The technical review and comments are intended to evaluate the completeness of the Construction/Stormwater Pollution
Prevention Plan for the project. The Plan submitted was not reviewed for the adequacy of the engineering design. All
measures included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility
by a qualified individual with structural measures designed by a qualified engineer. The Plan has not been reviewed
for other local, state, or federal permits that may be required to proceed with this project. Additional information,
including design calculations may be requested to further evaluate the Plan.
All proposed storm water pollution prevention measures and those referenced in this review must meet the design criteria
and standards set forth in the "Indiana Storm water Quality Manual" from the Indiana Department of Natural

The construction component of the Storm water Pollution Prevention Plan includes stormwater quality
measures to address erosion, sedimentation, and other pollutants associated with land disturbance and
construction activities. Proper implementation of the plan and inspections of the construction site are
necessary to minimize the discharge of pollutants. The Project Site Owner should be aware that
unforeseen construction activities and weather conditions may affect the performance of a practice or the
effectiveness of the plan. The plan must be a flexible document, with provisions to modifY or substitute
ractices as necessary.

The post construction component of the Storm water Pollution Prevention Plan includes the
implementation of stormwater quality measures to address pollutants that will be associated with the
mallanduse. Post construction storm water quality measures should be fUnctional upon completion of
the project. Long term fUnctionality of the measures are critical to their peiformance and should be
monitored and maintained.

Dear Mr. Robinson:
The City has received your comment letter and drawings dated September 14, 2005 based upon the City review
of July 29,2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-CONSTRUCTION PLANS
19. Comment on previous review: "A three-foot wide #73 stone shoulder at a minimum depth of six
inches is required across the property frontage. Subsurface drain is required beneath the stone
shoulder." Please add a note that the subsurface drain is to be double wall Hancor Hi-Q or
equivalent.
Based on additional review, the Department of Engineering provides additional comments:
1. Section B-B on Sheets C200 and C402 indicates 17.5 inches full depth asphalt. The pavement section
indicated meets the City standard, however the "full depth asphalt" noted is not correct as there are
two courses of aggregate in this section. Please delete "full depth asphalt" on each detail.
2. .Wherever horizontal curve data appears, please denote deflection angles with the standard
nomenclature. "D" denotes degree of curvature.
3. Please remove Sheets L-1 through L-7 from sets of plans submitted for approval to the Department of
Engineering. The Department of Engineering does not approve the landscape plan.
4. Sheet C803 - Please add a note to the subsurface drain standard that the subsurface drain is to be
double wall Hancor Hi-Q or equivalent.
These comments represent the Department of Engineering's third review of this development. We request that
all responses to our comments be provided in writing. Failure to provide written responses may result in the
delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being re-submitted,
particularly ifany such changes are considered "new" or fall outside of our previous reviews. Please provide
revised plans including all revisions. Please notify us of any changes and specifically state any changes,
including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance Guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency

Dear Mr. Robinson:
The City has received your comment letter and drawings dated July 26, 2005 based upon the City review of
June 22, 2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-CONSTRUCTION PLANS
14. Per the comments issued at the review of the Primary Plat, the City stated "We will request widening
of that portion of Towne Road adjacent to the east boundary of the development, depending upon the
current half pavement width". As the current width across the Section Two frontage is indicated to be
IS-feet, the City typically requests widening to provide a IS-foot travel lane for a total pavement
width of 24-feet. The City approved widening to provide a 12-foot southbound travel lane in Section
One in consideration of the other improvements that were being requested to connect the Lakeside
Park and Lakes at Towne Road entrances and the existing pavement width across the Section One
frontage. The existing pavement across the Section One frontage and the pavement to the north of
Section One was approximately 22-feet in width. The requested pavement configuration for Section
One resulted in approximately 35-feet of pavement. With the widening proposed for the Section Two
frontage, the resulting roadway would only be 21-feet in total width. A total width of21-feet is less
than what would be considered adequate for a roadway that will be impacted by increased traffic due
to the development of Section Two. The City cOIisidered requesting widening for a IS-foot travel lane
for the portion of Towne Road south of the Section One acceleration taper but did not due to the
limited distance and the fact that the Section One pavement would be transitioned back to the existing
width in this area. In consideration of the Section Two improvements, it would be prudent at this point
to request widening back into the Section One limits to provide a more consistent cross section across
the entire frontage of Section One and Section Two. Please indicate widening across the Section
Two frontage and extending north into the Section One acceleration taper for 15-foot travel lanes
on the property side of Towne Road. Please add a note to the site plan that all existing pavement
shall be saw cut to a clean edge where new pavement (for widening) is to be installed adjacent to
existing pavement. Any new pavement placed in the Towne Road right-of-way for widening shall
meet the following section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches
HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater.
Please delineate this section with hatching on the plans and appropriate reference in the legend.
16. Comment on previous review: "The City typically requires I" milling with 1.5" H.A.C. #11
resurfacing for the entire width of the existing roadway across the property frontage. Please delineate
the milling and resurfacing areas with hatching on the plans and appropriate reference in the legend."
On Sheet C402, in the LEGEND, add "WITH 1.5" H.M.A. #11 SURF ACE" to the note
"EXISTING PAVEMENT TO BE MILLED AND RESURFACED." On Sheet C200, Section B-B,
change the depth of the surfacefrom linch to 1.5 inches.

26. Comment on previous review: "Sheet C700 - Please revise note regarding "full depth granular
backfill" to be in accordance with City standard cover and backfill notes. Contact Department of
Engineering for standards." Although there is a statement to the contrary in your response letter,
this has not been addressed. This sheet in the revised plans (July 26,2005) and this sheet in the
previous plans (May 24, 2005) are identicaL
27. Comment on previous review: "Sheets C500-C50 I and C600-C602 - Please delete all "granular
backfill" references. Backfill and cover notes for under pavement within the right-of-way must be to
City standards." Although there is a statement to the contrary in you response letter, this has not
been addressed. These sheets in the revised plans (July 26,2005) and these sheets in the previous
plans (May 24, 2005) are identicaL
Based on additional review, the Department of Engineering provides additional comment:
1. Sheet C402, please change the note: "MILL THE EXISTING EDGE OF PAVEMENT" to
"SAW CUT EXISTING EDGE OF PAVEMENT."

the delay of the review process.

Dear Mr. Robinson:
We have reviewed the construction plans and secondary plat submitted for this project for the June 22,
2005 Technical Advisory Committee meeting and offer the following comments:
GENERALINFO~ATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way, Curbs, Street Signs, Sidewalks - City of Carmel.
. Water - City of Carmel Utilities
. Sanitary Sewers - Clay Township Regional Waste District
. Storm Sewers/Drainage - Hamilton County Surveyor's Office (City of Carmel Review).
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Temporary Construction Entrance (if applicable and iflocated at a location other than planned
permanent entrances)
. Please be advised that any open cuts of dedicated streets will require separate Board of
Public Works and Safety approval.
. Any permanent improvement (including irrigation systems) to be installed within dedicated
right of way or dedicated easements. This approval would require a Consent to Encroach
Agreement between the Owner and the City of Carmel.

A schedule for Board of Public Works and Safety meeting dates and agenda deadlines was
previously sent for your use. Please use the Engineering Department deadlines for submissions to
the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department, Carmel Utilities and Hamilton
County Surveyor's Office issues have been resolved. The design engineer must certify all
drawings submitted for final approval. Because of the dual jurisdiction between the drawings City
of Carmel and the Hamilton County Surveyor, we will require a minimum of eight-sets of for
approval after all issues have been resolved. The drawings will be stamped as approved and will
be signed by the City Engineer and by Carmel Utilities. The eight-sets will then be sent to the

Hamilton County Surveyor's Office for approval and signatures. Three approved sets are to be
returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The
Developer, the Engineer and the Contractor will each receive one-set.
S. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilities/Water Distribution should be provided copies of all drawings and revisions for
review of water issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water
main locations.

BONDING REOUlREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (base, binder and surface). You may bond perimeter street improvements separately.
. Curbs
. Water Mains
. Street Signs
. Sidewalks (builders lot sidewalks, perimeter right of way sidewalks and perimeter right of
way asphalt paths may be bonded separately).
Storm sewer bonding will be under the jurisdiction of the Hamilton County Surveyor's Office.
They also require bonding for Monuments & Markers and Erosion Control. Sanitary sewers are
under the jurisdiction of the Clay Township Regional Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost oflabor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Enl!ineers Estimates for each improvement
includinl! unit costs. Quantities. materials and types of materials. etc. Upon completion and
release of individual Performance Guarantees, a three-year Maintenance Guarantee will be
required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for
Streets and Curbs and 10% of the Performance amount for all other improvements. Performance
Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's
Checks, Certified Checks or Official Checks. Please reference the enclosures for more detailed
explanation of our procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to the start of construction activities. Availability Fees are based
upon total platted acreage for the development at the current rate of$I,010.00 per acre (Water
Availability Fee). Based upon the secondary plat indicated acreage, the following Water
Availability Fees would apply:
20.636 Acres @ $1,01O.00/Acre = $20,842.00
Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees
are paid when the infrastructure has been complete, satisfactory test results obtained and the
subdivision has been released for permits. Water Connection Fees are paid on a per-lot basis.

. If an irrigation system, swimming pool or clubhouse is planned for these, or any future
section of the development, additional Water Connection Fees will be assessed based
upon the recommendation of the Director of Carmel Utilities.
11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted for review to this office. We will share Crossroad's comments as they are received.
COMMENTS - SECONDARY PLAT
12. Please provide monuments at all extemal corners.
COMMENTS-CONSTRUCTION PLANS
13. Sheet C200-C201 - Site Development Plan
. If off-site easements will be necessary to install the utilities, these easements must be secured
prior to the Department ofEngineerlng approving the drawings.
. Please include ADA ramps on development plan.
. Please indicate and label curb return radii at the intersection. The curb return radius should be
a minimum of 20 feet.
. Please indicate and label a width of 30 feet for Lost Creek Lane.
. All lots adjacent to side yard easements shall be wide enough to accommodate the anticipated
house model and any planned driveways such that there is no encroachment in the easements.
. On all appropriate sheets, please revise to better distinguish the sanitary sewer lines from the
water lines. Currently, the symbols for the two utilities are almost identical.
. Assure that the note "THERE ARE TO BE NO WATER Y AL YES OR MANHOLES
WITHIN THE PAVEMENT, CURBS, OR SIDEWALKS" appears on all appropriate sheets.
14. Please indicate widening across the property frontage for 15-foot travel lanes on the property side
of Towne Road. Please add a note to the site plan that all existing pavement shall be saw cut to a
clean edge where new pavement (for widening) is to be installed adjacent to existing pavement.
Any new pavement placed in the Towne Road right-of-way for widening shall meet the following
section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on
7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate
this section with hatching on the plans and appropriate reference in the legend.
15. Please provide a cross-section of Towne road that indicates the widening. Please include the 10-
foot asphalt path in this cross-section.
16. The City typically requires 1" milling with 1.5" HAC. #11 resurfacing for the entire width of the
existing roadway across the property frontage. . The roadway would then also need to be restriped
with thermoplastic striping. Please develop a plan for the restriping. Please add a note to this plan
that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with
hatching on the plans and appropriate reference in the legend.
17. Please contact Crossroad Engineers to obtain a drainage review checklist for consideration in
developing secondary plat and that design effort.
18. Please provide detention volume for the fully developed thoroughfare plan right-of-way for the
Towne Road frontage. This requirement shall apply regardless of watershed limits. Please
provide adequately sized pipes to carry water from the street to the proposed ponds.
19. A three-foot wide #73 stone shoulder at a minimum depth of six inches is required across the
property frontage. Subsurface drain is required beneath the stone shoulder.
20. Please edit or provide a detail which requires the following pavement section for the paving of the
proposed interior public streets: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3
inches HMA #5D base on 7 inches #53 stone. Please add a note that all paving must be completed
in one paving season.
21. Please add an Asphalt Path Detail that requires 1 inch HMA # 11 surface on 2 inches HMA #8
binder on 5 inches #53 stone.
22. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department ofEngineeripg. Please add a note to the drawings that the Contractor shall

contact the Department of Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.
23. Sheet C803, Construction Details - Change note 1 in the Typical Sidewalk Section to "ALL
TRANSVERSE JOINTS SHALL BE TOOLED OR SAW CUT TO A DEPTH OF ~ THE
CONCRETE THICKNESS."
24. Please remove Sheets L-l through L-2 from the sets of plans submitted for Department of
Engineering approval. The Department of Engineering does not approve the landscape plan.
25. Please remove County sign details from Sheet C403.
26. Sheet C700 - Please revise note regarding "full depth granular backfill" to be in accordance with
City standard cover and backfill notes. Contact Department of Engineering for standards.
27. Sheets C500-C50 1 and C600-C602 - Please delete all "granular backfill" references. Backfill and
cover notes for under pavement within the right-of-way must be to City standards.
28. Sheet C200, Site Development Plan - Is a culvert needed under the path to carry small area of
direct runoff south of the pond?
These comments represent the Department of Engineering's initial review of this development. We request
that all responses to our comment be provided in writing. Failure to provide written responses may result
in the delay of the review process.
It is critical that our office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance Guarantees must be posted prior to Engineering Department approval of
construction plans. Also, Board of Public Works and Safety approvals and any other governing agency
approvals (if required) must be obtained prior to Engineering Department approval.
The Department reserves the right to provide additional comments based on subsequent reviews.

3. The proposed project falls in the Elliott Creek and l.W. Brendle Regulated Drain
Watersheds.

6. The HCSO has new standard details for the required castings. The details are
available for download on our website at www.co.bamilton.in.us. go to
Departments. Surveyor, and Documents for Download. The details are CT-l, CT~
2, CT -4, CT -5, CT -6, CT -7, CT -8. and CT -10. These arc our required casting and
any other casting must be approved by this office.
7. Please remove any details on sheet C802 that are not applicable to this project,
mainly the inlet type details.
8. The HCSO would recommend the SSD laterals to each lot to be centered in the
lot. This office would allow the developer or homebuilder some input into this
issue, since they know what will work best for them. The current laterals arc
shown 5 feet from the property line, which. will make it hard to get around utility
pedestals placed on the property line.
9. Please add a column to the gutter spread calculation that show open lane width so
the free lane width can be easily verify. It would be great to see this in all
drainage calculations from your office. Also, make sure the inlet numbers from
the gutter spread calculations and the construction plans match up.
10. The easement in the rear oflots 44 to 47 needs to be a RD.E. instead of a D.E.
11. Please note that further comments may be necessary at a later date.
