DEPARTMENT REPORT

2B. Docket No. 07010009 DP/ADLS: Sunrise of Carmel
The applicant seeks to construct a 4-story, 150,802 square foot independent and assisted
living facility on 4.10 acres.
The site is located at the northeast comer of Old Meridian Street and US 31, and is zoned
B6 within the US 31 Overlay.
Filed by Mary Solada of Bingham McHale LLP for Sunrise Development, Inc.
The applicant seeks approval of an independent and assisted living facility. The facility is
comprised of two 4-story buildings and a total of 140 units. See the applicant's submitted
information packet for more details.
The proposed use, lighting plan, landscape plan, and stormwater drainage plan comply with the
regulating ordinances. At this stage there are no outstanding Engineering or Urban Forrester
Issues or concerns.
Staff comments and concerns are as follow:
1. The proposed elevations are too suburban residential for their context. Sunrise has
constructed projects that have a style closer to the context in which your site is located. A
structure similar to the one in Lincoln Park, IL, or on Connecticut Ave. in Washington DC,
would be a better fit architecturally with the surroundings and design goals for this corridor
(both US 31 and Old Meridian). See the attached renderings of the two referenced projects.
As a gateway between both areas, the design of this structure is crucial. The buildings in the
corporate corridor, and adjacent to the corridor, are generally commercial, flat roofed
suburban buildings. We are requesting the Sunrise building design continue evolving
towards a style more consistent of the commercial buildings and medical buildings along US
31. The Lincoln Park building is of a style which would better fit with more recent 31
Corridor construction (Pinnacle Point Medical, Renaissance Hotel, Clarian North), yet also
begins to complement the design character of the Old Meridian District (Old Meridian
Village, Providence at Old Meridian). This subject was discussed at the original prefiling
conference for this proposal.
2. What is the role of the proposed strings oflight at the entry feature? This seems unnecessary
and out of character for your desired residential approach.
3. Are the uplight features of the porch necessary? Staff requires cut off fixtures as good
practice to eliminate light pollution of the night sky.
4. Dryvitt is not a permitted material within the US 31 Overlay. Please revise.
5. Provide material details for the entry features (columns, bases, roofs)
The Department requests this item be sent to the March 6th Special Studies Committee
Meeting for further review and discussion.
