My family and I have enjoyed living in Carmel as the city has truly had an awakening. I applaud the concerns of the city to address the topic of affordable housing, but I urge you to consider how unique Carmel is compared to its neighbors in Hamilton County. While Fishers, Noblesville and Westfield still have substantial areas to develop, Carmel is essentially built out from an open land perspective. It would be very disruptive and destructive to make changes to existing neighborhoods with ADU's or similar alternative concepts. I believe Carmel's solution should focus on apartments. Since there seems to be no end to the amount of apartments to be built here and since landlords, many NOT local, have become quite greedy (I have personal experience of this through my adult son who had to leave Carmel because of ridiculously high rent increases on existing apartments), I recommend you look at ways to incentivize or require apartment complex owners to make a certain percentage of their apartments available at a reduced rent for those who qualify. Old Town Builders has already done this voluntarily, but we need all complexes to do so. If 5% of apartments were so designated, the need would be addressed. Thank you for your consideration.
