2i. Docket No. 105-02 PP Amend; Shelborne Park (primary Plat Amendment)
The applicant seeks amended Primary Plat approval to plat a 57-lot subdivision on
42.189::1: acres. The site is located on the north side of West 13lst Street approximately
one-quarter mile east of Shelborne Road. The site is zoned S-l/Residential.
Filed by Dennis Olmstead of Stoeppelwerth & Associates, Inc. for Roger L. Kessler.
The applicant is proposing changes to the Primary Plat approved in January of this year for
Shelboume Park. The need for the request is due to three items. The addition of four lots, the
addition of real estate at the south end to the plat, and the elimination of a stub street to the
western property line.
The Subdivision committee met September 3rd to discuss this request. They voted 5-0 to
forward the item back to the full Plan Commission with a favorable recommendation subject to
the applicant providing a revised landscape layout for the common area to the north end of the
loop street (see attached).
The Department recommends that this item be approved, as amended and based on the
recommendation of the Subdivision Committee.
Note: Written findings are required for action on the Primary Plat Amendment. The applicant
should provide this at the meeting.
Background Information:
The proposed changes within the Plat Amendment appear to conform to the Subdivision Control
Ordinance. The primary need for the request is due to two items. One is the consolidation of the
detention ponds between the Sedgwick Subdivision and Shelboume Park at the south end along
131 st Street. The desire is to keep the pond under single ownership for maintenance purposes.
The other modification results from a plan by the City of Carmel to use the adjacent property to
the west for public services. The plan contemplated by the City does not result in a connection to
the stub.
