Please submit a revised Secondary Plat after making above-mentioned
changes. Once these changes have been made and comments addressed,
please produce a Mylar copy (with the surveyors and land owners signatures)
for signature by this Department. 1 digital copy of the plat must be filed with
the Mylar prior to recording, and then 1 paper copies and 1 electronic copy
of the scanned, recorded plat must be submitted following recording of the
document. Our approval of the secondary plat (signature) will be
forthcoming upon revision of the plans according to the items listed above.

We have reviewed the last plan set uploaded, "23-021
CD Revised Layout", and do not see the swale that was
originally requested. The property is shown shedding
onto the property to the north but should be directed
to the detention and detained.

It appears that the reviewer commented on a
previously submitted plan set (CD v3_1) and not the
plan set that was submitted at the time of last review
(CD v4). However, drainage has been relocated to
subsurface detention, and a bypass swale has been
added.

It does not appear that anything was changed from the

to convey water to the detention area.

the small size of the lots, we assume that the 0.1/0.3 will not be able to be
met based on the minimum orifice size requirements. The detention basin
shall be sized based on design orifice required to meet the 0.1/.3

The minimum diameter of all storm sewers shall be 12 inches. Under no
circumstances shall the pipe be less than 12-inches diameter, measured as
the inside diameter. This shall apply to both public and private storm piping,
unless the piping is a roof drain, footing drain or sump pump. When the
minimum 12-inch diameter pipe will not limit the rate of release to the
required amount, the rate of release for detention storage shall be controlled
by an orifice plate or other device, subject to acceptance of the City of
Carmel.

The plat will need to be revised with the BMP easement once the water
quality measure is planned and the location is determined
Once the BMP for the project is determined, the BMP easement for it will
need to be shown on the plat. We received the Mylar copy of the plat
yesterday but will need it replaced with an updated copy once this is figured
out.

We have reviewed the plans to the best of our abilities but there are several
discrepancies in the plans and items missing that has led us to returning the
review. For example, water quality has been removed from the project
without our approval. Additionally, both types of detention facilities
(underground and basin) are called out on the plan sheets. Please closely
review the plans and drainage report to ensure they are consistent with each
other and provide a water quality measure with an O&M manual.

We have no further comments on the plans. Before we can issue a
stormwater management permit, the following items will need to be
submitted: 1. A signed and recorded O&M manual 2. A stormwater
engineers estimate for all temporary and permanent stormwater measures 3.
A non-expiring stormwater performance bond for 100% of the approved
estimate 4. A completed BMP easement agreement with an exhibit and legal
description (template uploaded to the correspondence folder) 5. A right-of-
way permit and $5,000 license and permit bond, which can be applied for
here: https://cw.carmel.in.gov/PublicAccess/login 6. A stormwater
management permit, which can also be applied for at the above link
