This evaluation is intended to assess the level of compliance with 327 lAC 15-5 (Rule 5). It is also intended to identifY areas
where additional measures may be required to control erosion and sedimentation. All practices recommended in this report

I have reviewed the revised plans submitted today to this office for this project and have the following

This letter serves to aCKnowledge receipt 01 a transmittal received 9/23/02 containing the plans
for the above-mentioned project. After reviewing the plans, the Highway Department has the
following comments (I have maintained the numbering from the September 12 letter):

3. An Application for Project Review needs to be completed and the appropriate review
fees for a Primary Plat, Secondary Plat and Construction Plans paid, before any
approvals wfll be granted from this office. An application for the primary plat was
submitted, but fees were withheld due to the annexation Issues. Since this project will be
constructed under Hamilton County Highway Department standards. all fees must be
paid. All fees must be paid before the construction plans will be approved.

The technical review and comments are intended to evaluate the completeness of the erosion and sediment control plan for the
project. The erosion and sediment control plan submitted was not reviewedfor the adequacy of the engineering design. All
practices included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility by a
qualified individual with structural practices designed by a qualified engineer. The plan has not been reviewedfor local, state,
or federal permits that may be required to proceed with this project. Additional information, including design calculations may
be requested to further evaluate the erosion and sediment control plan.
The erosion and sediment control plan has been reviewed and it has been determined that the plan:

Proper implementation of the erosion and sediment control plan and inspections of the construction site by the developer or a

must be aflexible document, with provisions to modify or substitute practices as necessary.

Dear Mr. Barnes:
This letter serves to acknowledge receipt of a transmittal received 9/12/02 containing the plans
for the above-mentioned project. After reviewing the plans, the Highway Department has the
following comments:
1. On the secondary plat, the 2' non-access easement must extend across the sign
easement area near the entrance and across the frontage of Lot 12. A break in the
easement should be left for the existing drive cut on Lot 12.
2. The median cut that exists in front of the existing home (Lot 12) will not be required to be
closed at this time.
3. An Application for Project Review needs to be completed and the appropriate review
fees for a Primary Plat, Secondary Plat and Construction Plans paid, before any
approvals will be granted from this office. An application for the primary plat was
submitted, but fees were withheld due to the annexation issues. Since this project will be
constructed under Hamilton County Highway Department standards, all fees must be
paid.
4. Please label the curb radius at the entrance: per our previous discussions a 40' curb
return radius is required at the entrance.
5. The new trees shown on the east side of the entrance on the Landscaping Plan will need
to be removed. Please note on the Landscaping Plan that decorative signs, sprinkler
systems, trees, landscaping mounds, light poles or other such amenities are not
pennitted in the right of way.
6. A plan and profile is needed for the stonn sewer under Taylor Trace Drive, near the
entrance. What purpose does this pipe serve? All stonn water should be contained on
site. Please verify that water will not pond on the eastlwest side of Taylor Trace Drive.
7. The following note should be included and shown on the entrance plan: All pavement
along the section of curb to be removed shall be sawcut along the curb. Sawcuts are
also required for the curb section to be removed.
8. Concrete ADA ramps will be required at Taylor Trace Drive, along 146th Street.
9. Show full depth granular backfill between stonn structures 702-705, within the right of
way.
10. Please include the following note on all sanitary sewer plan sheets: All sanitary sewer
laterals that cross the street must be backfilled with full depth granular backfill.

11. A 25 MPH sign is needed on the Traffic Control Plan. Please include the 25 MPH sign,
Stop Sign and Street Name sign in a legend on the Traffic Control Plan.
12. A Testing and Inspection Agreement will need to be executed between Springmill
Builders and the Highway Department. The agreement will be forwarded to a
representative of Springmlll Builders.
13. Please note that construction may not begin until all comments have been addressed,
plans are stamped approved by the Highway Department and Surveyor's Office, the
Testing and Inspection Agreement executed and a preconstuction meeting held on-site.

I reviewed the landscape plans submitted September 5, 2002 for Taylor Trace Subdivision and my previous letter dated
August 5,2002.
1. On the revised plans you list: 56 Shade trees, 17 Ornamental trees and 187 shrubs
Prior plan listed : 17 Shade trees, 18 Ornamental trees and 127 shrubs
Ordinance requires : 58 Shade trees, 39 Ornamental trees and 175 shrubs
still needed : 2 Shade trees, 22 Ornamental trees and 0 shrubs
2. The preservation of the existing trees can account for most of the trees still needed, but a tree preservation plan
must be submitted that includes graphic details and positions of tree preservation structures (fences, etc) on the
plans, and a written preservation plan that includes construction and post-construction maintenance.
The area south of the Common Area A will present difficulties for tree preservation because of dentention pond
grading and spillway construction.
3. As noted in my letter dated August 5, an Open Space Plan and Schedule is required for this subdivision. To my
knowledge, they have not been submitted yet.

The technical review and comments are intended to evaluate the completeness of the erosion and sediment control plan for the
project. The erosion and sediment control plan submitted was not reviewedfor the adequacy of the engineering design. All
practices included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility by a
qualified individual with structural practices designed by a qualified engineer. The plan has not been reviewed for local, state,
or federal permits that may be required to proceed with this project. Additional information, including design calculations may

The erosion and sediment control plan has been reviewed and it has been determined that the plan:

Dear Mr. Barnes:
This letter serves to follow up on questions that were asked about several issues involving the
above-mentioned project:
1. In regard to the right of way issues that affect the existing home on the site: adjustments
to the right of way will need to be made. The right of way should be located 10' from each
face of the home that intrude into the right of way. A note will also be needed on the plat
stating that the additional right of way will be dedicated at such a time that the home is
destroyed or the right of way is needed for additional road improvements.
2. The large pine trees located east of the entrance will be permitted to remain. However,
any trees near the entrance that affect site distance will need to be removed and all
branches within 8' of the curb must be trimmed back.
I have attached a copy of the Primary Plat showing the area along 146th Street. I have marked
up the areas discussed in the 2 items listed above. If you have any comments or questions

These comments concern the Taylor Trace Landscape Plans I received today. It
is my understanding that an Open Space Plan and Schedule is also required for
this subdivision, those requirements can be found in Chapter 7 of the Carmel
Clay Land Use Regulations. My comments are as follows:
1. The required amount of bufferyard plantings is not shown on the plan.
Those requirements can be found in Chapter 26.4, Table for Bufferyard
Determination. The dimensions of this property call for 58 shade trees, 39
ornamental trees, and 175 shrubs (or 58 evergreens) as perimeter
buffering plantings. The plans only show a total of 17 shade trees, 18
ornamentals, and 127 shrubs. Two more species of shade trees and one
more species of ornamental trees should be added. If existing vegetation
is to be left in place to meet these requirements, it must be shown as
existing on the plans, and a plan detailing the preservation features found
in Chapter 7 must be submitted.
2. Common Area "A" (the storm water detention pond) can serve as open
space to the percentage of the perimeter not bordered by lots. It must
also be landscaped to qualify as open space (Chapter 7).
3. All guying wire and stakes must be removed within one year.

uplands. It is deep and well drained with moderate permeability. It has moderate available water
for plant growth and a medium organic matter content. It has compact till starting at a depth
between 20- 40 inches. The main soil features that adversely affect urban development uses are
moderate potential frost action, moderate shrink-swell potential, moderately slow permeability,
low strength and erosion during construction.
Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high available
water for plant growth and medium organic matter content. The soil has compact till starting at a
depth between 20 --40 inches. The main soil features that affect urban development uses are
seasonal high water table, moderate shrink-swell potential, high potential frost action and slow

Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.
I have reviewed the plans for this project and have the following comments:
. Subsurface drainage access is needed for each lot.
. The erosion control plan will need to have a site specific erosion and sediment control
construction sequence, perimeter protection, seeding of all disturbed area and protection
for existing inlets. An inlet detail is needed for the flared end section.

Dear Mr. Barnes:
this letter serves to acknowledge receipt of a transmittal received 5/31/02 containing the plans for the
above.mentioned project. After reviewing the plans, the Highway Department has the following comments:
1. No additional median cuts will be permitted along 1461h Street for this project. The median cut that
is present In front of the existing home shown on the Primary Plat will need to be closed.
2. An Application for Project RevlelN needs to be completed and the appropriate review fees for a
Primary Plat paid, before any approvals will be granted from this office. I have enclosed a blank
form for your use.
3. In accordance with the Hamilton County Thoroughfare Plan, additional right of way is required at
the intersection of 1461h Street and Carey Road. On 146th Street, the right of way from the
intersection to a point 500' to the east is an 85' half. From that point to the eastern property line
the right of way is a 75' half. A 50' triangular cut is also needed at the entrance intersection,
connecting the right of way for the perimeter streets with the interior street right of way.
4. A 40' curb return radius is required at the entrance.
5. Include a street and pavement section on the Primary Plat.
6. A 2' non-access easement is needed along the frontage of Lot 1 and the common area east of the
entrance.
7. Please include the 25-MPH design speed on the cover sheet.
8. Please note that decorative signs, sprinkler systems, trees, landscaping mounds, light poles or
other such amenities are not permitted in the right of way.
9. Include the instrument numbers for the right of way acquired as part of the reconstruction of 1461h
Street.

Dear Mr. Bames:
We have reviewed the primary plat submitted for this project and offer the following comments:
GENERAL INFORMATION
1. The project site is located outside of current City of Carmel Corporate Limits. However, the site
is the subject of a future City of Carmel annexation ordinance.
2. Jurisdictions:
. Streets and Right of Way - Currently Hamilton County Highway Department
. Water and Sanitary Sewers - City of Carmel
. Storm Sewer/Storm Drainage - Hamilton County Surveyors Office/City of Carmel
3. Board of Public Works and Safety Requirements:
. Water and Sanitary Sewer Availability
. Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel, if and/or when the area is annexed.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board
Any submission to theBoard requires prior approval by the Carmel Clay Plan Conunission
and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Conunittee. AU written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Conunission and/or
the Board of Zoning Appeals (if applicable).
4. T.AC. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have
been resolved. The design engineer must certify all drawings submitted for final approval. This
office will require a minimum of five-sets of drawings for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
Director of Carmel Utilities. The Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector
will receive one-set and one-set will be maintained in the Engineering Department
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel.

6. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They
will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main and sanitary sewer main locations.
8. I am including copies of the following with this correspondence:

BONDING REOUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (if City of Carmel jurisdiction)
. Curbs (if City of Carmel jurisdiction)
. Water Mains
. Sanitary Sewers
. Storm SewersIDrainage (if City of Carmel jurisdiction)
. Monuments and Markers (if City of Carmel jurisdiction)
. Street Signs (if City of Carmel jurisdiction)
. Sidewalks (if City of Carmel jurisdictionlbuilders lot sidewalks and common area/perimeter
right of way sidewalks may be bonded separately).
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15%
of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other
improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable
Letters of Credit or Cashier's1CertifiedlOfficial Checks. Please reference the enclosures for more
detailed explanation of our procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have
been satisfied and prior to start of construction activities (the exception is that you are allowed to
move dirt on site). Availability Fees are based upon total platted acreage for the development at
the rate of $1,010.00 per acre for Water Availability and $1,365.00 per acre for Sanitary Sewer
Availability. Connection Fees are $1,310.00 per single-family residence and $795.00 per single-
family residence. Connection Fees are paid when the infrastructure has been completed,
satisfactory test results obtained and the subdivision has been released for permits. Connection
Fees are paid on a lot-to-lot basis.
PROJECT COMMENTS
11. Please be advised that this office will require the following statement to be placed on Site
Development Plans and on Storm Sewer Plan and Profile Sheets when construction drawings are
submitted:

THE STORM SEWER SYSTEM SHALL BE CONSTRUCTED PER DESIGN SPECIFIED
AND AS APPROVED BY THE CITY OF CARMEL ON THE FINAL APPROVED
CONSTRUCTION PLANS*. DEVIATIONS FROM THE APPROVED DESIGN SHALL
ONLY BE PERMITTED DUE TO SPECIAL CIRCUMSTANCES OR DIFFICULTY DURING
CONSTRUCTION AND WILL REQUIRE PRIOR FIELD APPROVAL FROM A
DESIGNATED REPRESENTATIVE OF THE CITY OF CARMEL IN ADDITION TO
SUPPLEMENTAL APPROVAL BY THE DESIGN ENGINEER. AN EXPLANATION OF
ANY SUCH DEVIATION SHALL BE INCLUDED AS A REQUIREMENT ON AS-
BUILT/RECORD DRAWINGS SUBMITTED FOR RELEASE OF PERFORMANCE
GUARANTEES. APPROVED DESIGN SLOPES IDENTIFIED AS GENERATING
VELOCITIES OF 2.5 FPS OR LESS SHALL REQUIRE AS-BUILT CERTIFICATION AT
THE TIME OF CONSTRUCTION.
*THE CONTRACTOR SHALL FIELD CHECK EACH SECTION OF STORM PIPE AS IT IS
BEING INSTALLED TO ENSURE COMPLIANCE WITH THE DESIGN PLANS.
12. TIris office would prefer alignment of the tops of the inlet and outlet rather than inverts when
possible. If it is not possible to align the tops of pipes, we would request the inlet pipe invert to be
raised above the outlet pipe invert.
13. Will the existing lot and house at the northwest corner of the development be platted with the
development?
We reserve the right to provide additional comments upon receipt of detailed construction drawings and
drainage calculations for this project. The above comments and enclosures are based upon this project
being under the jurisdiction of the City of Carmel. If it is not, Carmel Utilities will have jurisdiction over
Water and Sanitary Sewer issues. This Department's involvement would be restricted to storm water
discharge issues. It appears that the subdivision will outlet into existing storm sewers within the
Worthington Estates subdivision, which is located within corporate limits.
