Docket No. PZ-2024-00054 ADLS Amend: Vitalize Physical Therapy The applicant seeks design approval for exterior modifications to paint color, lighting fixtures, and signage. The site is located at 210 N. Rangeline Rd. It is zoned B-1/Business and is located within the Old Town Overlay in the Historical Range Line Sub-Area. Filed by Ryan Marshall. Petitioner: Natalie Marshall: • Marshall conveyed that it was the desire of her business to modify the color of the existing building at 210 N. Rangeline Road to create a “warm, welcoming, and healing environment” for their patients while still honoring and respecting the character of Carmel’s historic district. • The building is currently blue with black shutters, the proposed change would make the building white with dark green shutters, and they would also add copper lighting fixtures. Department Report: Christina Jesse: • Jesse recapped the scope of the project and noted changes besides new colors and light fixtures such as new signage. • The property is located within the Historic Rangeline Road Sub-Area and within the Old Town Overlay. • The petitioner worked sufficiently with staff to come up with a design that properly incorporated aspects of the traditional American colonial design that are found within the district. • The historic architecture survey deemed that the subject property is not a contributing building or character building. • Staff verified that none of the adjacent buildings were also white to mitigate monotony issues. • The subject property was found by staff to be up to date with its bike/automobile parking, sidewalk infrastructure, and landscaping. • At the time of the meeting there were no outstanding review items to be addressed and staff provided a favorable recommendation. Committee Comments: Commissioners Buckler and Westermeier inquired why this type of project required Plan Commission approval. Jesse explained that the intent was to protect the character of the historic district. Commissioner Minnaar concurred that it was important to have a say over these matters to stop out of place changes like painting a house purple which she said she had seen in other places in Carmel. Motion to approve by Zoccola seconded by Minnaar. APPROVED 5-0 absent Coleman, Hill, & Kirsh
