Per our discussion this afternoon, I wanted to confirm that we agreed upon the following, regarding the
Renaissance Hotel project:
The City of Carmel will release the building permit for the project at this time. However, the City will
place a hold upon the Rough-in inspections (not allow them to be scheduled) until the applicant has
obtained a full permit from Clay Township Regional Waste District, and has provided a copy of that
permit to our office.
If you would confirm the above, I would appreciate it.

Please see the attached letter. An original is in the mail.
The letter outlines three items that are cosmetic in nature and can be incorporated into the final plans submitted
for approval. We will check that they have been addressed of course, but we do not want to formally review the
plans again and issue another letter.
Prior to final plan approval, the following is required:
1. Address the comments outlined in the attached letter and incorporate them into the plans submitted for
approval.
2. Provide certified engineer's estimates for all work in the right-of-way (demolition, entrance aprons, entrance
curbs, multi-use path, ADA ramps, median modifications, open cut installations, open cut street repairs,
and any other work).
3. Provide performance bond equal to 100% of the value of the work in the right-of-way.
4. Obtain final approval of the SWPP from Amanda Foley and incorporate any final changes into the plans
submitted for approval
5. Pay any water and sewer fees
Prior to starting site construction:
1. Obtain a Right-of-Way permit for the work in the right-of-way
2. Obtain the Storm Water Management Permit from Engineering
Prior to the issuance of the ILP, the following is required from Engineering:
3. Final construction plan approval
I can find no record of the right-of-way being dedicated. To my knowledge, only the open cut and curb cuts have
been approved by the BPW. Please confirm.
Also, as you know, the Pannatoni drainage system is not approved. We will work through this issue with them and
not hold you from starting construction. However, please understand, that the final certificate of occupancy cannot
be issued unless your site has a drainage outlet and the detention and storm water quality facilities are installed
on the Pannatoni site. I am not certain if your site work will require the permanent drainage outlet to maintain
drainage and keep the site from becoming a quagmire or if the existing culvert under Pennsylvania Street will be
adequate. Please inform your contractor of the ordinances in place related to tracking mud onto the streets and
the storm water quality requirements. I would expect that compliance with these ordinances might be challenging
at times if the permanent outlet is needed for the site construction.
If any of the above items are to be provided by Pannatoni as a condition of any agreements between WHI and
Pannatoni, please inform Pannatoni that such items are required at this time.

1 did forget to mention during our phone conversation that you will need to provide a
check for the water and sewer connection and/or availability permit either prior to, or
when you come in for your submittal meeting. If you need the amount, please contact
Dick Hill of the City Engineer's Department. (1 have listed his contact information
below.) You will also need to provide the name of the contractor doing rhe excavation for
the exterior, lateral connection to the utility lines. This contractor must hold a current
bond with the City. Mr. Hill can also provide you a list of the currently bonded
contractors, if needed.

Engineering has a revised set of plans to review and I need to check with Mike McBride as to how Engineering
will address the fact that Pannatoni has proposed changes to the previously approved drainage system and such
changes are being reviewed and are not approved. The hotel site drains to the Pannatoni system and not only is it
not installed, but technically, it is not approved.

I did forget to mention during our phone conversation that you will need to provide a check for
the water and sewer connection and/or availability permit either prior to, or when you come in
for your submittal meeting. If you need the amount, please contact Dick Hill of the City
Engineer's Department. (I have listed his contact information below.) You will also need to
provide the name of the contractor doing the excavation for the exterior, lateral connection to
the utility lines. This contractor must hold a current bond with the City. Mr. Hill can also
provide you a list of the currently bonded contractors, if needed.

You will not need to bring a check for the building permit to the submittal meeting. Once the
permit has been reviewed and is ready for issuance, we will contact you and let you know the
cost. 1 am attaching the sample of the permit application, as well as our updated commercial
