Dear Mr. Jordan:
American Structurepoint, Inc., on behalf of our client, Dor a Hospitality, respectfully requests the following
variance from The City of Carmel Stormwater Technical Standards.
We are requesting a variance from standard 104.02, which requires the building finished floor to be a minimum
two (2) feet above the Minimum Flood Protection Grade (MFPG ) and the Minimum Lowest Adjacent Grade
(MLAG) to be 12 inches above the local flood route. Further more, the Minimum Finished Floor Elevation
(MFFE) is to be a minimum 6 inches above the finished gr ade around the building and two (2) feet above the
local flood elevations. The site was master planned, leaving no thing more than a building pad to be constructed,
and allowing minimal adjustability in grades to preserve ADA accessibility throughout the site. The proposed
building has maximized elevations as much as possible to raise the finish floor to the highest extent possible
(0.90’ higher than was contemplated in the master plan). Th e proposed flood routing through the site will direct
runoff away from the building and towards adjacent public w ays that are significantly lower than the site and
fully in compliance. The emergency spillway for the adjacent po nd is almost 3’ lower than the proposed finish
floor and similarly, overflows into the public way. The site has been graded to perpetuate all drainage away
from the building, primarily to the east and Frontage Road which continue to drain southward, away from the
property. The building will not be inundated by overflow during emergency situations.

Tru is a transient select service hotel that caters to short
term guest stays. The hotel serves a complimentary
breakfast and market for packaged snacks.There is no
pool. MEP is being managed as a design/build
component and plans will be submitted by the selected
general contractor when available.

The MFPG is set at the same elevation of the 100-year ponding in the
parking lot to the north. Was there a waiver approved with the original
project submittal to allow this? If not, the MFPG will need to be raised 1'

The curve number of 89 shown on the "Runoff Curve
Number Calculation" sheet does not include the area of
the proposed building as impervious area. Summing up
the pavement area shown on the "Runoff Coefficient

ac. and the amount of impervious area accounted for in
the Developed Site CN calculations shown on the
"Runoff Curve Number Calculation" sheet is 1.33 ac.
Please update the Developed Site CN calculations to

Additional information has been included and the
routing adjusted to reflect the direction of overflow,
which has been corrected to be towards Frontage Road.
This is consistent with the original design plans for the
building to the north, which constructed the ponds,
storm infrastructure and flood routing.

The ponding elevation of 863.21 appears to be
incorrect. The overflow routing arrow shows, when this
structure is completely clogged, it will spill over the curb
to the south to the existing dry basin. The closest
elevation along this curb line is at the ramp SW of Str.
105 which has a BC elevation of 863.52 and a TC
elevation of 864.02. It appears that, at a minimum, this
structure would pond up to those elevations before
being able to drain to the dry pond to the south. Please
review and revise accordingly.

These are not balconies. The color being referenced is
on the reflected ceiling plan and signifies the ceiling
finish color on the underside of the outdoor canopies. It
is the same color as EIFS color #2 - PMS 4525.

Thank you for working on the size of the sign. Although
we value your perspective regarding the depth of the
blade, a variance will still be required.
The UDO Standard is not dependent on where the
blade extends more than 5' from the face of the
building, but that it actually does. That said, we can be
supportive of the blade sign as is.

The angular shape of the sign extends 9'9-1/2' from the
building face at its furthest point and 6" from the
building face at its narrowest point resulting in an
average distance from the building face of 5.2". The
shape of the sign is both an artistic feature as well as
functional to accomodate the shape of the hotel brand
logo. The ordinance is written in anticipation of a
traditional vertical letter blade sign. If held to this
standard, the owner will not be able to accomodate the
required brand logo. Due to the height of the sign and
blade, the additional extension in length of the building
does not pose any type of danger or hazard to the
public.

When components are included in the building
modeling program, the louvers make the element
appear dark even though they are painted to match the
adjacent finish color. We have circumvented this
program feature for the purpose of illustrating that the
PTAC louvers will match the adjacent wall finish.
