Num. 18-0128 March 2019 | Page 1 Project Location The site is located in the Southwest Quarter of Section 24, Township 18 North, Range 3 East near the intersection of US 31 (N. Meridian Street) & Smokey Row Road in Carmel, IN. The property is in Clay Township. Smokey Row Road & Monon Shrewsberry Proj. Num. 18-0128 March 2019 | Page 2 Portions of this property are located in flood hazard zones. These areas are shown on Flood Insurance Rate Map (FIRM) number 18057 C0207 G, with an effective date of November 19, 2014. Additional information on these areas is included in the image below. Project Summary Old Town Companies, LLC proposed to develop this area into a mixed used subdivision. The project is known at this time as “Smokey Roe Road & Monon”. The site is bounded by US 31 (N. Meridian St) on the northwest, Smokey Row Road on the south and the Monon Trail on the east. The proposed development covers approximately 27.8 acres and currently consists of 72 parcels. Please refer to the plan sheets that accompany this report for further details on the current development. This report is being presented to provide preliminary storm design calculations for the proposed drainage system and water quantity control facilities. Smokey Row Road & Monon Shrewsberry Proj. Num. 18-0128 March 2019 | Page 3 Soil Information Based on information obtained from the United Stated Department of Agriculture, the soils in the area consist mainly of Miami Silt Loam (MmB2, MmC3) and Shoals Silt Loam (Sh). The Miami Silt Loams are both classified in Hydrologic Soil Group C and the Shoals Silt Loam is classified in Hydrologic Soil Group B/D. Please note, for calculations purposes, each soil will be shown as the next lowest soil group for proposed curve number generation. Please refer to the soils map and listing in Appendix A. Hydrologic Analysis 4.1 Existing Conditions The existing site consists mainly of large residential parcels that are a combination of grassed areas and wooded areas. The existing drainage pattern of the site is from west to east via sheet flow and two existing channels that run from the southeasterly right-of-way of US 31 to Little Cool Creek on the far east end of the site. The channel furthest west on the site is referred to Hunter’s Knoll Drain and the channel further east on the site is an unnamed tributary to Little Cool Creek. Please note, Hunter's Knoll Drain is not a regulated drain south of the US 31 right-of-way. The site is currently being evaluated for “Waters of the US” status by another subconsultant of Old Town Companies. Any impacts to, or required mitigation of, these areas will be addressed at a later date. Currently, It is the intent of this development to relocate a portion of the unnamed tributary to Little Cool Creek to accommodate the proposed development and storm drainage facilities. Specific design requirements and necessary permitting will also be addressed at a later date. 4.2 Proposed Conditions The site will be split into a West Drainage Area and a Northeast Drainage Area. Runoff from the West Drainage Area will be collected and conveyed to four separate storage areas. These areas will be a combination of dry detention basins and underground storage via storm chambers and gravel bed. The outfall from this area will be to Hunter’s Knoll Drain. Runoff from the Northeast Drainage Area will be collected and conveyed to three separate storage areas, also a combination of dry detention basins and underground storm chambers and gravel bed. The outfall from this area will be to the relocated unnamed tributary to Little Cool Creek. Per city ordinance, the allowable runoff from the developed site will be limited to 0.10 cfs/acre for the 10-year storm and 0.30 cfs/acres for the 100-year storm. For the purposes of this preliminary report, only the 100-year storm calculations have been provided to provide adequate storage for the developed site. Two-stage outlets for each area will be included in the final drainage report for the site. Shrewsberry Proj. This was done only for modeling purposes to limit each area to its allowable 100-year release rate.
