The City has received your comment letter and drawings dated March 21, 2007 based upon the City review
of February 5, 2007.
The comments from the City review have been satisfactorily addressed with the following exception:
COMMENTS - CONSTRUCTION PLANS
12. Along the east side of Broad Street, additional right-of-way is being proposed and the existing
curb and parallel parking are proposed to be removed to provide for angle parking in place of the
parallel parking. Please revise the right-of-way to allow the installation of pedestrian facilities that
angle to the northwest, not back to the southwest at such an extreme angle.
These comments represent the Department of Engineering's second review of the construction plans for
this section. We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered ''new'' or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted prior to Engineering Department
approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if
required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews.

Dear Mr. Burke:
We have reviewed the construction plans submitted for the January 17, 2007 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Cannel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way - City of Cannel.
. Water - City of Cannel Utilities Service Area.
. Sanitary Sewers - Clay Township Regional Waste District Service Area.
. Storm SewerslDrainage - Hamilton County Surveyor's Office (City of Cannel Review).
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Water Availability approval from the Board is based upon the proposed usage of the building.
We are assuming that this will be an office building. If this assumption is not correct, please
advise. Reference Item # 11 below for clarification. If an irrigation system utilizing Cannel
Water is planned, the system will also require additional Water Availability approval from the
Board and additional Water Connection Fees will be assessed.
. Commercial Curb Cut. Please include an 8 ~ x II exhibit with your letter requesting BPWS
Commercial Curb Cut approval. The exhibit should retlect all pertinent dimensional data
including width at street and at throat, lengths, radii, existing and/or proposed opposing curb
cuts, etc.
. Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)

been included for your use. Please use the Engineering Department deadlines for submissions to

4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Hamilton County Surveyor's
Office issues have been resolved. The design engineer must certify all drawings submitted for
tinaI approval. It is our assumption that this project will not require the submission of drawings to
the Hamilton County Surveyor's Office for approval. Therefore, we will require a minimum of
four sets of drawings for approval after all issues have been resolved. The drawings will be
stamped as approved and will be signed by the Carmel City Engineer and the Director of Carmel
Utilities. The City of Carmel will retain 3-approved sets and the Developer will retain l-approved
set. If additional approved sets are desired, we will approve a maximum of 6-sets. The additional
sets must be submitted with the required minimum 4-sets.
5. Please be advised that any installation of signs, walls, inigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel UtilitiesIWater Distribution should be provided copies of all drawings and revisions for
review of water issues. They will provide a separate review regarding these issues. Drawings

BONDING REOUIREMENTS
9. Upon initial review, it appears the following bonding requirements will apply to this project:
Performance GuaranteeslEngineer's Estimates
Individual Performance Guarantees will be required for the following improvements:
. Perimeter Streets/Roads Right of Way Improvements including right of way pavement and
curb & gutters associated with the curb cut and the on street parldng facilities, etc.
. Concrete Sidewalks.
Please contact Amanda Foley, our Stormwater Administrator, regarding bonding requirements for
Erosion Control.
The amount of the Performance Guarantees is based upon a certified Engineer's Estimate for
1 ()()oA. of the cost of labor and materials to construct the individual improvements, to be provided
by the design engineer. Please orovide detailed Enllineers Estimates for eaeh imorovement
ineludinll unit east&. Quantities. materials and tvoes of materials. ete. This omee is to be
orovided with this detailed estimate orior to or in eoniunetion with submission to the
OwnerlDevelooer. Upon completion and release of individual Performance Guarantees, a three-
year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon
15% of the Performance amount for R.O.W. Improvements and lOOA. of the Performance amount
for Sidewalks. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable
Letters of Credit. Please reference the enclosures for more detailed explanation of our procedures.
Right of Way Permit and Bonding
Any work in the dedicated right of way ofBroghton Street or Broad Street will require a Right of
Way Permit. If the work is included in the scope of work of a posted Performance Guarantee, no
additional bonding will be required. Ifit is not included, a License & Permit type Right of Way
bond will be required in the amount of$2,OOO.OO per instance of work in the right of way. Any
open eut in the pavement wiD require separate Board of Publie Works and Safety approvaL
10. We have engaged Crossroad Engineer's to review all drainage plans and drainage calculations
submitted to this office for review. We will share these review comments from Crossroad
Engineers as they are received.
AVAILABILITY AND CONNECTION FEES
II. Water Availability (acreage) Fees are not applicable for this project.
Water Conneetion Fees are currently SI,310.00IEDU. Connection Fees are paid after
Engineering Department drawing approval and prior to scheduling of the pre-submittal meeting
with Building Code Services. Assuming that this will be an office building, the following
Connection Fees would apply to this project:

13. Are there any foreseeable issues with the angle of the piping into the existing structures B653 and
B652 and the existing piping?
14. Are R-1772-A castings solid lids?
15. Please add a note to General Notes on C601 to read: "WHERE NOTED, GRANULAR
BACKFILL SHALL BE PER CITY STANDARDS FOR MATERIAL AND PLACEMENT AND
COMPACTION REQUIREMENTS."
16. The plans do not indicate construction of a new walk along the new parking spaces. Please
indicate.
17. Keynote G references a 2-foot chairback curb per detail2/C80 1. This shall be a valley gutter per
City standards.
18. Please add a note to protect existing curbing during construction. Any curbing damaged during
construction shall be repaired to the satisfaction of the City.
19. Please revise the location of the ADA ramp at the northwest comer. Please also indicate removal
of the existing ADA ramp on the north side of Broughton and indicate construction for this ramp
to come straight south. Align the proposed ADA ramp on the south side to align with the one on
the north. Also, indicate an ADA ramp directing people due west across Broad Street at the
northwest comer. Existing curbing will need to be removed and replaced.
20. Replace Details 12/C801, 1/C801, and 2/C801 with City standards.
21. Please add to Detai18/C801 that ''ribbing'' is required on ADA ramps in the right-of-way.
22. Please revise Detail 5/C80 1 to require 4 inches #2 stone below the 7 inches of #53 stone.
23. Please revise "streets" specifications as necessary to conform to City standards/specifications.

We have reviewed the construction plans submitted to the Hamilton County Surveyor~s Office
on January 8, 2007 for this project and have the following comments:
1. The proposed project falls within the cmporate limits and MS4 jurisdiction of the
City of Carmel.
2. This proposed site DOES NOT fall in a Cannel Well Head Protection Area.
3. The proposed project falls in The Village of West Clay Regulated Drain Subdivision
and The Village of West Clay watershed.
4. Storm water detention for the site is provided in the master plan for Village o(West
Clay.
S. Please submit the following procedural items: outlet pennit for the discharge into the
Village of West Clay Regulated Drain, crossing pelIl1it for the sanitary lateral
crossings of the Village of West Clay Regulated Drain, and an individual non-
enforcement for the encroachment of the sidewalks into the drainage easement. The
