Brief description of how the site has accommodated the existing soil limitations The existing soils are not anticipated to have any limitations in terms of stormwater infiltration and are well suited to handle any negligible stormwater flows resulting from the proposed stream restoration, bridge replacement (in-kind) and property fence. 7. Description of potential pollutant sources associated with the construction activities Potential pollutant sources include sediment from earth disturbing activities and fuel associated with heavy equipment operation. 8. Temporary and permanent stormwater quality measures: Construction entrances, stockpile areas and water pump around are the primary stormwater quality measures as detailed on Sheet 3 and Sheet 8. a. General construction sequence Each plan should contain multiple stormwater pollution prevention measures. All measures will not be installed at the same time. Various measures will be installed at different times throughout the construction process. Some will be installed prior to land disturbance, and others may not be installed until work at the site progresses to an area where they are necessary. Each proposed measure should be identified in the sequence as to when it is to be installed in relation to the land disturbing activities. a. Mark clearing/grading limits. b. Install initial erosion control practices (construction entrance, silt fence around staging areas). c. In no greater than 500' increments, remove permitted trees starting and associated underbrush in areas of bank grading. d. Trees to be removed with rootball intact for later reuse as toe of slope stream protection. e. Perform bank grading per plan in no greater than 500' increments as to limit the amount of disturbed ground at any one time. f. Areas final graded or those disturbed areas not to be worked for more than 7 days to be final or temporarily seeded. g. Areas final graded and seeded to be protected with combination of coir matting underlaid with straw blanket for minimum two rows along entire stream corridor. Erosion control blanket (jutte and straw material) may be utilized above two rows of coir matting. h. Concurrent with bank grading, utilize pump around system to construct in-stream structures in the relative dry. Intercept clean water upstream of in-stream structure installation and discharge clean water downstream into existing gravel or rock bed. Move pump around system with each section of in-stream structure install. Repeat steps d through g for entirety of project site. Sediment from unvegetated areas. 2. Post-construction stormwater quality measures: Initial 80% vegetative establishment will be achieved within the first growing season and then post construction inspection of the site will take place for a period of 1 year post completion to ensure that disturbed areas continue to be vegetated. Use of coir mat underlaid with straw blanket along the streambanks and erosion control blanket (straw and jutte) along the upper embankment and overbank will provide initial protection of disturbed areas until full vegetation establishment. See Construction Plans for site stabilization measures. No structure stormwater quality measures will be required to prevent pollutant sources from the proposed land use. 3. Sequence describing stormwater quality measure implementation Description of when the proposed post construction stormwater quality measures will be installed in relation to the general construction sequence. See Construction Plans for final stabilization/vegetation establishment details.All disturbed areas not explicitly detailed for final site stabilization seed mix, plug planting and tree/shrub planting, to be seeded and straw mulched. 4. Stormwater quality measures to be implemented to prevent or minimize adverse impacts to stream and riparian habitats The overall project is a designed to decrease or eliminate existing streambank instability by establishing stable surfaces within and adjacent to the stream. Native seed, native plant plugs and native trees/shrubs will be implemented to provide dense and deep rooted vegetation to enhance the stream and riparian habitats. In-stream stone structures will be utilized to redirect high stress flows away from suspect banks and to create a reference riffle-pool sequence within the project area. Invasive species control and post-construction vegetation establishment inspection is proposed to ensure that native vegetation effectively establishes throughout the site. No other post-construction stormwater quality measures are necessary to prevent adverse impacts to the stream and riparian habitat. All in-stream structures are designed an implemented to be self-maintaining after the 1-year workmanship guarantee that the Contractor will be provided. 5. An operation and maintenance manual for all post-construction stormwater quality measures: NA . No long term maintenance of any structures is anticipated. a. A brief description of what a water quality BMP is and does. NA b. Contact information for the BMP owner NA c. The primary species of concern will be bush honeysuckle (Lonicera maackii), burning bush (Euonymus alatus), autumn olive (Elaeagnus umbellata), privet (Ligustrum obtusifolium ) and vinca (Vinca minor). Woody shrubs will be treated by either foliar treatment or cut/stump. The groundcover Vinca will be treated via foliar treatment only. The non-honeysuckle target species will be cut within 4 inches of the ground with the remaining stump treated with a site appropriate herbicide. Herbicide application will occur within 0.5-hour of the cut to ensure adequate uptake by the plant. Specimens that are less than 1 inch diameter at the point of cutting and or less than approximately 3-foot may be treated via foliar treatment. Please note, glyphosate is not recommended for foliar treatment for autumn olive. Herbicide rate and mixes should always be verified by the applicator per the product's label. Cut material will be chipped on-site. Chipped material will not exceed 2-inches of depth on-site and will be taken off-site for proper disposal, if needed. Foliar treatment will occur in the early spring and late fall of the growing season for honeysuckle species. Foliar treatment needs to occur when the leaves have reached close to full size in the spring and prior to detachment phase in the fall. Treatment should occur when non-target species have no to minimal presence (foliar growth) in the understory to avoid incidental uptake of the herbicide. A total of 4 visits will occur during the first year of treatment growing season with the initial visit anticipated to be in late winter or early spring based on site conditions, weather and leaf out of target species with a second visit either in spring or summer based on treatment window and site conditions. Vinca should be treated concurrently starting in early summer. At least two visits will occur in the late summer and fall with at least one being a foliar treatment of the non-native honeysuckle shrub species. The final visit is anticipated to be completed by November 17, 2023. The second year of treatment shall be predominantly foliar treatment with species and site appropriate herbicide by trained and licensed persons. Timing of treatment should follow the outline of treatment outlined in the initial year of treatment.
