While I understand the need for growth and development within our city, I believe this proposed development is fundamentally inconsistent with the character of the West Carmel area, particularly the Village of WestClay, and will have a detrimental impact on our community’s property values and overall quality of life. My concerns are as follows: 1. Inconsistent with Existing Homes in West Carmel: The proposed development does not align with the architectural style, scale, or overall aesthetic of the homes currently located in the West Carmel area. Our neighborhood prides itself on its traditional design, charm, and cohesive character. The style and density of the proposed development stand in stark contrast to the established homes in the area, potentially disrupting the neighborhood’s overall appeal. 2. Inconsistent with Village of WestClay Property Values: The Village of WestClay has long been known for its upscale homes and carefully planned community design. The proposed development's density, lot coverage, and architectural style are likely to negatively impact property values in the surrounding area, potentially undermining the investment that current homeowners have made in their properties. 3. Greenspace and Common Area Concerns: The proposed greenspace and common areas in the development appear to be inadequate and do not align with the spacious and well-maintained community spaces that are characteristic of the Village of WestClay and West Carmel neighborhoods. This inconsistency with existing greenspace standards is concerning and may lead to a lack of community cohesion and decreased aesthetic value. 4. Excessive Density: The density of the proposed development is far too great for the area. With 90% or greater lot coverage, the project would result in overcrowded conditions, which would not only alter the character of the neighborhood but could also strain local infrastructure, such as roads, utilities, and public services. 5. Potential Negative Impact on Property Values: The proposed development could lead to a decrease in property values in surrounding neighborhoods. The combination of high-density housing, limited setbacks, and architecture that is inconsistent with the surrounding area is likely to make existing homes less desirable to prospective buyers, particularly those seeking a quiet, suburban environment with ample space. 1 6. Limited Setbacks and Screening/Buffering: The proposed development includes limited setbacks and insufficient screening or buffering from neighboring properties. This lack of proper buffering could result in privacy concerns, increased noise, and visual intrusion for surrounding residents, significantly altering the peaceful atmosphere that our community currently enjoys. 7. Architectural Inconsistencies: The design of the proposed buildings is inconsistent with the traditional architecture and character of the Village of WestClay. The contemporary style and lack of design cohesion could diminish the overall aesthetic value of the area, making it harder to preserve the village-like atmosphere that many of us cherish. 8. Concerns About Rental Community: There are concerns among many residents that this development could eventually become a rental community, which may bring additional challenges, including a lack of long-term investment in the area and potential turnover in residents. Such a change would not be consistent with the primarily owner-occupied nature of the surrounding neighborhoods and could lead to decreased stability and quality of life for current residents. For all of these reasons, I strongly urge the Carmel City Planning Commission to disapprove the Stout Farm Development as currently proposed. We all share the desire for a vibrant and growing community, but this particular project, in its current form, would not contribute positively to the fabric of West Carmel and The Village of WestClay. I ask that the Carmel City Planning Commission give full consideration to the concerns of residents and work to ensure that any future development in our area is in keeping with the character, quality, and values that make this community so special.
