Docket No. PZ-2023-00299 ADLS Amend: Bovaconti Coffee The applicant seeks design approval for exterior modifications to the building and the adjacent courtyard area. The site is located at 2 W. Main St. It is zoned B-2/Business and is located within the Old Town Overlay District within the Main Street Sub-Area. The existing building is deemed an Old Town Character Building. Filed by Minda Balcius. Project Overview: The subject property is located on the northwest corner of Rangeline Road and West Main Street. Properties to the north and west are zoned B-2/Business and the properties to the east and south are zoned C-2/Mixed Use. These properties are also located within the Main Street Sub-Area of the Old Town Overlay. The Petitioner seeks approval to remodel the building exterior and adjacent courtyard to the north as a coffee shop on the first floor and offices on the second floor. The exterior of the building will feature new paint, new window frames, fabric awnings, lighting fixtures, and signage. Courtyard improvements include new outdoor furniture, landscaping, and string lights. This building was built in 1918 and is deemed a notable building by the Historic Architecture Survey and an Old Town Character Building by the UDO. Please see the Petitioner’s Information packet for more details. Architectural Design: The brick building was painted yellow many years ago without documented approval from the City. The Petitioner proposes painting the building a light neutral “linen” color with jade green accent color utilized in the fabric awnings, signage, and tile accenting the entrance canopy support column. Brass and champagne-colored accents are also present within the entrance column and canopy trim, new window frames, new light fixtures, and signage. Staff is very supportive of the proposed color palette as it complements the art deco style and features of the building. Lighting: Mast wall sconces in an aged brass finish are proposed above the awnings and fluted glass wall sconces with brass details are proposed on the masonry columns of the building. No light fixtures are proposed on the second story. String lights are proposed in the courtyard area along with the use of the existing multi-head lamp post. Site Design and Landscaping: The existing courtyard area is mostly grass with a paver walkway from the off-site parking lot toward the gated entrance off Rangeline Road. A new concrete path is proposed to connect this existing path to a new entrance into the coffee shop on the north façade to promote activity and engagement. The black ornate metal fence and decorative gate that matches the existing lamp post will remain on site. The Petitioner proposes new landscaping in planter beds and free-standing planter pots, outdoor seating areas over flagstone pavers, and outdoor dining furniture on masonry pavers. No additional landscaping standards are required for the Main Street Sub-Area of the Old Town Overlay. No bike parking is required here per the Transportation Systems Administrator. Petitioners, please work with Engineering to finalize drainage plans for this area. Signage: Four signs are allowed with this project. Three of the four allowable signs feature channel letters attached to a raceway and are front illuminated. The fourth sign is being workshopped with staff and will be utilized on the south façade. Sign permits are still required. Petitioner, please work with the Sign Administrator to finalize a sign package for this project. Decorative vinyl decals are proposed along some of the entrance windows and door panels. Staff is supportive of this as the decals are temporary, are mostly transparent so light and vision in and out of the building is maintained, and meet the maximum sign area allowed per the UDO Section 5.39(J)(1)(a).
