Docket No. 07010009 DP/ADLS: Sunrise of Carmel The applicant seeks to construct a 4-story, 150,802 square foot independent and assisted living facility on 4.10 acres. The site is located at the northeast comer of Old Meridian Street and US 31, and is zoned B6 within the US 31 Overlay. Filed by Mary Solada of Bingham McHale LLP for Sunrise Development, Inc. Docket No. 07020006 Zoning Waiver: Sunrise of Carmel The applicant seeks a waiver to increase the Floor Area Ratio from 0.70 to 0.84, a 20% increase, in the construction of a 4-story continuing care facility with underground parking. The site is located at the northeast comer of Old Meridian Street and US 31, and is zoned B6 within the US 31 Overlay. Filed by Mary Solada of Bingham McHale LLP for Sunrise Development, Inc The applicant seeks approval of an independent and assisted living facility. The facility is comprised of two 4-story buildings and a total of 140 units. See the applicant's submitted information packet for more details. The proposed use, lighting plan, landscape plan, and stormwater drainage plan comply with the regulating ordinances. At this stage there are no outstanding Engineering or Urban Forrester Issues or concerns. This item was heard at the February 20th Plan Commission meeting. No one spoke in opposition. At the March 6th Special Studies Committee meeting several items were discussed. Those items are listed below, along with an update for each: 1. The proposed elevations are too suburban residential for their context. A structure similar to the one in Lincoln Park, IL, or on Connecticut Ave. in Washington DC, would be a better fit architecturally with the surroundings and design goals for this corridor (both US 31 and Old Meridian). UPDATE: The applicant has tweaked the exteriors by adding some additional detailing elements, design modifications, and material changes. These alterations will be identified and discussed at this meeting. The applicant will also be presenting finished elevations for review and comment. .; .",. 2. What is the role of the proposed strings oflight at the entry feature? This seems unnecessary and out of character for your desired residential approach. UPDATE: The applicant seeks approval for this string of lights 3. Provide material details for the entry features (columns, bases, roofs) UPDATE: These will be provided via the finished elevations that are to be submitted at this meeting. 4. Provide details on the retaining wall along US3l (height, materials, appearance from the street). UPDATE: We are still waiting to get the specs on this wall (height, color, appearance from US 31). The Department will make a recommendation at the meeting based upon the presented updated materials.
