Dear Members of the Planning Commission,
I am writing to express my vehement opposition to the proposed rezoning of Stout Farms near the Village of West Clay. As a
concerned resident of the village, I believe this project would have detrimental impacts on our community for several reasons.
First, the proposed development is not consistent with the existing homes in Carmel, including the Village of West Clay. The
architectural style and overall design do not align with the distinctive character and aesthetic of our community. This inconsistency
is likely to detract from the visual appeal and cohesion of our neighborhood.
Second, the proposed project is inconsistent with the property values in the Village of West Clay. The development's scale and
density are not in keeping with the high standards of our area. We are concerned that this project may lower property values, which
would be a disservice to current homeowners who have invested significantly in their properties.
Third, the proposed greenspace and common areas do not match the standards of the Village and other neighborhoods in Carmel.
The lack of adequate greenspace and poorly designed common areas are out of character with the open, community-centric spaces
we currently enjoy.
Fourth, the density of the proposed development is too great and inconsistent with the Village. High-density housing would not only
strain existing infrastructure but also alter the tranquil and spacious nature of our community. The limited setbacks, screening, and
buffer zones proposed in the development plan are inadequate, failing to provide the necessary privacy and separation from
neighboring properties. This density will also add to the dangers of the schools in the immediate vicinity. As parents with children
attending College Wood and Creekside, our children do ride their bicycles and walk near the proposed area of development.
Increasing the density in housing will add additional traffic dangers to the roundabout areas our children cross to get to school. This
massive safety oversight without additional infrastructure developments by the developers should concern all parents and the City
of Carmel. Additional traffic the development would provide to Towne Road would absolutely lead to an unsafe, and traffic
congested area so close to multiple school zones.
Additionally, the proposed development has 90% or greater lot coverage, which is excessive and would lead to over-crowding and
reduced greenspace. This high lot coverage, combined with the architectural style of the buildings, which does not harmonize with
the Village, only exacerbates the inconsistency with our community.
Lastly, there is a significant concern among residents that this development could become a rental community. This shift could lead
to a transient population, further undermining the stability, safety, and cohesiveness of our neighborhood.
In conclusion, the proposed rezoning of Stout Farms near the Village of West Clay is incompatible with the character, property
values, and community standards of the City of Carmel. I urge the Planning Commission to consider these serious concerns and
reject the rezoning application.
