Engineering Services Fee Proposal
Dear Matt:
Based on our conversations with youand your department, our current knowledge of the project
areas, and communications with various other involved entities, we have prepared this fee
proposal for your review. This proposal is intended to include all design elements required for
rdthereconstructionoftheexistingPalladiumandTarkingtondriveapproachesoff3Avenue.
Please refer to the attached Project Limits Exhibit ). The proposed work will be
consistent with what was preliminary scoped in our previously completed cost estimates dated
June 28, 2024. It isalso understood that the City would like to select all of the alternatives that
were included in the cost estimates. This includes the removal and replacement of the existing
Palladium drive approach, decorative paver crosswalk and bus parking area. This also includes
the existing Tarkington Parking Garage drive approach, decorative crosswalk and approach to the
parking garage.
It is understood that this project will be locally funded through the City of Carmel Street
Department.
Following is a Scope of Professional Services and Proposed Fees for your review. We would like

PALLADIUM AND TARKINGTON DRIVE RECONSTRUCTION

SCOPE OFPROFESSIONAL SERVICES
1. Design and Construction Drawings
Design and construction plans for the project will be prepared in accordance with the City
and using INDOT, PROWAG and ADA
standards and guidelines where applicable. CrossRoad Engineers will submit plans to the
City of Carmel Street Department andEngineering Department for review at the following
milestone:
Preliminary Design (Approximately 50% complete)
Final Check Plans (Approximately 90% complete)
It is expected that the construction plans for this project will include all necessary plan
sheets to detail the drive and parking lot reconstruction and drainage improvements,
including but not limited to, Topographical Survey and Demolition Plan, Site Dimension
Plan, Detailed Grading Plans, Maintenance of Traffic and Construction Phasing Plans,
Erosion Control sheets, Miscellaneous Details; however, this phase WILL NOT include any
landscaping design or lighting design.
Holding a public information meeting for the project isnot included in this scope.
It is anticipated that during design we will coordinate with the City of Carmel Engineering
Department, Information and Communications Systems Department, and
Redevelopment Commission as necessary. It is anticipated that we will also share
information with a designated point of contact with both the Palladium and Tarkington
developments as plans are developed.
It is anticipated that the necessary Topographic Survey work is being completed hourly
outside the scope of this proposal.
2. Utility Coordination
Coordination with representatives from each of the utility companies having facilities
within the project areas will be included in this task. CrossRoad Engineers will
communicate any relocation of facilities that may be needed and then review the
relocation plans that the utility companies prepare. We will review any reimbursable
claims by the utility companies and coordinate as necessary. This task does not include

work will be in general accordance with INDOT policy and procedures currently in effect.
However, this scope only addresses utility coordination through the design process.
Utility coordination services during the construction phase canbe provided as needed on
an hourly basis.
3. Permitting and Bidding Phase

agendas and minutes for the pre-bid, bid opening and the pre-construction meetings.
It is assumed that the project limits will notrequire the disturbance of more than one acre
of land. Therefore, it assumed that an IDEM CSGP permit will not be required. Therefore,
it is assumed that no SWPPP Plans will be prepared for the project, and no reviews
through the Hamilton County Soils and Water Conservation District will be coordinated.
However, we will coordinate with the Carmel Engineering Department for any R/W
permits or other requirements that need to be resolved.
4. As-Built Survey and Plans
Following the completion of the improvements, CRE shall perfom the survey field work
and office work necessary to prepare a set of as-built plans as required by the City of
Carmel Engineering Department and necessary utilities for improvements constructed
as part of the documents prepared within this scope of services.
5. Construction Inspection
During the construction of the project, CrossRoad Engineers will provide full-time
construction inspection services. It is anticipated that the project will be bid at the end
of 2024, and will have a construction duration of approximately 2months (8 weeks) that
is anticipated to begin April 2025 and finish by June 2025.
Following theCitys will
attend and prepare an agenda and minutes for a pre-construction meeting with the
selected contractor. CrossRoad Engineers will then perform Construction Inspection
services through the construction of the project. These construction inspection efforts
would include progress meetings and associated meeting agendas and minutes; review
shop drawings/material certifications from the contractor; and daily site inspections to
verify conformance. During the construction of the project, we have budgeted an average
of the following hours per week for daily inspection services (based on an estimated
construction duration of 8weeks):

Project Inspector: 40 hrs. per week @ 8 weeks = 320 hours
Senior Resident Project Representative: 8hrs. per week @ 8 weeks = 60hours
Senior Project Manager: 2 hrs. per week @ 8 weeks = 16 hours
Project Engineer: 2 hrs. per week @ 8 weeks = 16 hours
Construction Inspection services will be provided on an hourly basis, at the rates included
