Clark and Daniel Schelling of Cornerstone Companies, Inc., on behalf of Bridges MOB JV, LLC (the “Petitioner”), are seeking the following development standards variance approval for additional signage: UDO Section 5:39(I)(2)(b)(i) A building may have two signs per street frontage. 4 total signs allowed, 6 signs requested, at the building commonly known as Carmel Medical Office Building at the Bridges, 11380 Illinois Street, Carmel, IN, 46032. Petitioner is seeking this variance to provide one of its tenants in the building improved wayfinding and business identification from the main thoroughfares that the building is visible from. Without some type of signage identification from these thoroughfares, patients of the business will have difficulty finding the exact location of the practice. Because the business is medical in nature, many of its patients are elderly and/or handicapped, and will require clear direction as to where they need to go. If the variance is granted, the signage Petitioner plans to construct will comply with all Carmel signage requirements and will be consistent with the other four (4) wall signs to be installed on the building. Herein, Petitioner has provided its findings of fact sheet, a location map, and all plans requested by Carmel Planning & Zoning. Clark and Daniel Schelling of Cornerstone Companies, Inc. on behalf of Bridges MOB JV, LLC 1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the community because: The request is to permit additional exterior signage for a medical office building. It will benefit patients who are traveling to the building who will identify their destination in part based on the exterior signage we are requesting (Northwest Radiology is name of the tenant in this case). The petitioner would ask that the variance be approved so the tenant’s patients have an easier time locating the building from a wayfinding perspective. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: The additional signage requested will 1) comply to any/all signage standards and requirements provided by the City and also the Bridges PUD; and 2) will be consistent with the additional signage already contemplated for the medical office building from both a design and a use standpoint. 3. The strict application of the terms of the Unified Development to the property will result in practical difficulties in the use of the property because: The tenant, Northwest Radiology, is a business that has been in Carmel for decades are they are expanding practices in the new building. In other buildings that have housed its operations, they have had signage visible from highly trafficked thoroughfares. They would prefer exterior wall signage for marketing, wayfinding, and to aid in its overall service to patients. Without at least a monument sign to assist patients, it would create disruption within the practice with a lack of clarity when patients are trying to locate the building. DECISION IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket No. ___________________________ is granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by reference and made a part hereof.
