Re: October 15th Plan Commission Committee meetings - Updates
The Department is requesting that the following two items be withdrawn. These items
were continued at both the August and September Commission meetings.
In addition the Commission may recall that there were concerns raised regarding the term
"blighted" as it was contained within a resolution by the Carmel Redevelopment
- Commission (CRC). Please see the attached page regarding action taken on September 24,
2002 by the CRC rescinding that resolution:
1h. Docket No. 96-02 Z; Mohawk Place Rezone
Petitioner seeks a favorable recommendation of a rezone from 1-1lIndustrial to C-
1/City Center on 9.17 I acres. The site is located northwest ofthe intersection of
City Center Drive and Range Line Road. The site is zoned 1-1lIndustrial.
Filed by the Department of Community Services for the Carmel Redevelopment
Commission.
2h. Docket No. 99-02 Z; Southeast Old Town Rezone
Petitioner seeks a favorable recommendation of a rezone from B-1/Business, B-
2/Business, and R-2/Residential to C-2/0Id Town. The site is located southeast of
the intersection of Main Street and Range Line Road. The site is zoned B-
1/Business, B-2/Business, and R-2/Residential.
Filed by the Department of Community Services for the Carmel Redevelopment
Commission.

This petition involves the rezoning of property from B-2/Business, B-l/Business, and R-
2/Residential to C-2/0ld Town. This rezone is requested by the Carmel Redevelopment
Commission (see Attached CRC Resolution) in an effort to aid in the redevelopment of this
property.

AN ORDINANCE OF THE COMMON COUNCIL OF THE
CITY OF CARMEL, INDIANA
REZONING DISTRICT CLASSIFICATION
Rezoning Lots 5 and 6 of the Town of Bethlehem, Lots 23,24,29, and 30 of Warren & Phelps
Addition, and Lots 1 and 2 of Bales & Davis Additionfrom B-lIBusiness, B-2/Business, and R-
2/Residential and within the Old Town Overlay Zone to C-2/0Id Town.
WHEREAS, the Carmel/Clay Plan Commission has favorably recommended the rezoning of
the real property, the legal description of which is attached hereto as Exhibit A.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel,
Indiana, as follows:
Section I:
That the Official Zoning Map accompanying and made part of the Zoning Ordinance is hereby
changed to designate the real property from the B-l/Business district, B-2/Business district and R-
2/Residential district and within the Old Town Overlay Zone to the C-2/0Id Town district.
Section II:
All prior Ordinances or parts thereof inconsistent with any provision of this Ordinance are hereby
repealed.
Section III:
This Ordinance shall be in full force and effect from and after its passage and signing by the Mayor.

City of Carmel Redevelopment Commission
Resolution No. 5~ 2002
WHEREAS, the City of Carmel Redevelopment Commission ("CRe") is promoting and
facilitating redevelopment of the City Center Project Site as a city center that will provide a
balanced mixture of retail and restaurant facilities, a corporate office campus, single~family
residences, and multi~family residential facilities (the "City Center Project");
WHEREAS, CRC is promoting and facilitating redevelopment of the Old Town Project
Site as a complex of mixed use residential and retail buildings with on~site parking (the "Old
Town Project")
WHEREAS, there remain blighted areas (the "Blighted Areas") that are located: (a)
north of the City Center Project site, particularly depicted on Exhibit A; and (b) east of Range
line Road, particularly depicted on Exhibit B (the "Affected Areas");
WHEREAS, the members of the CRC have determined that it is in the best interests of
the City of Carmel, Indiana (the "City"), the Old Town Project, and the City Center Project to
address the Affected Areas by promoting and facilitating redevelopment of Blighted Areas within
the Affected Areas to provide continuity between the Old Town Project and the City Center
Project;
WHEREAS, the CRC desires to: ( a) specifically identify the Blighted Areas; and (b) take
such action as is necessary and in the best interests of the City, the Old Town Project, and the
City Center Project to promote and facilitate redevelopment of those Blighted Areas;
NOW, THEREFORE, BE IT RESOLVED THAT:
CRC (a) shall take such action as is necessary to identify and designate the Blighted
Areas; and (b) requests that the Carmel/Clay Plan Commission support the rezoning of the
Affected Areas (as shown on Exhibits A and B) to C~l/City Center and C~2/0Id Town by
forwarding a favorable recommendation to the Carmel City Council on these matters.
Passed by the Redevelopment Commission of the City of Carmel, Indiana, this .6ay of July,
2002, by a vote of L ayes and 2- nays.
