Department Report
A. Docket No. 8~02 DP/ADLS; Amli Old Town
Petitioner seeks Development Plan and Architectural Design, Landscaping, lighting, and
Signage Approvals to construct commercial and residential buildings southeast of the
intersection of Main Street and the Manon Trail.
The site is zoned C~ 2/01d Town.
Filed by Jim Thomas for Amli Residential
The petitioner has addressed the Department of Community Services, Technical Advisory Committee,
and Department of Engineering's concerns. Therefore, the Department recommends that the
Development Plan be approved with the following commitment:
The petitioner will commit to eliminating the middle curb cut along 1st Avenue SW ifhe is able to
secure additional parking off site.
The Department further recommends that the Architectural Design, Landscaping, Lighting and Signage
application presented be approved with the understanding that the approval is only for the architectural
portion of the application. Lighting and signage elements have not been presented with this petition and
will require approval by ADLS Amendment before they may be constructed.

Filed by Nick Kestner for Carmel Schwinn.
This petition includes amending signage approvals granted under Docket No. 23~02 ADLS Amend. This
petition involves two additional signs:
1. A wall sign reading "Cycling" and "Fitness" to be located on the east buildingfa~ade. This sign
would be approximately 17 square feet in area (8.5 square feet per word) where a 45 square foot
sign would be permitted by the sign ordinance.
2. A ground sign displaying the logo of the store to be located along the Monon Trail. This sign is 5'
in height and 4.4 square feet in area where 6' in height and 45 square feet would be permitted.
It has been suggested that the wall signs should be illuminated from the ground. Because these signs would
be 25 feet in height, it would be difficult to light them from the ground without causing uncomfortably
bright light to shine on those utilizing the plaza area immediately east of the building. In addition, lights
are affixed to the building below the proposed sign location that provide illumination to that fa~ade. If
the intent of the lighting is to illuminate the Rotary Plaza area to prevent vandalism and enhance safety,
installing some lower ground lighting or post lights along the trail might be a more appropriate solution.
The Department recommends that the signage be approved as presented.
C. Docket No. 121,02 ADLS Amend; Shapiro's Delicatessen
Petitioner seeks Architectural Design, Lighting, Landscaping Cst Signage Approval to
erect a wind sculpture, bicycle rack, and fencing at Shapiro's Delicatessen. The site is
located northwest of the intersection of Range Line Road and Gradle Drive.
The site is zoned C,l/City Center.
Filed by Brian Shapiro for Shapiro's Delicatessen.
This petition involves the approval of three additional elements not previously approved under 157 ~02
DP/ADLS:
1. Bicycle Rack: This includes a bicycle rack, similar in design to that used at Carmel City Hall,
to be located at the northwest corner of the building.
2. Fencing: This includes a 6' 6" wood fence to be painted to match the principle building. This fence
meets the height requirements of the C~ I/City Center district.
3. Wind Sculpture: The wind sculpture includes 3 elements ranging in height from 13' 5" to 17'. The
wind sculpture is made of weathered copper and will be located southeast of the building. Low
voltage accent fixtures, as shown in the project packet, will illuminate the sculpture.
The Department recommends approval of the bicycle rack, fencing, and wind sculpture.
