Docket No. 105-02 PP Amend; Shelborne Park (primary Plat Amendment) The applicant seeks amended Primary Plat approval to plat a 57-lot subdivision on 42.189:1: acres. The site is located on the north side of West 131 st Street approximately one-quarter mile east of Shelborne Road. The site is zoned S-l/Residential. Filed by Dennis Olmstead of Stoeppelwerth & Associates, Inc. for Roger L. Kessler. The applicant is proposing changes to the Primary Plat approved in January of this year for Shelboume Park. The need for the request is due to three items. The addition of four lots, the addition ofreal estate at the south end to the plat, and the elimination of a stub street to the western property line. The proposed changes within the Plat Amendment appear to conform to the Subdivision Control Ordinance. The primary need for the request is due to two items. One is the consolidation ofthe detention ponds between the Sedgwick Subdivision and Shelboume Park at the south end along 131 st Street. The desire is to keep the pond under single ownership for maintenance purposes. The other modification results from a plan by the City of Carmel to use the adj acent property to the west for public services. The plan contemplated by the City does not result in a connection to the stub. The Department recommends favorable consideration. The Department further recommends based on the limited nature of requested changes that this item be approved, at the conclusion of the Public Hearing as opposed to being sent to the Subdivision Committee for further discussion. Note: Taking final action on this item this evening will require a vote to waive the Commission's Rules of Procedure that would otherwise direct the item to the Subdivision Committee. Additional Note: Written findings are required for action on the Primary Plat Amendment. The applicant should provide this at the meeting.
