The developer should be aware that unforeseen construction activities and weather conditions may effect the performance of a practice or the erosion and sediment control plan. After reviewing the plans, the Highway Department has the following comments: 1. On the secondary plat, the 2' non-access easement must extend across the sign easement area near the entrance and across the frontage of Lot 12. A break in the easement should be left for the existing drive cut on Lot 12. 2. The median cut that exists in front of the existing home (Lot 12) will not be required to be closed at this time. 3. An Application for Project Review needs to be completed and the appropriate review fees for a Primary Plat, Secondary Plat and Construction Plans paid, before any approvals will be granted from this office. Please label the curb radius at the entrance: per our previous discussions a 40' curb return radius is required at the entrance. 5. Please note on the Landscaping Plan that decorative signs, sprinkler systems, trees, landscaping mounds, light poles or other such amenities are not pennitted in the right of way. 6. A plan and profile is needed for the stonn sewer under Taylor Trace Drive, near the entrance. What purpose does this pipe serve? All stonn water should be contained on site. Please verify that water will not pond on the eastlwest side of Taylor Trace Drive. 7. The following note should be included and shown on the entrance plan: All pavement along the section of curb to be removed shall be sawcut along the curb. Sawcuts are also required for the curb section to be removed. 8. Concrete ADA ramps will be required at Taylor Trace Drive, along 146th Street. 9. Show full depth granular backfill between stonn structures 702-705, within the right of way. 10. On the revised plans you list: 56 Shade trees, 17 Ornamental trees and 187 shrubs Prior plan listed : 17 Shade trees, 18 Ornamental trees and 127 shrubs Ordinance requires : 58 Shade trees, 39 Ornamental trees and 175 shrubs still needed : 2 Shade trees, 22 Ornamental trees and 0 shrubs 2. The preservation of the existing trees can account for most of the trees still needed, but a tree preservation plan must be submitted that includes graphic details and positions of tree preservation structures (fences, etc) on the plans, and a written preservation plan that includes construction and post-construction maintenance. The area south of the Common Area A will present difficulties for tree preservation because of dentention pond grading and spillway construction. 3. As noted in my letter dated August 5, an Open Space Plan and Schedule is required for this subdivision. To my knowledge, they have not been submitted yet. In regard to the right of way issues that affect the existing home on the site: adjustments to the right of way will need to be made. The right of way should be located 10' from each face of the home that intrude into the right of way. A note will also be needed on the plat stating that the additional right of way will be dedicated at such a time that the home is destroyed or the right of way is needed for additional road improvements. 2. The large pine trees located east of the entrance will be permitted to remain. However, any trees near the entrance that affect site distance will need to be removed and all branches within 8' of the curb must be trimmed back. I have attached a copy of the Primary Plat showing the area along 146th Street. I have marked up the areas discussed in the 2 items listed above. It is my understanding that an Open Space Plan and Schedule is also required for this subdivision, those requirements can be found in Chapter 7 of the Carmel Clay Land Use Regulations. My comments are as follows: 1. The required amount of bufferyard plantings is not shown on the plan. Those requirements can be found in Chapter 26.4, Table for Bufferyard Determination. The dimensions of this property call for 58 shade trees, 39 ornamental trees, and 175 shrubs (or 58 evergreens) as perimeter buffering plantings. The plans only show a total of 17 shade trees, 18 ornamentals, and 127 shrubs. Two more species of shade trees and one more species of ornamental trees should be added. If existing vegetation is to be left in place to meet these requirements, it must be shown as existing on the plans, and a plan detailing the preservation features found in Chapter 7 must be submitted. 2. Common Area "A" (the storm water detention pond) can serve as open space to the percentage of the perimeter not bordered by lots. It must also be landscaped to qualify as open space (Chapter 7). 3. Availability Fees are based upon total platted acreage for the development at the rate of $1,010.00 per acre for Water Availability and $1,365.00 per acre for Sanitary Sewer Availability. Connection Fees are $1,310.00 per single-family residence and $795.00 per single- family residence. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for permits. Connection Fees are paid on a lot-to-lot basis. PROJECT COMMENTS 11.
