The development is located between Rangeline Road and Keystone Parkway on Carmel Drive in Carmel. The STAR Financial Bank development consists of approximately 0.88 acres of commercial development including a bank, drive up ATM and parking. Existing Conditions The approximate 0.88 acre development is situated in Carmel, IN which is located within Hamilton County. As the proposed development is located within Carmel City limits, the project will be governed by Carmel Stormwater Ordinances. The drainage and stormwater facilities have been designed to be in accordance with these ordinances. The lone exception to these ordinances occurs when considering the overall peak discharges for the site. The City of Carmel Engineering Department has approved an exception for this particular development that will allow for the post-developed peak discharges to be the 10-year proposed storm event to match the 2-year existing storm event and the 100-year proposed storm event to match the 10-year storm event. The proposed development is contained within a single watershed which ultimately drains to the City’s stormwater system within the Right-of-Way of East Carmel Drive. The north third of the site currently sheet drains to an inlet that flows to the south along the east property line. There is another inlet that picks up the middle third of the site. This inlet flows to the east and joins up with the northern inlet to leave the site via storm sewer at the southeast corner of the site. With this design, the current drainage pattern of the site will be maintained while regulating post-developed discharges. The FEMA Flood Insurance Rate Map (FIRM) number for the site is 18057C0228G, effective date November 19, 2014, establishes the site in Other Areas, Zone X. These are areas that have been determined to be outside the 500-year floodplain. The above mentioned FEMA FIRM Map can be seen in Exhibit 3. The National Wetland Inventory (NWI) shows the site is currently devoid of any wetlands. An NWI map can be seen in Exhibit 4. The U.S. Department of Agriculture, Soil Conservation Service identifies the watershed to contain two soil classifications. The identified soils are Brookston silty clay loam (Br) with 0 to 2 percent slopes and Crosby silt loam with fine-loamy subsoil (CrA) with 0 to 2 percent slopes. A copy of the Natural Resources Conservation Service (NRCS) can be seen in Appendix A1. Woolpert STAR Financial Bank – Carmel, IN 4 April 20, 2017 Pre-Developed Analysis The existing site to be developed currently consists of a commercial development, a STAR Financial Bank. The site includes a commercial building with a drive-thru and ATM and an outlying parking lot. The site also contains some pervious surfaces, including very limited parking islands. This site sheet drains to a storm sewer system that leaves the site to the south at a manhole within the Right-of-Way of Carmel Drive. The existing and proposed release rates were determined using the SCS Unit Hydrograph Method and the Type II 24hr rainfall distribution. PondPack 10.0 was utilized in order to determine the peak flows. Please refer to Appendix A2 for rainfall depths as taken from the Carmel Stormwater Ordinances. Per the agreement with the City of Carmel Engineering Dept., the proposed development will be held to the following standards: Q10p = Q2e Q100p = Q10e where: Q2e = 2 year discharge rate, existing conditions Q10e = 10 year discharge rate, existing conditions Q10p = 10 year discharge rate, proposed conditions Q100p = 100 year discharge rate, proposed conditions The existing site was analyzed using PondPack and the following peak discharges were found: Table 1: Existing Peak Discharges Basin Contributing Area (Acres) 2-Year Peak Discharge (cfs) 10-Year Peak Discharge (cfs) EX Drainage 0.85 2.61 3.83 Please refer to Exhibit 1 for the existing drainage basins map. Table 2 shows the allowable release rates for the development. The allowable release rates are a combination of the reduced peak discharges, flow through discharges, and direct discharges in the proposed condition. The reduced peak discharges and the flow through discharges will be added to together and the direct discharges will be taken away from the allowable release rate. The underground detention system is set up to over-detain the flow that goes to the system to compensate for the direct discharge flows. An underground detention system will be used for this site. This underground detention system will regulate the post-developed peak discharges to that of the pre-developed conditions. The underground detention system will be a StormTech System using SC-740 chambers. There will be 16 chambers used for the detention system. This system will have a stone footprint of 703 square feet. This will include 9” of stone below the chamber and 12” of stone above the chambers. This will make the system a total of 51” in depth. All details associated with this system can be found on the detail sheets. In order to achieve the greatest detention volume from the underground system, an outlet control structure will be placed at the outlet pipe engineered to regulate the flows exiting the pond to that no greater than the allowable release rates. The outlet structure will consist of a 9” orifice at the bottom of the structure and a 3” orifice near the top of the structure, all of which will regulate the post-developed conditions to the allowable peak discharge rates. The 3” orifice that controls the 100-year storm will be built with the City of Carmel’s minimum orifice of 6”. This scenario was also model. The above described orifices serve as the combined outlet structure for all storm events. Please refer to Exhibit 2 for the proposed drainage map and Appendix B2 for proposed drainage analysis. Woolpert STAR Financial Bank – Carmel, IN 6 April 20, 2017 Water Quality Per the “City of Carmel Stormwater Technical Standards Manual”, Best Management Practices (BMP’s) must be capable of removing 80% TSS from the stormwater in order to meet water quality standards. In order to meet this standard, Pave Drains are being used to treat the first flush flow rate. Water quality calculations can be seen in Appendix B3. Conclusion The proposed stormwater management system for the STAR Financial Bank development has been designed in order to be in compliance with City of Carmel Stormwater Technical Standards Manual. The system is designed to convey and treat the proposed runoff associated with the proposed development. Therefore, no adverse impacts are anticipated as a result of the proposed development. The map unit descriptions, along with the maps, can be used to determine the composition and properties of a unit. A map unit delineation on a soil map represents an area dominated by one or more major kinds of soil or miscellaneous areas. A map unit is identified and named according to the taxonomic classification of the dominant soils. Within a taxonomic class there are precisely defined limits for the properties of the soils. On the landscape, however, the soils are natural phenomena, and they have the characteristic variability of all natural phenomena. Thus, the range of some observed properties may extend beyond the limits defined for a taxonomic class. Areas of soils of a single taxonomic class rarely, if ever, can be mapped without including areas of other taxonomic classes. Consequently, every map unit is made up of the soils or miscellaneous areas for which it is named and some minor components that belong to taxonomic classes other than those of the major soils. Most minor soils have properties similar to those of the dominant soil or soils in the map unit, and thus they do not affect use and management. These are called noncontrasting, or similar, components. They may or may not be mentioned in a particular map unit description. Other minor components, however, have properties and behavioral characteristics divergent enough to affect use or to require different management. These are called contrasting, or dissimilar, components. They generally are in small areas and could not be mapped separately because of the scale used. Some small areas of strongly contrasting soils or miscellaneous areas are identified by a special symbol on the maps. If included in the database for a given area, the contrasting minor components are identified in the map unit descriptions along with some characteristics of each. A few areas of minor components may not have been observed, and consequently they are not mentioned in the descriptions, especially where the pattern was so complex that it was impractical to make enough observations to identify all the soils and miscellaneous areas on the landscape. The presence of minor components in a map unit in no way diminishes the usefulness or accuracy of the data. The objective of mapping is not to delineate pure taxonomic classes but rather to separate the landscape into landforms or landform segments that have similar use and management requirements. The delineation of such segments on the map provides sufficient information for the development of resource plans.
