3. Docket No. PZ-2024-00117 Z: Carmel Marketplace C2 Rezone.
The applicant seeks to rezone the parcels located at 452, 502, and 508 E Carmel Drive from the B8/Business to
the C2/Mixed-use District. The 7.9-acre site is generally located at the north side of E Carmel Drive, adjacent to
the stoplight intersection at AAA Way. Filed by the Department of Community Services on behalf of the Carmel
Plan Commission.
Project Overview:
The purpose of this proposal is to position approximately 7.9 acres directly south of the Gramercy neighborhood for future
redevelopment in partnership with Buckingham Companies and the Carmel Redevelopment Commission via the
C2/Mixed-use District. The rezone proposal is located at the northside of E Carmel Drive, adjacent to the intersection at

Site Surroundings & Considerations:
Gramercy is a newer neighborhood in the heart of Carmel. As this project progressed, redeveloping the 116-acre Mohawk
Hills Apartment complex into an urban neighborhood, a new vision was created expanding the southern portion of
Gramercy and engaging the commercial corridor along E Carmel Drive. The intent was to create an Urban Village linking
pedestrian connections to Gramercy’s new homes. Adding townhomes, condos, apartments, retail, and structured parking,
with services supporting both Gramercy’s new neighborhoods and the greater community of Carmel.
Recommendation:
The Department of Community Services recommends the Plan Commission suspends the Rules of Procedure and
forwards this item to the City Council with a Favorable Recommendation.
