I spoke with staff about the exterior work proposal, and it was determined that adding metal panels to cover up the exisng brick façade w ould degrade the façade, not improve it. Staff is not supporve of this change. Full brick buildings are common and highly desired in Carmel. Adding metal panels would remove the visibility of this valuable material and the exisn g architectural brick detailing. Architectural standards for this zoning district require facades to have relief provided by features like special brick coursing as well as coordinated composion and features between the first and upper floors. Currently, the upper floors of the proposed elevaons appear enrely separate from the brick base. Addionally, metal pa neling is not an approved building material for this zoning district. This building was constructed on its own before the two to the side buildings were approved. The center building acts as an anchor for the site and should appear sturdier and built of heavier materials like brick or stone. The intent behind the design of these flanking buildings was to complement the exisng all-brick structure, not to match. Bec ause of this, we would not want the center building refinished to “match” the adjacent structures. We noced you were also proposing a covered walkway at the north entrance and removal of the pediment. Staff could administravely review these changes to the buildin g but cannot support the covering of the exisng br ick. I’m including the standards for Architectural Design and Ligh"ng from this previous ordinance for addi"onal context as this was what inspired the transi"on to the new base zoning. Staff will determine what materials are considered “high quality and durable” through our review process to ensure we are maintaining the high-quality materials present on the exis"ng building and not downgrading. 4 I hope you find these sec"ons helpful. At our mee"ng last week, we discussed inves"ga"ng designs that incorporate modern ligh"ng and new storefront windows, add accessory structures on site, remove the front pediment, and modernize the front entryway/canopy. I am following up on a couple of voicemails, We are working on a project at 401 Pennsylvania Parkway, This is an existing brick oice building, which the client would like to “re-skin” over with Aluminum Composite metal panels on the upper two floors (second photo). This would essentially make this modernize the appearance of the architecture, and align it more with the neighboring buildings in the oice park (see last phot o). The existing buildings are EIFS on upper floors, so we would like to acknowledge but upgrade this material selection to avoid any moisture issues and enhance the appearance in general. This client has a tentative lease on the space and has requested to fast-track the project, so we are hoping this would fall under the guise of an administrative approval for planning and we may go directly to permit application.
