HomeMy WebLinkAboutCCM-07-26-02 Special Meeting CITY OF CARMEL COMMON COUNCIL SPECIAL MEETING MINUTES FRIDAY, JULY 26, 2002 - 8:00 A.M. COUNCIL CHAMBERS / CITY HALL / ONE CIVIC SQUARE MEMBERS PRESENT: Councilors Kevin Kirby, John Koven, Bob Battreall, Norm Rundle, Luci Snyder and Ron Carter. Clerk-Treasurer Diana Cordray was also in attendance as well as Township Trustee Judy Hagan, Township Board Members Carl Mills and Mary Eckard; City Council Attorney Sue Beesley and Township Attorney Brian Bosma. Mayor James Brainard and Council President Wayne Wilson were absent. Acting Council President Kevin Kirby called the meeting to order at 8:00 a.m. ACTION/DISCUSSION OF CARMEL/CLAY PARKS JOINDER AGREEMENT: Council Attorney Sue Beesley introduced a new Joinder Agreement dated July 26, 2002, a copy of which is made an attachment to the original Minutes of this meeting. The new Agreement incorporates all changes proposed as of July 23,2002, including one new paragraph proposed to be added to Section 7.4, page 14. Township Attorney Brian Bosma acknowledged that the new Agreement appears complete but advised that he had concerns about the reconciliation issue, as well as the $75.00 per diem proposed for the Parks Board Members. There was extensive discussion. Councilor Battreall joined the meeting at 8: 30 a.m. Councilor Carter moved to introduce Resolution No. CC-07-26-02-0l, A Resolution of the Common Council of the City of Carmel, Indiana, Regarding Parks Matters, a copy of which is also made an attachment to the original Minutes of this meeting. Councilor Snyder seconded the motion to introduce. There was brief discussion. Resolution No. CC-07-26-02-0l was approved by a unanimous vote of 6-0. Township Board President Mary Eckard introduced a companion Resolution presented by the Township Board, a copy of which is made an attachment to the original Minutes of this meeting. Board Member Carl Mills seconded the motion to introduce and the Resolution was approved by a unanimous vote of the Board. All documents were presented for execution.
