans
will not be approved until this takes place.
12. The drainage calculations are not really clear and eoncise. The allowable release
rate for this project is 8.85 efs onsite (100 year) plus the off-site to the west or the
capacity left in the pipe run in Hayden Run See. 2, which ever is the least.
13. Please add the following HCSO Standard Details: O~S, 0-6, SSD-S, and 0-12.
14. Please consider using castings that are designed for bi-directional flow in the
"sag" of the streets. The acceptable castings are Neenah 3501-L2 or East Jordan
749S-M4. The Neenah (01' equivalent) 3501 TR or TL should be used when a
single direction of flow enters the inlet.
IS. All casting should be labeled "Dump No Waste - Drains to Waterway," which are
readily available now from local casting distributors. Please add a note to the
plans that will make the contractor away of this requirement.
16. Please add a box note with the following language to the development plan; "All
existing off-site drain tiles that are encountered shall be tied into the proposed
storm sewer system with a positive outflow." Any tile that are encounter that stay
completely on-site must be C:l'U5hed and abandon.

17. The landscape plan has a ton of trees shown within the regulated drainage
easement and o'Ver the regulated storm pipes. No landscape planting will be
permitted or allowed within the proposed regulated drainage easements or within
IS' either side of the center line of a regulated drain per Indiana Code 36~9-27-
33(d).
18. A few easements, especially along the right of way, are not 15' from the center
line of the regulated drain pipe in both direotions, as required by Indiana Code 36-
9-27-33. On some lots, the pipe is just 9 feet from the front of the building pad,
which leaves no room after front yard landscaping.
19. The easement of the rear of lots 46 and 47 needs to be increase to 30 feet.
20. Please include the developer's fax number and a soils map on the cover sheet of
the construction plans.

Dear Mr. Corey:
This letter is in response to your Secondary Plat filing for Aberdeen Bend Subdivision. The
following comments need to be addressed and plans updated accordingly:
1. Add the Secondary Plat docket # (111-02 SP) to the plat.
2. Move the Certificate of Approval to the last page of the plat, andreplace Steve
Engleking with Mike Hollibaugh as the Director of DOCS.
3. Combine the owner and subdividor information at the bottom of the first sheet.
4. Change the submission date from February 2, 1993 to the current date.
5. Add the R.L.S. seal to each sheet of the plat.
6. Please label the 50' half ROW on W. 131st Street (currently it is just labeled as 50')
7. Please remove rear, garage, and living area setback lines from the legend; they are not
identified anywhere on the plat.
8. Add note to the plat regarding public access trails (see attached example). Please also
remove Trail Easement from the legend.
9. Markers are required at all points where lot lines interest curves, at all angles in the
property lines oflots, and all other comers not established by a monument (per 8.2.4
of the SCO). These requirements have been identified on certain sheets, but not on
others. Please revise all sheets where these requirements are not met.
10. The four concrete monuments at the entrance to the subdivision may be changed to
markers at your discretion.
11. Add to sheet 3 the property owner to the east of the subdivision, and change the

Note: All erosion and sediment control measures shown on the plans and referenced in this review must meet the design
criteria, standards, and specifications outlined in the "Indiana Handbookfor Erosion Control in Developing Areas" from the
Indiana Department of Natural Resources, Division of Soil Conservation or similar Guidance Documents.
Comments:
4A. The sequence needs to be more site specific. These items need to be included in item one of the erosion
control sequence: The construction entrance, perimeter silt fence, berm east of the pond, diversion
swales and sediment basin with outlet need to be installed prior to mass earthwork. Item three in the
sequence needs to include the temporary seeding of Sec. 2. Item three could also instruct the contractor
to install a protected temporary swale from the north end of Petronia Court to the pond.
4C. A sediment basin with outlet needs to be shown where the current pond is located. The basin needs to
be sized for the watershed area. The berm along the east side of the pond should be constructed prior to
the pond. The diversion swales as shown require significant grading. A diversion swale as shown in the
"Indiana Handbook" requires much less grading and would be quicker to install.
General Notes should include the proper methods to dewater a muddy pond. The intake should float and the
discharge should filter any polluted water. Large bags made of geotextile are effective filters. Commercial
sources are available.
The existing tile located in Sec. 2 needs to be found and connected at the west property line. The installation
of a riser on lot 46 will not solve the problem, as the tile will be crushed between the riser and the west
property line.

Dear Mr. Broermann,
This letter is to address comments per your letter dated August 20, 2002 concerning the
above referenced project. A revised set of plans accompanies this letter for your
additional review of said changes.
1. An Applicationfor Project Review needs to be completed and the appropriate
review fees for a Secondary Plat and Construction Plan paid, before any approvals
will be granted from this office. I have enclosed a blank form for your use.
The developer of the site has signed the included Application and is to forward
the fees to your offices directly.
2. A secondary plat is needed for this project.
A Secondary Plat is forthcoming.
3. The eastbound lane of 13181 Street wiU need to be widened three foot and a three.
foot stone shoulder constructed beyond the widening. The pavement section for the
widening and lanes should consist of a 14" stone base, 5" HAC binder. A 1" HAC
surface wiU need to be placed over the road across the frontage of the property. All
pavement markings will need to be replaced with thermoplastic markings. The
centerline markings should be placed at a 4".4".4" spacing.
The changes appear on Sheet No. 25, Entrance Plan.
4. Additional right of way will be required for the passing blister. Pleased forward the
dedication of Right of Way to the Highway Department
The property to the west of the site has been platted under Country View Estates
and a copy of the Secondary Plat is included for your use. The Instrument
Number for the site is 9909917517 and the Plat was recorded on 03-23-1999.
This document indicates a 45' Half RIW for 131 st Street. and our deceleration lane
fits within this RIW.

S. The entrance will need to be relocated to accommodate the necessary decal lane. If
the entrance is not relocated, additional right of way will be needed for the decal
lane. Construction Plans will not be approved until the necessary right of way is
acquired.
As note above, the deceleration lane is within the 45' halfRIW.
6. Please note that decorative signs, sprinkler systems, trees, landscaping mounds,
light poles or other such amenities are not permitted in the right of way.
A note has been added to the General Notes on Pages 3 and 4 of the Construction
Documents addressing this issue.
7. Please include the 2S-MPH design speed on the cover sheet. Also on the cover
sheet, the Highway Department should be listed under STREETS, not the city of
Carmel.
The Cover Sheet has been revised to address these issues.
8. The roadside swales along 13111 Street must meet Hamilton County Standard Plan
CS-l. Please verify that the standard is met and include the standard in the
Construction Plans.
The swale on the east side of the entrance has been revised to meet this
requirement. Note the swale to the west of the entrance has the 10' asphalt path
between the edge of shoulder and the swale. This was done for aesthetic purposes
and there is insufficient room between the road and the path to place the swale.
There is minimal volume of water flowing to this swale so the water is proposed
to flow over the path to the swale. Note the CS-ldetail has been incorporated to
the construction documents.
9. Please include flow lines on the grading plan and the intersection and cul-de-sac
details.
The flow lines have been added to Sheet No. 26.
10. The curb around the island at the entrance must be chair back curb with a reverse
slope. Please include,HCHD Standard Plan C-S in the plans.
The Entrance Plan, Sheet 25, has been revised and the Standard Plan C-5 is shown
in the Detail Sheets on Sheet No. 30.
11. Please provide a note at the east end of Tuscany Drive stating that the pavement
shall be saw cut to provide a smooth transition.,
A note is included on Page 3 of the Construction Documents.
12. Please note on the Maintenance of Traffic Plan that road closures will not be
permitted.
A note has been added on Sheet No.23 addressing this issue.

13. 25 MPH signs are needed on Petronia Court and Truman Court.
The signs have been added on Sheet No. 24.
14. A NO OUTLET sign is needed/or Truman Court. The sign should be deli'vered

18. Please include a note stating no water main valves are to be placed within the
streets.
A note has been added to the General Notes on Sheet No. 7 addressing this item.
19. Include the SSD on the site plan.
Sub-surface Drains are shown on Sheets 3 and 4.
20. Please note that all ADA ramps in the asphalt path must be concrete. Asphalt
ramps wiN not be accepted.
The asphalt areas have been shaded to delineate between asphalt and concrete
areas. The ADA ramp detail also specifies that concrete is to be used.
21. On the sanitary sewer plan, granular backfill is needed between structures 103-
104.
Granular backfill has been added to Sheet No.18.
22. Please verify that the RCP will not interfere with the SSD near Storm sewer
structure 9.
A core for the SSD is feasible toward the front of the inlet, but the connection is
feasible.

23. The RCP between storm sewer structures 39-19 will not be permitted under the
street. Additional manholes will be required to carry the water in the D&UE.
Additional manholes have been added to carry the storm behind the curb.

above referenced project. A revised set of Erosion Control sheets accompanies this letter
for your additional review of said changes.
3A. Construction limits need to be shown clearly delineate limits of soil disturbance, a
requirement of Rule 5. I'm not clear as to what will be built. Both section 1 & 2 or
some combination?
The Construction Limits have been delineated on the Erosion Control plan. The
earthworks contractor will achieve the finish grades Section I and only rough
grade Section ll. The second section will be finish graded at a later time. Also,
the soil from basement construction in Section I will be distributed in Section II to
help avoid as much hauling costs as possible.
3B. Soil stockpile area is not addressed in the plan as required by Rule 5. It appears
from the information provided that the contractor will probably stockpile topsoil
somewhere until they can be spread on front and rear yards. A suggestion for
stockpile information is determined where stockpiling would be not be desired from
an erosion and sediment control aspect and describe or define undesirable
locations.
A stockpile area is designated in Section II and a silt fence has been shown
around it. Additional topsoil will also be used to construct the landscape mounds
at the entrance of the project.
4A. The sequence needs to be more site specific. Where are the sediment traps and
diversion swales?

The Erosion Control Sequence,has been revised to more accurately reflect field
conditions. Temporary diversion swales have been incorporated around the pond
so the detention facility can act as a sediment trap.
4B. Maintenance requirements are not provided for the inlet praetiees or seeding.
Maintenance requirements, gotten from the Indiana Handbook for Erosion
Control in Developing Areas, are included on Sheet No. 11 that cover inlets and
seeding requirements.
4C. Storm water generally leaves the current site at lot 46 and at the north end of the
pond. Appropriately sized sediment basins are needed at these locations. The pond
could serve this purpose if it were specified and diversion swales installed. I think
. the perimeter silt fence is overkill.
Diversion swales are shown that allow sediment to settle in the detention
basin.
The perimeter silt fence has been removed from the southern and western
portion of the site.

"2. The sewer bedding detail should be revised to show 6-inches of crushed number 8
stone below the pipe."
The bedding detail on Sheet No. 28 has been revised to meet this requirement.
"3. A drop manhole detail is needed. Please be sure to show that the drop has its own
flowline and bench wal1."
The drop manhole detail has been added to Sheet No.35.
"4. Sheet 35 says waterline detail but most of the items relate to Carmel Sanitary Sewer

The spot elevations at the side yar<;is indicate positive drainage to either the curb or to
the rear yard swale. Although positive drainage is provided, a "V" shaped typical
swale section is not provided.

A 10' Drainage and Utility Easement is provided in areas not already encumbered by
easements or rights-of-way.
20. Extend structure #17 to west property Une.
Two structures have been added to address this requirement. Str. No. 17 A is added
with an open casting and Str. No. 17B is provided at the western property line with a
solid casting for future connection.
21. Existing.field tile under lot 46 needs to be removed and intercepted.
A sub-surface drain has been added to the front and side of lot 46 to divert
underground flow around the pad. A note on the Utility Plan, on Sheet No.8
indicates to connect the field tile to the sub-surface drain and divert to flow to Str. No.
35.
22. Shift lot 46 and 47 north so that existing .field tile does not run under the building.
As noted above, a sub-surface drain is provided so the existing field tile will not run

Dear Mr. Karam:
We have reviewed the construction plans and stormwater management plans submitted to the Hamilton
County Surveyor's office 011 August 6, 2002 for the Aberdeen Bend subdivision and have the following
comments.
1. Please provl(ll~ the slgne.:! forl11 to make the stonn sewers regulated.
2. Provide the signed Non-enforcement Penn It form with the appropriate check.
3. Please forward an engineers estimate or cOPy of the contract for 100% of the construction costs for
stonn sewers (Including SSD), erosion control, and monuments and markers.
4. Submit originlllletters of credit or bonds for the above amounts.
5. Baserneots are to be lS' 01\ CIlQlt side of the pipe
6. Bu.! lding pad elevations (2' above 100 year elevation). Minimum finished floor elevation may be

Note: All erosion and sediment control measures shown on the plans and referenced in this review must meet the design
criteria, standards, and specifications outlined in the "Indiana Handbookfor Erosion Control in Developing Areas" from the
Indiana Department of Natural Resources, Division of Soil Conservation or similar Guidance Documents.
Comments:
3A. Construction limits need to be shown to clearly delineate limits of soil disturbance, a requirement of
Rule 5. I'm not clear as to what will be built. Both sections 1&2 or some combination?
3 B. Soil stockpile area is not addressed in the plan as required by Rule 5. It appears from the information
provided that the contractor will probably stockpile topsoil somewhere until the it can be spread on
front and rear yards. A suggestion for stockpile information is determine where stockpiling would be
not be desired from an erosion and sediment control aspect and describe or define undesirable locations.
4A. The sequence needs to be more site specific. Where are the sediment traps and diversion swales?
4B. Maintenance requirements are not provided for the inlet practices or seeding.
4C. Stormwater generally leaves the current site at lot 46 and at the north end of the pond. Appropriately
sized sediment basins are needed at these locations. The pond could serve this purpose if it were specified
and diversion swales installed. I think the perimeter silt fence is overkill.

This letter serves to acknowledge receipt of a transmittal received 8/9/02 containing the
plans for the above-mentioned project. After reviewing the plans the Highway
Department has the following comments:
1. An Application for Project Review needs to be completed and the appropriate
review fees for a Secondary Plat and Construction Plan paid, before any approvals
will be granted from this office. I have enclosed a blank form for your use.
2. A secondary plat is needed for this project. .
3. The eastbound lane of 1316\ Street will need to be widened three foot and a three-
foot stone shoulder constructed beyond the widening. The pavement section for the
widening and lanes should consist of a 14" stone base,S" HAC binder. A 1" HAC
surface will need to be placed over the road across the frontage of the property. All
pavement markings will need to be replaced with thermoplastic markings. The
centerline line markings should be placed at a 4"-4"-4" spacing.
4. Additional right of way will be required for the passing blister. Please forward the
Dedication of Right of Way to the Highway Department.
5. The entrance will need to be relocated to accommodate the necessary decellane. If
the entrance is not relocated, additional right of way will be needed for the decel
lane. Construction Plans will not be approved until the necessary right of way is
acquired.
6. Please note that decorative signs, sprinkler systems, trees, landscaping mounds,
fight poles or other such amenities are not permitted in the right of way.
7. Please include the 25-MPH design speed on the cover sheet. Also on the cover
sheet. the Highway Department should be listed under STREETS, not the City of
Carmel.
8. The roadside swales along 1316\ Street must meet Hamilton County Standard Plan
CS-,1. Please verify that the standard is met and include the standard in the
Construction Plans.
9. Please include flow lines on the grading plan and the intersection and cul-de-sac
details.

10. The curb around the island at the entrance must be chairback curb with a reverse
slope. Please Include HCHD Standard Plan c-5 in the plans.
11. Please provide a note at the east end of Tuscany Drive stating that the pavement
shall be saw cut to provide a smooth transition.
12. Please note on the Maintenance of Traffic Plan that road closures will not be
permitted.
13.25 MPH signs are needed on Petronia Court and Truman Court.
14. A NO OUTLET sign is needed for Truman Court. The sign should be delivered with
the regulatory signs to the Highway Department.
15. Directional arrows should be uses on all street identification signs where street
names change.
16. A landscaping plan should be included In the construction drawings.
17. The curb stamp detail, HCHD Standard 8-4, should be included in the plans.
Remove c-4 and also include U-4 and U-2.
18. Please include a note stating that no water main valves are to be placed within the
streets.
19. Include the SSD on the Site Plan.
20. Please note that all ADA ramps in the asphalt path must be concrete. Asphalt ramps
will not be accepted.
21. On the sanitary sewer plan, granular backfill is needed between structures 103-104.
22. Please verify that the RCP will not interfere with the SSD near Storm sewer structure
9.
23. The RCP between storm sewer structures 39 - 19 will not be permitted under the
street. Additional manholes will be required to carry the water in the D&UE.
24. Granular backfill is needed between storm sewer structures 24-25-26. Granular
backfill must be used from right of way line to right of way line on all utility
installations.

Meridian Corners Professional Building #1 (Development Plan)
The plans received by the District do not contain the most recent version of the
District's Sanitary Sewer Specifications. General note #3 on sheet 5 needs to be revised
to read; Specifications per the Clay Township Regional Waste District shall apply for all
sanitary sewers. Revised plans need to be submitted showing a sanitary connection and the
District's specifications. Building permits should NOT be issued unless the District has
issued connection permits.
West Carmel Center, Block B, Lots 1 & 2 (Secondary Plat)
The plans received by the District do not show a sanitary sewer connection or contain the
District's Sanitary Sewer Specifications. Revised plans need to be submitted showing a
sanitary connection and the District's specifications. Building permits should NOT be
issued unless the District has issued connection permits.
~rdeen Bend (Secondary Plat and Construction Plans)
The plans received by the District do not contain the most recent version of the District

sewers in construction.
Evangelical Baptist Mission (Variance Development Plans)
The plans received by the District do not contain the District specifications. A lateral
connection is shown being made in the middle of an existing gravity sewer main and the
District requires this connection to be made with an inside drop into the existing
sanitary manhole #217. Final revisions will be required. Building permits should NOT be
issued unless the District has issued connection permits.

2. Is there an amenity building planned for the project. If so, we would request the installation of a
know box for emergency access. An application for the Knox box can be obtained through our
office.

At the meeting held June 18, 2002, the Cannel/Clay Plan Commission took the following action regarding the Primary
Plat petition filed for property located on the north side of West 131 It Street, Yz mile west of Town Road.
APPROVED: Docket No. 44-02 PP, a petition to approve a primary plat. The Plan Commission voted thirteen (13) in
favor, zero (0) opposed, thereby granting the petition as amended and subject to the following condition:
1. The recording of the commitment concerning the use and development of the real estate regarding required
road improvements.
In order to assist the Department's review, please attach a copy of this letter when making application for
permits regarding the improvements contained within this approval.
