This item does not need to be on any meeting agenda of the Technical Advisory Committee (TAC). 2. All Mailed, Posted, and Published Public Notice needs to occur by Fri., October 18 (but may occur earlier). Due to the site’s area zip code, the published notice (legal ad) is required within The Current in Carmel*; Use the template provided on page 6 of the attachment. Please contact them at least 14 days prior to that (by Noon, Fri., Oct. 4) in order for them to publish it on time (317-489-4444 or legals@youarecurrent.com). The mailing of letters to adjoining property owners & placement of public hearing sign on the subject property is also required by the BZA Rules of Procedure, Article VI, Section 6 (see Handout/Application and see Calendar). Make sure the public notice meeting time in the newspaper, on the sign, and in letters to neighbors reads 5:15 PM nd and that the location on the legal ad and mailings read: Carmel City Hall, 2 Floor Council Chambers Room, 1 Civic 1 Sq, Carmel, IN 46032. The location on the sign can just read Carmel City Hall. (Please refer to the Handout for a template of wording to use for the legal ad and the mailings, as well for the Public Hearing Sign specs.) 3. The Filing Fee, as well as a digital copy of the BZA Info Packet, must be delivered to BZA Meeting Coordinator Bric Butler no later than Noon, Fri., October 18. A check can be mailed or hand-delivered to Bric, (please make check out to City of Carmel) or the fee can be paid online here via credit card (with a small processing fee). Failure to submit the Fee and Informational Packets by this time will result in the automatic tabling of the petition. Please include the following in your BZA Info Packet: a) Short memo/letter introducing the project b) Statement of Variance request (short paragraph explaining what you are asking for) c) Statement of Support (short paragraph explaining reasons supporting the requests, including analysis and comparison of what is allowed vs. what is proposed) d) Location Map e) Reductions of all plans (site plan, aerial photo of site, renderings, architectural elevations, sign design, landscape plan, etc. on 8.5”x11” or 11”x17” size). f) Page 8 of handout/application – Findings of Fact sheets (question sheet filled out for each variance request, statements completed) g) Any other pertinent information for the Board to explain this request (such as neighbor letters/emails of support, photos of site, HOA approval if applicable, etc.). 4. The Proof of Notice needs to be received by this Dept. no later than Noon, Wed., October 23. Failure to submit Proof of Notice by this time will result in the tabling of the petition. 5. This item will appear on the Monday, October 28 meeting agenda of the Board of Zoning Appeals Hearing Officer, under Public Hearings, at 5:15 PM. (This will be an in-person meeting.) 6. Either the Petitioner or someone representing the Petitioner must attend the meeting to present the item to be heard. If no one appears, it will be tabled. 7. Please refer to your Handout’s instruction sheet for more detail. Preliminary Review Comments - Petitioner, please respond in writing to the following by Noon, Friday, October 18: a) Please make checks payable to City of Carmel if you are paying via check. b) Provide a copy of the Official List of Adjacent Property Owners from the Hamilton County Auditor’s Office. (Make sure to check ‘Carmel BZA’ on their form.) c) *The Current in Carmel only prints on Tuesdays, and their filing deadline is usually 14 days prior to their printing date. Please submit your Microsoft Word file of the legal ad to them before Noon, Fri., October 4 so that it prints on time. Their contact info is 317-489-4444 or legals@youarecurrent.com. (Please refer to the Handout for a template of wording to use for the legal ad and the mailings – the Notice of Public Hearing.) d) The mailings/notices to the adjacent property owners should be done by first class mail with Certificate of Mailing (not Certified Mail). (Please provide us with the stamped receipts of the certificate of mailings for the file on or before Noon, Wed., October 23.) e) Please provide the filled out & notarized Placement of Public Notice Sign Placement Affidavit form (found in Handout) once the sign is placed. f) Please provide the filled out & notarized Petitioner’s Affidavit of Notice of Public Hearing form (found in Handout). g) Please provide the filled out Notice of the Public Hearing form/template (found in Handout). h) Please provide proof of notice, such as Publisher’s Affidavit from the newspaper, once you receive them. i) Please make sure to list out your practical difficulties and hardships associated with having to comply with the zoning ordinance. j) Additional review comments (if any) will be issued through ProjectDox, our online electronic plan review software. 2 If you have any questions, please contact me, or Bric Butler (BZA Meeting Coordinator), or Joe Shestak (Planning Administrator).
