Several BZA variance approvals will be needed, for: increased lot cover
percentage, no shade trees in the Monon Green Blvd. right of way, and
reduction of street typologies and streetscape facilities for Veterans Way
(that are required for Transportation Plan Compliance).

Thank you for planting shade trees in the Monon Green
Blvd. right of way, to remove the need for that one
variance. Per the City’s Urban Forester, ginkgo trees are
fine to plant along Monon Green Blvd.; however, they
are not native. Instead, he recommends red oak,
hackberry, or hybrid elm for native trees in that area.
Please consider changing out the tree species for that
area.

Per the parking garage plans, the elevation of the ponding is 837.97, which is
above the FFE for the adjacent condos. The FFE will need to be raised above
the ponding in this area.

flood routing point the grade continues to drop as it

way. The condos on the north side are not at risk of

Is it possible to tie the downspouts into the Veteran's
Way storm system rather than discharging onto the
parking garage deck? We are concerned that
discharging onto the deck as proposed will result in icy
conditions when it get colder as well as exceed the
capacity of the existing infrastructure. Also, if the
drainage is currently directed to the sanitary sewer,
Carmel Utilities may have a concern with accepting the
additional water during rain events.

Were any colors besides gray looked at for siding or trim colors? Along with
the gray roof, it just seems like A LOT of gray. Especially on the back facade
over the parking garage. A different trim color or accent color could
complement the overall design nicely.

The s shingle selection has been revised to compliment
the cladding materials. Through discussions with the

Spandrel areas have been added between the Third and
Fourth FL windows to help break up the walls.

It is the designer's opinion that providing a more
uniform appearance on the gables helps compliment
the rest of the materials and focuses attention to other
features like the brick corbeling, projecting balconies,
etc.

I am torn about having the header go over all three windows on the first
floor. Should it have some kind of different brick detailing between the
windows or a continued "sill"? Or maybe some extra framing on the side?

Bike rack proximity to trash room
The bike racks here are unprotected from the garage door entrance to the
trash room. What kind of trash bins will be used? Is it individual totes? Or a
larger commercial size? Some bollards may be beneficial if the bike racks
remain in this location.

Bike installation specs
Please ensure that the bike racks will be installed according to the city's bike
rack installation standards. Racks are to be installed a minimum of 24" from
any obstructions with a minimum of 30" of space between each rack. Refer
to section 5.29 of the city's UDO for more information/details on the city's

stormwater management permit, the following items will need to be
submitted: 1. A signed and recorded O&M manual 2. A stormwater
engineers estimate breaking down the cost of all temporary and permanent
stormwater control measures 3. A non-expiring stormwater performance
bond for 100% the approved estimate (once approved) 4. A right-of-way
permit and $5,000 license and permit bond (this can be applied for here:

Civil & Environment Consultants, Inc., on the behalf of the Carmel Civic Square Condos
development, respectfully request the following to be presented to the Board of Public Works for
the 0.49 acre project located at 50 Red Truck Road.
1. Request waiver for the requirement of the Minimum Flood Protection Grade/Minimum
Lowest Adjacent Grade of all structures fronting a pond or open ditch shall be no less
than 1-foot above any adjacent local flood route. (STSM 303.07)
The reason for the waiver is due to the existing grades. The existing project site has
significant from east to west. The condo finish floor elevation (FFE) is bound by the FFE
of the garage to the east and the table top roadway crossing in Veterans Way to the west.
The FFE is at least 6 inches above the local flood route and there is positive drainage away
from the site towards Rangeline road. We are confident that the proposed design will not
be adversely impacted by this waiver.
At this time, we ask to be placed on the agenda for the next available Board of Public Works
