The proposed Renaissance Hotol is located on the west side of Pennsylvania Street at the terminus of City Center Drive. The curb cuts are indicated as Curb Cut "A" and Curb CUl"B" on the attached exhibit. Curb Cut "AU will serve as the main entrance and Curb Cut "8'" is the service drive. Curb Cut UA" is proposed to be the west leg ofa future roundabout at the intersection of Pennsylvania Street and City Center Drive. The curb return radii at each entrance conform to the current City standards for commercial driveways. The width of Curb Cut "B" conforms to the current City Standards. The width of Curb Cut "An is slightly larger than City Standards but is necessary because of the proposed median and the need for buses and other larger vehicles 10 access the property at this location. There are no alignment issues with the requested curb cuts, The Department of Engineering recommends that the Board approve the requested curb cuts contingent upon satisfaction of the following requirements: . In addition to complying with the approved construction plans for the Renaissance Hotel, the projcct's contractor shall comply with the provisions of Cannel City Code 6-227(a)(1), 6- 227(aX8), and 6-227(b). . Cr November 8, 2006 JAMES BRAINARD, MAYOR Board of Public Works and Safety One Civic Square Carmel, IN 46032 RE: Renaissance Hotel - Open Cut Request Dear Board Members: Mr. Jeff Eagle of Winegardner and Hammons, Inc. has requested approval for various open pavement cuts to facilitate sanitary sewer installation, stonn sewer installation and the construction of a dedicated left turn lane associated with the proposed Renaissance Hotel. The proposed Renaissance Hotel is located on the west side of Pennsylvania Street at thetenninus of City Center Drive. The attached exhibit outlines the location of the proposed open cuts. The pavement cuts for the center turn lane at the northern entrance to the property are necessary for removal of the existing median, paving of the new turn lane and installation of the new median island. The open pavement cut for the sanitary sewer will allow construction of the sanitary sewer service for the proposed hotel. The open pavement cut for the stonn sewer will allow construction of the stonn sewer outlet for the proposed hotel site. The Department of Engineering recommends that the Board approve the proposed open cuts contingent upon: 1, In addition to complying with the approved construction plans for the Renaissance Hotel, the project's contractor shall comply with Carmel City Code Section 6-227(a)(8), Carmel City Code Section 6-227(b)(1) and Carmel City Code Section 6-227(b)(2). 2. Coordinating the work with the Contractor for the City's Old Meridian Street project. 3. The developer agreeing to enter into a Consent-to-Encroach Agreement with the City for the portions of the storm sewer within the City right-of-way. 4. One lane of traffic in each direction being maintained on Pennsylvania Street at all times. 5. Limiting the work on Pennsylvania Street to weekends. The start date shall be approved by the Department of Engineering and shall be after I 16th Street is re-opened to traffic. 6. Start the work each day no earlier than 7:00 a.m. and fmish no later than 7:00 p.m. 7. Milling I-inch of the existing pavement of the northbound and southbound lanes ofPenn.ylvania Street to the gutter pan of the existing curb, from the northern to the southern limits of the proposed median and replacing the milled area with I.S-inches ofH.A.C. /III Surface. Jeff: I am fine with the fee information you have provided and the fee amounts of $8.040 for availability and $84.731 for connection. As far as paying the connection fee when the Hotel opens - the way we asses the connection fee is to collect it when the building permit is pulled. The premise of our fees are based on the need to make sure we have adequate treamtment capcity in place well before there is occupancy. With the Hotel I am sure that the water service will actually be activated long before the opening takes place. Please let me know if you have any questions.
