Dear Jon:
We have received and reviewed your letter dated October 1, 2002 on the above reverenced job
and having the following comments.
1. I have talked to David Warshaure and Valenti-Held and we have determined the cost of the road
improvement commitment to 131 st Street to be around $12500.00. David said that he had
given you a formal letter on this issue but if you need more information please him know.
2. A copy of the 4 requested agencies final review letters are enclosed.
3. A key map has been added.
4. We have revised the legend and also shown all the correct monumentation.
5. The source oftitle has been added to sheet 1.
6. We have removed the common lot address.
7. We have added the numbers requested to sheet 1.
8. We have renamed the setback line to read "building setback line".
9. We have the signatures requested.
10. Added note of Owner/Subdivdor.
11. Added note of Surveyor.
12. Added the bottom, normal and 1 OO-year pool elevations.

Dear Mr. Ferrell:
This letter is in response to your Secondary Plat filing for Sedgwick Subdivision. I have attached
a copy of a previously recorded plat as an example of what our department requires on the
secondary plat. Please allow this document serve as a guide to finalizing your plat.
The following comments need to be addressed and plat updated accordingly:
1. Provide an estimate of construction cost of Road Improvements per the Commitment.
We will evaluate the estimate and detennine the appropriate action in receiving the
improvements per the commitment.
2. Forward a copy of the final review letters from.the following agencies:
a. Hamilton County Highway
b. Hamilton County Surveyor
c. Soil and Water ConselVation District
d. Scott Brewer, DOCS Urban Forester
3. Add a key map to page 1.
4. Revise Legend and add to each sheet where appropriate: The monuments and
markers should be as required under Section 8.2 of the seo.
a. Add concrete monuments at all comers that fonn the boundary of the plat, as
required under seo 8.2.1.
b. Add monuments at the beginning and ending of all curves along street centerlines,
as required under SCO 8.2.2.
c. Add monuments at the comers of all lots.
S. Add a source oftitle instrument number to sheet 1.
6. Remove common lot address from Legend.

This letter serves to acknowledge receipt of a transmittal received 5/02102 containing the revised
plans for the above-mentioned project. After reviewing the plans the Highway Department has the
following comments:
1. The Application for Project Review has not been received. Approval for this project will not
be issued until the fees have been received.
2. A variance will be needed from the Hamilton County Board of Commissioners for the reduced
centerline radius. Notice will need to be sent to the Board of Commissioners asking for the
variance, please copy the Highway Department on the request. You will need to contact the
Hamilton County Auditor's Office to request your placement on the agenda for the next Board
of Commissioners meeting.

The technical review and comments are intended to evaluate the completeness of the erosion and sediment control plan for the
project. The erosion and sediment control plan submitted was not reviewed for the adequacy of the engineering design. All
practices included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility by a
qualified individual with structural practices designed by a qualified engineer. The plan has not been reviewedfor local, state,
or federal permits that may be required to proceed with this project. Additional information, including design calculations may
be requested to further evaluate the erosion and sediment control plan.
The erosion and sediment control plan has been reviewed and it has been determined that the plan:
X Satisfies the minimum requirements and intent of 3271AC 15-5 (Rule 5). Notification will be forwarded to the
Indiana Department of Environmental Management.
Proper implementation of the erosion and sediment control plan and inspections of the construction site by the developer or a
representative are necessary to minimize off-site sedimentation. The developer should be aware that unforeseen construction
activities and weather conditions may effect the performance of a practice or the erosion and sediment control plan. The plan
must be ajIexible document, with provisions to modifY or substitute practices as necessary.

21. All sanitary and storm sewer that enter into the right of way must have full depth
granular backfill from right of way line to right of way line. The sanitary run from
Structure 12 -18 will also require the backfill or relocate Structure 12 to the south to
avoid the right of way conflict.

criteria, standards, and specifications outlined in the "Indiana Handbook for Erosion Control in Developing Areas" from the
Indiana Department of Natural Resources, Division of Soil Conservation or similar Guidance Documents.
Comments:
4A/4C. The majority of this site currently drains offsite at lot 27. To prevent offsite discharge of sediment
laden storm water, it is suggested that a diversion swale be cut across lot 27 directing the storm water into
the detention basin. The construction sequence needs to identify the southern lake to be constructed first. In
addition a plan is needed for the excavation of the southern lake in common area D that will minimize
pollution of the existing pond if it is already completed and holding water.

Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the July 17 TAC meeting. Please feel free to copy and distribute this email or

Sedgwick Subdivision (Secondary Plat & Construction Plans)
The plans received by the District do not show the most recent version of the
specifications. Final revisions will be required. Building permits should NOT be issued
unless the District has issued connection permits.
Lakeside Park Subdivision (Primary Plat)
The District has not received any plans for this proposal. Building permits should NOT be
issued unless the District has issued connection permits.
Shelbourne Greene, Section 8, Plat Vacation
The District has no comments on the re-plat unless it effects the sanitary sewers in
development.
Lakes at Hayden Run, Section 1, Block A (Special Use)
The plans received by the District do not show a sanitary sewer connection or contain the
District's Sanitary Sewer Specifications. Revised plans need to be submitted showing a
sanitary connection and the District's specifications. Building permits should NOT be
issued unless the District has issued connection permits.

This letter serves to acknowledge receipt of a transmittal received 6124/02 containing the
plans for the above-mentioned project. After reviewing the plans the Highway
Department has the following comments:
1. An AppllcaUon for Project Review needs to be completed and the appropriate
review fees for a Secondary Plat and Construction Plan paid, before any approvals
will be granted from this office. I have enclosed a blank form for your use.
2. The westbound lane of 13181 Street will need to be widened 3 feet across the
frontage of the property. This includes acquiring additional right of way from the
Goold property to install the widening across their frontage. The widening will consist
of a 14" stone base, 5" HAC binder and 1" HAC surface, plus a 3' stone shoulder. I
have received the faxed copy of the letter sent to Mr. Goold, please keep me
informed of the status.
3. The plat should read Hamilton County, not Hancock County.
4. Please note that decorative signs, sprinkler systems, trees, landscaping mounds,
light poles or other such amenities are not permitted in the right of way. Include the
note on the secondary plat and construction plans
5. Please use dimension lines to show the right of way on the plat.
6. The centertlne radius for Oonlegal Circle does not meet the HCHD minimum of 150'.
If the street is to remain as shown, a variance will be needed from the standard. The
variance should be obtained from the Hamilton County Board of Commissioners.
7. Before any approvals are granted for the Secondary Plat, an Engineers Estimate
broken Into the following categories will need to be SUbmitted, along with a
Performance Bond or Letter of Credit in the amount of 100% of the estimate:
* Stone Base
* HAC Binder

'* Concrete Curbs
'* Street Name and Regulatory Signs
8. A 2' non-access easement is needed along 131'1 Street.

9. The path along the north side of Lincolnshire Bloulevard will not be permitted to
meander as It is shown on the plans. Please show the path In a straight line.
10. Please Include a sheet showing the widening and stone shoulders across the front of
the Goold property as well as the portion of 131sl Street that is fronted by the
Sedgewick parcel. The pavement of 131$1 Street will need to be milled at the east
end of the Gould property as well as the west end of the Sedgwick parcel and the
road resurfaced with 1" of HAC surface. All pavement markings will need to be
replace with thermoplastic markings.
11. Please Include a Landscaping Plan with the revisions.
12. Please Include the following note on all sanitary sewer plan sheets: All sanitary
sewer laterals that cross the street must be backfilled with full depth granular backfill.
13. The median on Lincolnshire Boulevard should be wide enough to permit a maximum
of 16' from back of curb to back of curb.
14. Please note on the water distribution sheets that no water valves will be permitted
between the curbs.
15. Please Include the 25-MPH design speed on the cover sheet
16. Please Include the subsurface drain in the street cross section and the development
plans.
17. Wentworth COurt must be minimum of 28' from back of curb to back of curb.
18. Please label and dimension the right 01 way and street widths on the construction
plans.
19. A Testing and Inspection Agreement will be needed for this project. The necessary
documents will be forwarded to the Developer. Please note that no construction may
begin on the site until the construction plans have been approved and the Testing
and Inspection Agreement executed.
20. Additional comments may be necessary after the revisions have been made.

Dear Mr. Warshauer:
After our phone conversation today, I reviewed the entrance and common area
landscape plans for Plan Commission submission. My comments on the
subdivision are as follows:
1. An engineered site plan showing all required and proposed landscaping
needs to be submitted. This plan must include perimeter bufferyard
requirements found in Chapter 26.4 of the 'Carmel/Clay Zoning Ordinance.
A table should be included that shows required plant totals and totals
provided on the proposed plan. A designated landscaping easement
should be established for these plantings to avoid conflict with drainage
and utility easements.
2. These plans must include a plant schedule with totals, and planting notes
and graphic planting details.
3. Landscaping in the medians on Lincolnshire Boulevard should include
shade trees, low-growing shrubs and plants and ground covers. Turf
should be eliminated if possible to avoid the need to mow weekly.
4. Species comments: Two-needle pines such as Austrian Pine (Pinus
nigra) should be avoided because of long-term health and pest concems.
Spruce (Picea) species, deciduous evergreens such as Dawn Redwood
(Metasequoia glyptosfroboides), or Fir' (Abies) Species are much better
alternatives.
Crabapple species should be chosen from the Indiana Urban Forest
Council's recommended list (see attached). 'Floribunda' variety is
acceptable; 'Profusion' and 'Snowdrift' are not.

Cross-pollination between ornamental pear species of the "callery" family
is becoming an invasive problem. Please choose an alternative
ornamental tree species. Such species could include Yellowwood
(Cladrastis kentukea), Hornbeam (Carpinus), Hop Hornbeam (Ostrya
virginiana), Tri-color Beech (Fagus sylvatica 'Purpurea Tri-color'. Pagoda
Dogwood (Comus altemifolia), or Redbud (Cereis canadensis).

plagued with disease. like apple scab and also be defoliated by Japanese beetles. But by choosing your crabapple cultivars wisely,
you can be assured of healthy trees.
A 1997 publication of Purdue Cooperative Extension by Cliff Sador. Department of Entomology and Paul pecknOld, Department
of Botany and Plant Pathology oullined crabapples resistant to apple scab and lapanese beetles in Indiana and also those species
, not rec~mmended. Note that some of the popular street tree species like Snowclrift crabapple are on the latter list.
Keep in mind, also. that cl'i1bapples came in all shapes Bnd sizes. They ara ideal under power lines and in narrow grow spaces.
When choosing B crabapple species, use the list below to assure plant health and note the eventual width of the tree you plant. If
yo~ keep in mind requirements for sidewalk and street cleal'lllces, 8 proper selec,tion can minimize pruning needs. And don't'
forget to request "tree form" when ordering if you want a single stem tree that is ~Iready pruned.
