CARMEL BOARD OF ZONING APPEALS HEARING OFFICER
DEPARTMENT REPORT
MONDAY, OCTOBER 28, 2024
(V) Carmel High School Stadium Grandstand Variances.
The applicant seeks the following additional development standards variance approvals:
7. Docket No. PZ-2024-00165 V UDO Section 2.10 Maximum 35’building height allowed, 71’ 10”
requested.
8. Docket No. PZ-2024-00166 V UDO Section 5.39 (D) (12) No signs on accessory structures allowed, 1
requested.
9. Docket No. PZ-2024-00167 V UDO Section 2.08 Max. 35% lot cover allowed, 62.9% requested.
The site is located at 2390, 2450, and 2475 E. Smoky Row. It is zoned R1/Residence and Keystone Parkway Overlay
District. Filed by Amber Sheller of TLF Inc., on behalf of Carmel Clay Schools.
General Info:
• The Petitioner seeks approval for a stadium grandstand renovation and minor site modifications.
• The related project being reviewed administratively is Docket No. PZ-2024-00139 TAC - Carmel High School
Stadium Grandstand Renovation.
• Variances are requested for structure height, signage, and lot cover.
• Several variances were granted prior, related to the Carmel High School Activity Center and South Support Building:
Docket Nos. PZ-2023-00006 SUA through PZ-2023-00013 V.
• The site is not in any subdivision; so, HOA (Homeowner’s Association) approval is not needed.
• Surrounding this site are residential uses to the north, west, and south, and Keystone Pkwy to the east.
• Please see the Petitioner’s info packet for more detail on the variance requests.
Variances Requested:
Grandstand Height -
• The UDO allows a maximum 35-ft building height, and 71’ 10” is requested. This is a 105% increase.
• Prior variances were granted in 1990 for stadium height, but this renovation will be taller than that.
• The grandstand sits far into the site - over 400 feet from the west and south property lines – so the additional height
should not affect any surrounding land use.
Signage on Grandstand -
• The UDO does not allow signage on an accessory structure. 0 signs are allowed, 1 is requested.
• The wall sign will be affixed to the grandstand and will face east.
• There will be a structure between the stadium grandstand and Keystone Pkwy, with visiting team bleachers.
Lot Coverage -
• The UDO allows a maximum 35% lot coverage, and 62.9% is requested. This is a 27.9% increase.
• A prior lot cover variance was recently granted for 62% lot cover, as part of the Carmel High School Activity Center
and South Support Building projects.
• The Petitioner has been working with the Carmel Engineering Dept. to provide on-site stormwater detention and other
stormwater quality measures.
Remaining Review Comments:
• All Planning/Zoning review comments have been addressed.
Final Comments:
• The Planning Dept. supports the variance requests, as this is proposed to be the final upgrade to the stadium site and
the variance requests make sense for this stadium complex.
Findings of Fact:
• Please refer to the Petitioner’s Findings of Facts included in their BZA Info Packet.
Recommendation:
• The Dept. of Community Services (DOCS) recommends positive consideration of these variance requests, and with
adoption of the Findings of Facts submitted by the Petitioner.
