1. Docket No. PZ-2024-00196 DP/ADLS: Civic Square Condominiums.
The applicant seeks site plan and design approval for a 4-story tall 24-unit condominium building that will wrap
the Civic Square Parking Garage. The 0.49-acre site is located at 50 Red Truck Rd. (not in any subdivision) and is
zoned C1/City Center. Filed by Shawn Jones of CEC, Inc.
Site Context:
This parcel is located to the north and east of Carmel Fire Station #41 at 2 Civic Square. The Mélange townhome project
is located west of this site. The Veterans Way garage is adjacent to the north. East of the Civic Square parking garage are
retail buildings facing Range Line Road. Variance applications for increased lot coverage (Docket No. PZ-2024-00198 V)
and a 6’ tree lawn not provided on Veterans Way (Docket No. 2024-00202 V), are also under review by the Board of
Zoning Appeals Hearing Officer and will be heard at this same meeting.
Project Details:
• Number of buildings: 1 Condo building (24 units) will conceal two sides of an existing parking garage.
• Building size: 9,584 gross sq. ft.
• Building height:
o Condo building is 4 stories tall and 61’8”.
o Up to 150’ tall is allowed per the C-1 district standards of the UDO.
• Building materials: tan/light brick, red/brown brick, cast stone, dark gray and light gray fiber cement siding, and
asphalt shingles for the pitched roof.
• Site circulation:
o 2 exterior pedestrian entrances – the main entrance is located on Veterans Way and a secondary entrance
is located on the east side of the building.
o 4 interior pedestrian entrances from the attached parking garage are provided.
o A private vehicular entry is provided for the condo residents on the north end of the garage.
• Pedestrian Connectivity:
o 6’ wide sidewalks will be installed along Veterans Way and Monon Green Blvd.
o These sidewalks will provide connectivity to Range Line Road and the Monon Greenway.
• Parking:
o 9 On-street parking spaces are provided.
o 48 reserved spaces are provided on the first floor of the parking garage through a separate entrance.
o Please note, there are no parking requirements for the C-1 District.
• Bicycle parking:
o 8 Short-term spaces are provided – 4 on the west side and 4 on the south side of the building.
o Long-term spaces are provided within the attached parking garage, as well as a fix station (up to 48 bikes
in the bike room).
• Lighting: Exterior lighting will be provided on the balconies of each unit and at the main pedestrian entrance.
• Landscaping: The landscaping plan has been approved by the Urban Forester.
• Signage: No signs are currently proposed.
• Mechanical equipment will be located on the flat roof portion of the building and screened by the parapet walls.
DOCS Comments:
1. Carmel Redevelopment Commission approval letter and Engineering Dept. sign off needed (approvals anticipated
prior to hearing date)
2. Please note that an HPR application will be needed for the Condo building (in lieu of a Secondary Plat)
Recommendation:
The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item.
